Contract No: N/A Submission Date: 09 – September- 2015
General Narrative:
This report is prepared based on ATST site visit on 24 and 25 August 2015 from Police Academy, Kabul province, Afghanistan. The purpose of this site visit is to conduct an extensive assessment of existing site and utility survey in order to collect the required data of site civil work, water & sewer system and electrical works for female facilities master planning, number of floors of each building as well as to inspect building#506 and building#304 in order to get floor plans and what these buildings used for.
At the beginning, a meeting with Police academy logistic and construction representatives was held to tell them the aim of this assessment; subsequently the ATST team conducted a visual inspection of the site and collected extensive data for the whole system of site civil work, mechanical work, sewer system, water system and electrical system of the site for female facilities master planning and inspected building#506 and building#304 and took the number of floors of each building of the site.
In this assessment, ATST inspected the site storm water system, water distribution system, sewer system, Waste Water Treatment Plant, lift station and determined the location of well house, water storage and water tanks and inspected all existing electrical facilities such as generators, communication system and electrical single line diagram of compound. The detailed report of the assessment is provided hereinafter in this report.
This report includes a General Narrative, Civil assessment Summery, Mechanical Assessment Summery, Electrical Assessment Summery, Appendix A( Sketched drawings and layouts), Appendix B(Civil Assessment photography), Appendix C(Mechanical Assessment Photography) and Appendix D(Electrical Assessment Photography).
1. Civil Assessment Summery
The Police Academy is located in Kabul city, Afghanistan. This Academy consists of various Permanent facilities such as HQ building, Training buildings, classrooms, buildings for all departments, latrines and showers, DFAC, kitchen, different barracks, storages, maintenance buildings, medical clinic, gymnasium, mosque, laundry, training center, warehouse, POL storage, Vehicle maintenance building, well house, generator sheds, guard towers, guard house, above ground water storage, waste water treatment plant (WWTP), vehicle refueling point and vehicle parking areas and many more. Refer to appendix A, sheet MP-002 (police Academy, Kabul Existing Master Plan, list of facilities) and Appendix B (Civil Assessment Photography) for further details and information.
Below is the information about site civil works:
A. There are asphalt and concrete roads in deferent areas of the compound. Site storm water system was already constructed and the direction of site storm water is from the north to south of the site and drained to outside drainage sytem. Refer to appendix A, sheet MP-002 (police Academy, Kabul, Existing Master Plan).
B. Site water distribution system, sanitary sewer system and waste water treatment plant (WWTP) is included in mechanical report. Refer to appendix A (Sketched drawings and layouts), sheet MP-004 (Police Academy, Kabul, Existing Water Plan) and sheet MP- 005(Police Academy, Kabul, Existing Sewer Plan) for the exact direction and location of site water and sewer system. Detailed information of site water and sewer systems provided in mechanical summery report.
C. Number of floors of each building is counted and indicated in appendix A, sheet MP- 001(Police Academy, Kabul, GPS coordination plan).
D. Coordinates of corner points of the compound was taken by GPS. Refer to appendix A, Sheet MP-001 (Police Academy, Kabul, GPS coordination plan).
Below are the details about building#304 and Building#506 which are within the proposed area:
1. Building#304:
Floor plan of this building is sketched and attached to this report. Refer to Appendix A, Sheet A-101(floor plan of building#304)
This building is one story building and made of concrete and bricks This building is used as a shop providing foods and stationeries for academy workforces and personnel.
2. Building#506:
Floor plans of this building is sketched and provided in this report. Refer to Appendix A, Sheet A-102(1st and 2nd floor plans of the building)
This building is two story building and is connex type building.
This building is used as a training building.
2. Mechanical Assessment Summery
Water System:
Water well supplying water to existing female barrack area:
This water well located next to the well house # 803 which supplies water by 3 inch diameter GI pipe to the elevated water tank that installed above the well house # 803 roof slab by capacity of about 6000liter (Water wells # 803 is not active and they are not using right now), per onsite plumber information Water well depth is 85m with 8 inch diameter PVC casing, water flow meter is not exist to find the water well discharge, the elevated water storage tank distributes water by 2 inch diameter pipe to existing female barrack 205 and Training office #106. See appendix C, photo # 2, 3, 4. 5, 6 and for water line direction refer to appendix A, Sheet # MP-004.
Water well located in purposed area:
This water well supplies water to elevated water tank # 885, per onsite plumber information, capacity of elevated water storage tank is about 12000 liter and water well depth is about 105 m with 8 inch diameter PVC casing, buildings # 104, 105 and 502 feeds from this elevated water storage tank .See appendix C, photo # 7, 8, and 9. For water line direction refer to appendix A, sheet # MP-004.
Sewer system:
The existing sewer system equipped with WWTP system, the sewer of buildings come through 6 inch diameter PVC pipe and drain into manholes and then goes to the waste water treatment plant. See Appendix C, photo #10, 11, 12, 13, 14, 15, 16 and 17. For sewer pipe direction refer to appendix A, sheet # MP-005. The WWTP is located in south side of the compound.
3. Electrical Assessment Summery
The electrical distribution system of Police Academy were installed as non-standard electrical system and till now this system is working but not properly, the main source of power is consist of 1250kVA step-down transformer which is currently distributing power to all buildings located in police academy and one more 315kVA stepdown transformer is located in-side, which is only distributing power to waste water treatment plant and located far away from the proposed area (approximately 300meters).
Site utility electrical distribution is burred underground and there are no manholes and hand holes located at site for electrical system. Additionally, ANP local electrician is totally not familiar with all site distribution, and there are no existing drawings with ANP engineering department to depict the direction of each feeder.
One 100kVA, two 20kVA, one 65kVA and one 110kVA generators are located at project site for facilities and one 400kVA generator is located for waste water treatment plant only. Refer to Appendix A, electrical drawings and appendix D (Electrical Assessment Photography) to see the detailed information of each one.
