Question #1: Is there going to be a scheduled site visit at BAMC?
Answer #1: The Government does not plan to conduct a site visit.
Question #2: On attachment SC WD_2015-5253_Revision_21, the suggested wage determination for 12040 Emergency Medical Technician is $18.10 and a $4.98 Health & Welfare (Fringe Benefits), but in the solicitation W81K00-23R-0018 “52.222-42 Statement of Equivalent Rates for Federal Hires” it states Emergency Medical Technician (EMT) $21.00 (Monetary Wage) and a $10.35 Health & Wellness (Fringe Benefits) and Paramedic $28.00 (Monetary Wage) and a $12.50 Health & Wellness (Fringe Benefits), which one is accurate and should be adopted?
Answer #2: As per Addendum to 52.212-2 (Attachment 1): Award will be made using the Best-Value Tradeoff source selection process. Past Performance is significantly more important than Technical, and both are more important than price when combined. At a minimum, the employees need to be compensated in accordance with the most recent Service Contract Wage Determination.
Question #3: Attachment 1, Instructions to Offerors. Regarding volume page limitations, are cover pages, tables of content, and resumes included in the page count?
Answer #3: Cover pages/table of contents and the resumes are not included in page limitation.
Question #4: Attachment 1, Instructions to Offerors. Instructions for the technical volume state that “The technical proposal (to include addressing all subfactors) shall not exceed 20 pages.” In the interest of thoroughly addressing all items on subfactors 1 through 3, will the government consider increasing the page limitation on this volume?
Answer #4: Yes, the page limitation has been increased to 40 pages. The cover pages/table of contents and the resumes are not included in page limitation.
Question #5: Is the provision of an Ambus or Mass Casualty Vehicle a requirement of the government?
Answer #5 Yes
Question #6: Can a breakdown of transports by day of the week be provided?
Answer #6: Page 33 of PWS states type and quantities of monthly runs.
Question #7: For CCT Qualified personnel, does the government require 3rd party certification or will an “in-house” CCT course be sufficient to meet the requirements?
Answer #7: In-house certification is sufficient provided the Medical Director reviews/approves curriculum.
Question #8: The pricing appears to be a “fee for service model”, will the government entertain an alternative pricing model such as a fixed rate and fee for service rate?
Answer #8: Pricing will remain unchanged as per current solicitation.

Question #9: Can the government provide a better description of the ECMO equipment to include weight, dimensions and type of oxygen source required?
Answer #9: The ECMO machine is approx. 25 lbs., 18 inches x 10.5 inches x 17 inches. The power requirement is 140VA, AC: 100-240 v, DC: 11-28 v. It takes 5 hours to charge the battery and the battery life is 90-300 minutes. It uses O2 directly from flow meter or O2 tank with approx. 2-6 liters per minute of low per patient up to 15 liters per min.
Question #10: Can the government provide the number of NICU transports occurring in each calendar year for the past three years?
Answer #10: Data is not available without extensive research.
Question #11: Is the section SF1449 Format on pages 3 through 13 the expected response bid to submit Financial Bid information? Is a spreadsheet for the financial data an acceptable format?
Answer #11: Yes, spreadsheet for the financial data an acceptable format. Please, use “Attach 4_Price Schedule” for your proposed pricing.
Question #12: Is there a page limit for the full set of electronic offer documents?
Answer #12: The Attachment 1 has been updated to reflect the page limitation. All documents must be submitted electronically and therefore are subject to the page limitation provided in “Attach 1_revised Instructions to Offerors_Evaluation Criteria_23-R-0018_15 Sept 2023”.
