About this file
This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) for portable fire extinguisher inspection, maintenance, recharge, repair, and hydrostatic testing services at Volk Field Air National Guard Base in Camp Douglas, Wisconsin. The Contractor shall provide all necessary management, labor, supervision, tools, materials, equipment, transportation, replacement parts, consumable extinguishing agents, and quality control to perform pickup, transportation, inspection, maintenance, recharge, internal examination, hydrostatic testing, repair, documentation, and return services as required by individual BPA calls. Services must comply with manufacturer instructions, the current edition of NFPA 10, and all applicable federal, state, local, transportation, environmental, and safety requirements. The Contractor must use trained and qualified personnel, new replacement parts only (unless authorized otherwise), and compatible extinguishing agents and components specific to each extinguisher manufacturer and model.
The BPA establishes fixed unit pricing for recurring services, with the Government issuing individual calls on an as-needed basis without guaranteeing minimum quantities or dollar values. Each call identifies required service categories, extinguisher details, pickup and return dates, performance period, authorized repair limits, and whether temporary replacement extinguishers are required. The Contractor must document custody transfers using pickup and delivery manifests, maintain accountability from pickup through Government acceptance, coordinate services to avoid reducing fire-protection coverage, and provide written certification and summary reports at delivery including service performed, parts replaced, test results, and any condemned units. The Contractor shall provide a minimum 180-calendar-day warranty on parts and labor covering defects from improper workmanship, incorrect parts, incorrect agent, or noncompliance with the SOW. Contractor personnel and vehicles must comply with all Volk Field ANGB access-control, identification, safety, security, and force-protection requirements, and all contractor employees requiring base access must complete Antiterrorism Awareness Level I training within 30 calendar days of contract start.
