Part 1

GENERAL INFORMATION

1. GENERAL: This is a non-personal services contract to provide a Precise Positioning Service (PPS) GPS Survey (GPS-S) System for use by Army Engineer Survey and Design teams to perform precision surveys. The Government will not exercise any supervision or control over Contractor personnel performing the services herein.

Contractor personnel shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to produce PPS GPS-S Systems. As defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services, the Contractor shall perform to the standards in this PWS and resultant contract.

1.2 Background: The currently fielded AN/GSN-13 GPS survey system has become obsolete and is not supportable. This procurement is for production of a PPS GPS-S System which utilizes PPS GPS receivers for precise surveying. Each set will include three GPS receivers that incorporate Selective Availability Anti-Spoofing Modules (SAASM), in accordance with DoD policy, as well as communications equipment and other support items and software needed to provide a stand-alone GPS Survey capability. The set will support Real-Time-Kinematic (RTK) survey, as well as static survey, and will interface with a Total Station Instrument and external GPS processing and survey software packages. The procurement also will include logistics documentation, testing, training, spare parts, and other documentation necessary to obtain Type Classification and Materiel Release, and field and support the equipment.

1.3 Objectives:

1.3.1 Hardware and Software. Contractor shall provide to the government PPS GPS-S Systems, which conform to the product baseline and meet specific performance specifications. The total quantity within a five year contract performance period will not exceed 263 systems. Contractor shall provide spares, conforming to the product baseline, as specified in delivery/task order(s). Contractor shall provide reprogramming kits, portable hard drives and survey software, as specified in delivery/task order(s).

1.3.2 Verification. Contractor shall perform Physical Configuration Audit (PCA), Maintenance Demonstration, and First Article Test (FAT) to verify performance specification and baseline documentation compliance using three production PPS GPS-S Systems.

1.3.3 Logistics Products and Training. Contractor shall develop and supply logistics products and conduct training classes necessary to field the PPS GPS-S System and ensure key personnel and soldiers are fully trained and certified in the operation and maintenance of PPS GPS-S Systems. Logistics products include: a validated and verified Technical Manual, System Training Package, and provisioning documentation. Training classes include Initial Key Personnel Training (IKPT) and New Equipment Training (NET).

1.4 Scope: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to produce and deliver: PPS GPS-S systems; spare Line Replaceable Units (LRU); test documentation, testing and test support;

Technical Manuals (TM); training materials and classes; Maintenance Demonstration and documentation; and logistics data/documentation. The Government is responsible for providing items identified as Government Furnished Property (GFP), and Government Furnished Information (GFI).

1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years.

1.6 General Information

1.6.1 Quality Control (QC): The Contractor shall implement and maintain an effective QC program, in accordance with ANSI/ISO 9001, to ensure services are performed in accordance with this PWS and resultant contract. The Contractor shall implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QC program is the means by which they assures themselves that their work complies with the requirements of the contract. The Contractor shall prepare and submit an update of the Quality Program Plan (QPP) (CDRL A013) submitted as a part of their proposal.

1.6.2 Quality Assurance: The government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards.
