About this file

This document is a Questions & Answers (Q&A) document for Request for Quote (RFQ) W81K00-25-Q-A091 for Chemistry Immunoassays reagents issued by the William Beaumont Army Medical Center. The Q&A addresses multiple vendor inquiries regarding equipment, contract terms, and technical requirements. Key points include clarification that the government has removed Section 6 on transfer of leased equipment, confirmed the Statement of Work (SOW) is available on SAM.gov, and discussed Risk Management Framework (RMF) timelines. Vendors requested a longer contract term (5 years) and the option to use existing equipment, but the government denied these requests, citing mission requirements.

The solicitation is for a short-term contract spanning one month (1 Sept 2025 - 30 Sept 2025) with two 12-month options. Significant technical discussions centered on analyzer requirements, Troponin testing, and cybersecurity compliance. The government confirmed vendors can restructure CLIN lines into a spreadsheet and must ensure correct Excel formulas. The contract involves chemistry immunoassay testing reagents and will be a firm fixed-price contract, with specific cybersecurity requirements outlined in attached documents, including a DHA Cybersecurity-RMF contracting requirements document.

Questions & Answers (Q&A) RFQ: W81K00-25-Q-A091- Amendment 0004

Chemistry Immunoassays reagents

1) Q. Solicitation section 6.12.1, states if the awardee is the incumbent as the follow-on contract the government has the option to use current analyzers or upgrade.

Amendment 2, Question 5, Response A: It states "see response #2". Could you please clarify what this is referring to? In the Amendment 2, response #2 appears to be referencing the LIS data not the analyzer requirements.

A. SOW is a separate attachment posted in SAM.gov under "Attachment 1- SOW" along with the other attachments to the RFQ.

A. "See response #1" on Amendment -0002 addressing the questions extension date. Please note, the QA date extension date has changed after Amendment 003.

2) Amendment 2, Question 10, Response A: It states "see response #10". Could you please clarify what this is referring to? In the Amendment 2, response #10 appears to be referencing facility complexity not the Troponin T vs. Troponin I.

A. Typographical error- should be "See response #7" from Amendment 2.

3) Att.+1-+Chemistry+SOW+Immunoassay_W81K0025QA091, Requirement 6.2.2: It states that "contractor will be provided 270 days to obtain the Risk Management Framework (RMF). Is this the timeline to begin the RMF process or is it requiring that ATO be fully obtained by the specified 270 days?

A. Please reference Attachment 2- DHA Cybersecurity-RMF, Table 1- Required Timeframes on page 5.

4) Att.2-+DHA+MDE+Cybersecurity-RMF+Contracting+Requirements, Statement 2.1, RMF Assessment Timeframes, Required Timeframes: it states that "The vendor and Government will complete their respective required actions within the referenced timeframes in Table 1 below, but no later than one (1) year after order/contract/order award. If the vendor has completed all required actions in a timely and acceptable manner while the Government experiences delays, the vendor would be given additional time for future actions corresponding to the amount of Government delay. Vendor failure to meet specified timelines in the table below would be considered a vendor-caused delay." If the deadlines are being meet, will the extension be granted in accordance with the RMF timeframes outlined?

A. The government will investigate the RMF progression after contract award and proceed accordingly with a decision that's in the best interest to the Government.

5) Q. Could you please clarify if this RFP is requiring new equipment, or if the incumbent vendor will have the option to propose current equipment already installed?

Questions & Answers (Q&A) RFQ: W81K00-25-Q-A091- Amendment 0004

Chemistry Immunoassays reagents

A. To clarify, the government removes SOW section 6- Transfer of leased equipment, subsection 6.12, and revised SOW v.2 is attached.

6) We respectfully request consideration for extending the contract term to at least a five (5) year term. A longer contract duration would allow for more effective cost allocation of capital-intensive assets. The limited contract duration significantly impacts equipment cost allocation. Capital-intensive assets like analyzers and automation lines are typically depreciated over longer periods. A shorter term inflates the per unit cost due to accelerated depreciation and reduced opportunity to amortize investment.

A. Due to a bone fide need of the agencies' mission requirement, the contract term extension is not feasible.

7) Q. asks for the solicitation to include a base year with 4 option years, which is typical for new equipment/testing. The solicitation currently specifies that the award will be for only 25 months, which makes the solicitation cost-prohibitive for vendors to place new equipment, and unduly restrictive for the incumbent vendor if they are allowed to bid using the equipment currently on site.

A. See response above #6. Due to a bone fide need of the agencies' mission requirement, the contract term extension is not feasible.

8) Q. Are we able to restructure the CLIN lines into a spreadsheet? This would be easier to manage than the current PDF structure

A. Yes, as it states via Amendment 1- Addendum to 52.212-1. page 3, Factor 2 Price.- "Please ensure offeror's excel sheet has the correct tabulated formulas"
