The below questions were received in response to this solicitation. The Government provides responses for each respective question, as follows:
Question 1.
Q. Is this requirement a follow-on to a current award?
A. No, it is a brand new requirement.
Question 2.
Q. Is this solicitation issued under a GSA schedule?
A. No, it is open-market.
Question 3.
Q. Can you please provide more information regarding "Neural Mach" [Neural Machine Translation] services mentioned? What exactly are you looking for?
A. The Government is seeking services for Neural Machine Translation (NMT), which leverages deep learning, to understand the full context of a sentence rather than translating word by word. This will assist with natural and accurate translations, particularly with idioms, grammar structures, and informal language. NMT will be used to be used generate a first draft of the translation, which is subsequently reviewed and edited by a qualified human linguist to ensure accuracy and fluency. In cases where the Government requires urgent translations, the NMT system can generate a quick draft which will still undergo human post-editing to maintain quality.
Question 4.
Q. Regarding the Neural Machine Translation Post-Editing (CLIN 0003), we understand this is priced per word. However, could you clarify what is meant by "2 operating units" for Neural Machine Translation in Spanish and all languages (CLIN 0004 & 0005)? Do you mean full matches or something else? And could the rate provided be a per word rate?
A. These CLINs were included as possible one-time set-up fees for NMT. With your quote, please indicate if there is no fee or if there is instead an alternate pricing structure that a quoter would like to provide.
W81K0025QA0500002
Question 5.
Q. For CLIN 0002, could you please explain the use of the term "(Person)" next to "Written Translation per word"
A. The designation "(Person)" indicates that this service is provided by a qualified human translator, not by machine translation. This applies to written materials such as medical records, official documents, and reports, where human linguistic judgment is required.
Question 6.
Q. Will the quantities listed in the RFQ remain fixed for the life of the contract, or are they subject to change (increase or decrease) during performance?
A. The quantities specified within the pricing schedule are anticipated and do not represent a minimum guarantee. Given such, there is the possibility that unused quantities are subsequently removed for the award via modification.
