SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS AND RESPONSES
1. Could the Government please clearly define the requirements for both the un-sanitized and sanitized copies of Volume I? What should Volume I include and/or not include for 1) the Santized Verison and 2) the Un-Sanitized Version? For example, in Section A, Box 17a requires specific information unique to each Offeror which would be difficult to sanitize. (Reference: Page 60, Section 52.212-1 Instructions to Offerors 2.c, Table 4)
Answer: The RFP will be amended to replace the word “sanitized” with “redacted.” The Government is requiring a redacted version of the documents stated in Section L. The RFP will be amended to state: “Redacted volumes will not contain any Prime Offeror company names or logos.”
2. Could the Government please clearly define the requirements for both the un-sanitized and sanitized copies of II - Technical? What should Volume II inlcude and/or not include to ensure we meet the requirements of a 1) a Sanitized Version and 2) the Un-Sanitized Version? (Reference: Page 60, Section 52.212-1 Instructions to Offerors 2.c, Table 4) amended to state: “Redacted volumes will not contain any Prime Offeror company names or logos.”
3. Could the Government please clearly define the requirements for both the un-sanitized and sanitized copies of Volume III - Price? What should Volume III include and/or not include for 1) the Santized Verison and 2) the Un-Sanitized Version? (Reference: Page 60, Section 52.212-1 Instructions to Offerors 2.c, Table 4) amended to state: “Redacted volumes will not contain any Prime Offeror company names or logos.”
4. Within Clause 252.216-7006 Ordering states that orders may be issued through 28 June 2022, but Section F Delivery Information lists CLIN 4003 as ending on 28 June 2021. Can the Government confirm which date is correct and update the RFP? (Reference: Page 58, Section F)
Answer: Orders may be issued through 28 June 2021.
5. Section 52.212-1, Instructions to Offerors mentions the completion of Section K, but the RFP does not contain a Section K. Could the Government confirm that the Offeror should complete Clause 52.212-3 in Section F to satisfy this requirement? (Reference: Page 59)
Answer: Offerors should complete Clause 52.212-3 in Section F.
6. The solicitation states, "Note: ALL Title Pages, Indexes, and Dividers count towards the Page Limitations." Could the Government please confirm that this requirement applies to ALL three Volumes, Volume I (Pages Unlimited), Volume II (Limted to 40 Pages) and Volume III (Limited to 5 Pages)?
(Reference: Page 60, Section 52.212-1 Instructions to Offerors 2.c, Table 4, Note)
Answer: Yes the requirement applies to all three volumes.
7. The solicitation states, "Note: ALL Title Pages, Indexes, and Dividers count towards the Page Limitations." Could the Government please confirm that the Table of Contents which is required for all Volumes in Item 3. Proposal Files (also on Page 60), is included within this page count? (Reference: Page 60, Section 52.212-1 Instructions to Offerors 2.c, Table 4, Note)
Answer: Yes, the Table of Contents is included in page count.
8. Reference Section 52.212-1, Instructions to Offerors Sections 2.c and 3.f.iii, Volume III - Price has a page limitation of 5 pages, and the instructions state that “Offeror’s shall submit a price proposal with a pricing schedule for all CLINs for all years including options.” However, the Section SF 1449 – Continuation Sheet is a total of 8 pages, from page 3 of 65 through page 10 of 65. Given that the length of the continuation sheet exceeds the established page limitation, in what format does the Government want offerors to submit a pricing schedule? ( Reference: Page 60, Section 52.212-1 Instructions to Offerors 2.c, Table 4, and Page 61 Section 52.212-1 Instructions to Offerors 3f.iii)
Answer: Volume III Price page limitation has been increased to 15 pages.
9. Given the requirement in Section 3.d Content Requirements, that each file of the proposal shall consist of a Table of Contents and Summary Section, we request the Volume III - Price page limitations be increased from five (5) pages to 15 pages to allow for the Title Page, Table of Contents, Summary Section in addition to the CLIN structure and discussion of discount rates to ensure compliance with the solicitation instructions. (Reference: Page 60, Section 52.212-1 Instructions to Offerors 2.c, Table 4 and Page 6, Section 52.212-1 Instructions to Offerors 3.d Content Requirements and Section 3.f.iii Volume III
- Price Instructions)
Answer: Volume III Price page limitation has been increased to 15 pages.
10. Within Block 6, of Section A, SF1449, the solicititation issue date states, 28-Mar-2016. Is this the correct date Offerors should use for completion of their SF1449 for submission or should the date be updated to 19-Apr-2016 when the final solicitation was released? (Reference: Page 1, Section A, SF1449)
Answer: The date has been updated to reflect the 19-Apr-2016 date.
SECTION SF 1449 - CONTINUATION SHEET
SOLICITATION/CONTRACT FORM
The solicitation issue date has changed from 28-Mar-2016 to 19-Apr-2016.
The following have been modified:
52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2015)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Each offeror should submit their proposal following the guidelines below:
1. Introduction. The offeror’s proposal shall be submitted in hard copy, with accompanying digital copies, as set forth below.
The offeror’s proposal shall consist of three volumes. The Volumes are I – Solicitation, Offer and Award Documents and FAR Clause 52.213-3, Representations and Certificates, II – Technical, and III – Price. Files shall not contain classified data. The use of hyperlinks in proposals are prohibited.
Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.
2. Proposal Submission Requirements.
a. Each volume shall be submitted in a separate three-ring binder. Any pages that are changed (as a result of negotiations or proposal revisions) should be of a different color and have changed information clearly marked by a vertical line in the right margin of the page. The revised pages shall be dated. Each binder shall be clearly labeled with its Title and a copy number (e.g., copy 1 of 5).
b. Printing should be single spaced. Each paragraph shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size no less than 8-point and may be landscape. Single space type shall be used with the exception of organization line and block charts and the Price proposal. Graphics may be submitted in black & white, half-tone or in color, in font sizes sufficient for all information to be read or reproduced without difficulty (but in no case less than 8 point Arial or Times New Roman). Foldout pages, limited to 11x17 inch page size, are permissible and will count as two pages. Page numbers, headers and footers may be within the page margins ONLY, and are not bound by the font requirements. Company logos are prohibited with the exception of the Title Page. Pages that exceed the margin, font or total page limit will not be evaluated. Page count will NOT be based upon the numbers of pages printed but rather dictated by the number of pages in a print layout view in the application based upon the above prescribed document sittings. Counting pages in the order they appear for viewing will make up the page count.
c. The following volumes of material shall be submitted:
Table 4 Proposal Volume Volume Content
Page Limitation Required # of Hard Copies Digital Copies
Volume I
Solicitation, Offer and Award Document and Section K, Representations and Certificates
Unlimited 2 Copies: 1 redacted, 1 non-redacted
2 Copies: 1 redacted, 1 non-redacted
Volume II Technical 40 5 Copies: 4 redacted, 1 non-redacted
2 Copies: 1 redacted, 1 non-redacted
Volume III Price 15 5 Copies: 4 redacted, 1 non-redacted
2 Copies: 1 redacted, 1 non-redacted
NOTE: ALL title pages, indexes and dividers count toward page limitation. Pages that exceed the required page limitations will not be evaluated. Additional pages over the maximum allowed will be removed or not read and will not be evaluated by the Government. Redacted volumes will not contain any prime offeror company names or logos.
3. Proposal Files.
a. Format. Microsoft Office Professional 2007 or later shall be used to create the files. All graphics shall be compatible with MS PowerPoint 2007. All information pertaining to a particular file shall be confined to that file. The titles for each file, along with the references are shown below. Each file shall contain the applicable proposal information in the referenced paragraph. All proposal submissions shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer. A Table of Contents should be created. MS Word (.doc) files shall use the following page setup parameters:
Margins – Top, Bottom, Left, Right - 1” Gutter – 0” From Edge – Header, Footer - 0.5” Page Size, Width – 8.5” Page Size, Height – 11”
The following additional restrictions apply:
b. File Packaging. The DVDs must be clearly labeled with the solicitation number, volume numbers, and the offeror’s name. Digital copies will be submitted as “read only” (pdf) documents. If there are discrepancies between the electronic version (DVD) and the hard copy, the hard copy shall take precedence and shall be considered binding. Proposals should be mailed or hand delivered to: AGC Contracting Office, ATTN: CECT-AGC, Jordan Quantock; 7701 Telegraph Road, Alexandria, VA 22315-3864. If proposals are mailed the offeror must ensure that the package is received by the date and time in section 8 of the Standard Form 1449 by emailing a request for confirmation to Jordan.M.Quantock@usace.army.mil with an information copy to Kirby.D.Beard@usace.army.mil.
c. Proposal Delivery. Offerors are advised that proposals are due in the contracts office at the date and time specified in Block 8. Due to security measures, offerors must provide notification to Jordan Quantock, at least 72 hours in advance, so offeror representative may be added to the visitor roster for the guards at the Leaf Road Gate and the AGC/Cude building. Proposals will be accepted during normal hours of operation, 8:00AM through 4:00PM Eastern Time, Monday through Friday, Excluding Federal Holidays.
d. Content Requirements. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal and provide adequate basis for evaluation.
Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents and Summary Section. The Summary Section shall contain a brief abstract of the file. Offerors are encouraged to contact the Contract Specialist, Jordan Quantock, Jordan.M.Quantock@usace.army.mil or the Contracting Officer, Kirby Beard, Kirby.D.Beard@usace.army.mil in order to request any necessary clarifications or explanations of these instructions. Proprietary information shall be clearly marked.
e. The proposal shall contain the solicitation number, narrative and other data sufficient to describe the associated element of the proposal. An offeror’s failure to furnish the necessary information may result in its proposal not being considered for award. A proposal received after the solicitation closing date shall be rejected.
f. The Offeror’s proposal will be the primary basis on which the Government will determine the capability of the offeror’s solution to satisfy this requirement. It shall be specific, complete, thorough, clear and concise, and must address each objective in the solicitation. The Offeror’s proposal shall be presented in separate volumes so that all information associated for each factor (Solicitation, Offer and Award document and Section K, Technical, and Price) is easily distinguishable. The Government will not go from volume to volume (or section to section in each volume) in order to completely evaluate each prime factor.
Information contained in a volume that belongs in another volume will not be evaluated. The Government will not evaluate information of a general nature and that is not relevant to the topic being evaluated.
(i) VOLUME I – SOLICITATION, OFFEROR and AWARD DOCUMENT SECTION K, REPRSENTATIONS AND CERTIFICATES

All proposals that include equipment that is not brand name but equal to, must substantiate that the equal components meet the salient characteristics defined in A and B.
(iii) VOLUME III – PRICE
Offeror’s shall submit a price proposal with a pricing schedule for all CLINs for all years including options. The pricing schedule should include any discount rates for large quantity purchases.
4. Pre-Proposal Conference. A pre-proposal conference will be held at the AGC. (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any offeror, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(e) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest.
