1. Question: On the SF-33 the page numbers in block 1 (shows 269 total pages) and block 11 (Table of Contents) for the Sections are not correct, please advise.
Response: The page numbers in block 1 and 11 on the SF-33 are generated by our system, PD2, and are unable to be changed. The correct total page number is 262.
2. Question: Page 40 of the RFP: 1.6.7.5.4 of the PWS states “The contractor shall develop an OPSEC Standing Operating Procedure (SOP)/Plan” is “Standing” a typo and meant to be “Standard”?
Response: Standing” is correct per Army Regulation (AR) 530–1, Operations Security (OPSEC).
3. Question: Page 52 of the RFP, Section 5.2.3: Will the delivery of the offeror’s source code be required to support this process?
Response: No.
4. Question: Page 167 of the RFP, CDRL A00B: Block 10 says “MTHLY” and refers back to Section C, PWS paragraph 5.2.1 that calls this out as a one-time event. Please clarify.
Response: See change to RFP, page 167, CDRL A00B, Configuration Audit Summary Report.
5. Question: Page 245 of the RFP: L.3.5.4.4 – Section H.1. of the Solicitation states resumes of “Key Personnel” are to be submitted for evaluation. Do the resumes of key personnel count against the 50 page Management Volume limit?
Response: Yes, the resumes of key personnel are included in the 50 page limit.
6. Question: Page 246 of the RFP: L.3.5.5.4 -- Does the requirements compliance matrix count toward the 80 page limit for ‘Volume III – Technical’?
Response: Yes, the compliance matrix is included in the 80 page limit.
7. Question: P-Spec 3.4.4 (bottom of Page 7), is the first line meant to be bullet ‘e.’ of the previous 3.4.3? and 3.4.4 should start with “Data demodulation”?
Response: See updated PRF PPS-GPS-S, sections 3.4.3 and 3.4.4.
8. Question: P-Spec page 18 - 3.4.21.2 Power batteries: Subparagraphs b. and c. have different battery requirements. Does the Government require that the Reference Station and the Roving Station each be capable of continuous operation in any mode without battery replacement for a minimum of 4 or 8 hours at a temperature of 25 degrees C, when fully charged internal batters are installed?
Response: See updated PRF PPS-GPS-S, sections 3.4.21.2 b. and 3.4.21.2 c.
9. Question: P-Spec page 21 – 3.5.17.7 – Should this be part of 3.5.17.6? It appears an errant carriage return was created after “Partial Band” at the end of 3.5.17.6 and it should simply continue “Partial Band Jammers,….”
Response: See updated PRF PPS-GPS-S, section 3.5.17.6, and subsequent references.
10. Question: P-Spec page 24 – PPS GPS-S Components, item(s) f. and g.: Please clarify the phrase “on a basis of 3 per system.” Is the Government requiring support equipment such that all three stations in one system can be set up as a rover?
Response: Yes, the Government is requiring support equipment such that all three stations in one system can be set up as a rover.
11. Question: P-Spec page 24 – 3.7.2.k - Should “24-mission” correctly read “24-hour mission”?
Response: See updated PRF PPS-GPS-S, section 3.7.2.k.
12. Question: RFP Page 52, Section C PWS 5.2.5: Will the contractor be required to provide test assets in support of Government testing?
Response: See updated RFP, PWS section 5.2.5.
13. Question: RFP Section M.2.4.g.i. appears to contemplate award to a large business concern that is required to have a small business subcontracting plan. Small business concerns are not required to have small business subcontracting plans. How will offers from small business concerns be evaluated under this evaluation factor, subparagraphs e., f. ,and g.
Response: All offerors have to submit a small business participation plan, which will be used as an evaluation factor. A large business has to submit a subcontracting plan in addition to the small business participation plan. A small business does not.
14. Question: Section 5.1.5 requires the acquisition of and delivery of a sole source item—Trimble Business Center Advanced Survey Software. No sole source justification for this brand name acquisition has been provided. In order to ensure an equal and fair competition and to avoid any organizational conflicts of interest, given the fact that Trimble is an expected competitor, will the Government consider making CLIN 0005 and the options CLINs, 1005, 2005, 3005, 4005 either cost reimbursable and excluded from the fixed price competitive portion of the evaluated price or provide the required software as a Government Furnished Item?
Response: Post Processing Software will be provided as GFE in accordance with the updated RFP.
15. P-Spec, 3.6.2.6: The P-Spec states "The reference station and roving station shall interface and interoperate with external tactical radios to communicate RTK and LADGPS correction data…" SINCGARS are referenced as one such radio. What other radios are required?
RESPONSE: No other radios are currently required.
16. P-Spec, 3.6.2.5.1: Clearly define the requirement for the PPS GPS-S to interoperate to the Trimble 5600 Total Station and its impact on the Army surveyor. Please clearly define "interoperate."
RESPONSE: The PPS GPS-S survey function must communicate with the Trimble 5601 Total Station such that the PPS GPS-S survey function can perform the survey functions appropriate for use of a Total Station Instrument.
17. RFP, PWS, 1.6.8 and 1.6.9: Should CDRL's A006 through A008 fall under 1.6.8 instead of 1.6.9 as stated in the PWS?
RESPONSE: Yes, see updated RFP.
18. RFP, Section L3.5.6, L3.5.7, and L3.5.8: Volume IV is listed twice; once under L3.5.6 and another under L3.5.7 which throws off the sequence for L3.5.8. It is understood that L3.5.7 should be Volume V, and L3.5.8 should be Volume VI.
RESPONSE: Yes, see updated RFP
19. P-Spec, 3.4.5.2: Elevation hold is understood to be a navigation requirement. Please clearly define the requirement for the GPS-S system to require elevation holds, and its impact on the Army surveyor.
RESPONSE: The automatic elevation hold requirement is clearly specified in P-Spec 3.4.5.2. It supports legacy requirements in SS-SGR-300, System Specification for the NAVSTAR Global Positioning System (GPS) Survey System (GPS-S), 27 March 1995:
3.2.1.1: "It shall also support survey team navigation requirements."
3.2.1.2.1: "The SGR shall adapt to less than normal conditions down to and including only four SVs in view (five SVs in view for RTK initialization)." (SGR stands for Survey GPS Receiver.)
20. P-Spec, 3.4.6.2, LADGPS is understood to be a navigation requirement. Please clearly define the requirement for the GPS-S system to require elevation holds, and its impact on the Army surveyor.
RESPONSE: Elevation hold is specified in P-Spec 3.4.5.1 and 3.4.5.2, not 3.4.6.2. See response to previous question.
21. P-Spec, 3.6.2.10: As the requirement for two USB ports is unique to only one manufacturer of GPS-S, that would constitute a sole source requirement, and thus appears to eliminate full and open competition. Please explain.
RESPONSE: See updated PRF PPS-GPS-S, section 3.6.2.10.
22. RFP, PWS, 1.6.1: We understand a CDRL to be a deliverable by the successful contractor. 1.6.1 states "the contractor shall prepare and submit an update of the quality program plan in accordance with CDRL A013 submitted as part of their proposal." Are we to understand, based on this requirement of the proposal, that the US Army requires a quality program plan to be submitted with the proposal, or is this to be delivered after contract award?
RESPONSE: A Quality Program Plan is to be provided with the proposal in accordance with RFP L3.5.4, VOLUME II - Management Plan, item 19. This plan is to be updated, as required, after contract award.
23. P-Spec, 3.4.19.1: Please clearly define the requirement to control the illumination intensity in blackout conditions. We understand this to mean the Soldier will be able to continue work with the screen intensity at zero.
RESPONSE: Under blackout conditions the PPS GPS-S shall not be visually detectable from any light emanating from the PPS GPS-S. The operator will not be able to perform any actions requiring use of the display or other illuminated indicators when operating in blackout mode.
24. P-Spec, 3.4.19.7: Are stakeout points acceptable as an alternative to waypoints as this is what Army surveyors use?
RESPONSE: Yes, stakeout points are acceptable as an alternative to waypoints.
25. P-Spec, 3.6.2.11: As the requirement for an Ethernet port is unique to only one manufacturer of GPS-S, that would constitute a sole source requirement, and thus appears to eliminate full and open competition. Please explain.
RESPONSE: See updated PRF PPS-GPS-S, section 3.6.2.11.
26. P-Spec, 3.7.4: As the requirement for the color of the PPS GPS-S requires lusterless green, which appears to be unique to only one manufacturer of GPS-S, that would constitute a sole source requirement, and thus appears to eliminate full and open competition. Please explain.
RESPONSE: Requirement supports legacy requirements in SS-SGR-300, System Specification for the NAVSTAR Global Positioning System (GPS) Survey System (GPS-S), 27 March 1995: 3.3.1: "Exterior finish color shall be lusterless green." and "Cables and associated connectors may be lusterless black." Requirement was reaffirmed by the Engineer School.
