About this file
This is a requirements checklist and evaluation matrix for a Platoon Level Small Uncrewed Aircraft System (SUAS) in support of the Army's Commercial Solution Opening (CSO) W58RGZ-26-S-C001-0002. The document outlines mandatory and desired characteristics that vendor systems must meet or exceed for consideration.
The mandatory requirements establish baseline system capabilities including 2020 NDAA Section 848, 2023 NDAA Section 817, and American Security Drone Act of 2023 compliance; Vertical Take-Off and Landing (VTOL) capability; 30-minute on-station endurance at 3-kilometer range with EO/IR payload; 3-8 kilometer line-of-sight data link range without relay; GPS-denied environment operation via Assured Position, Navigation, and Timing (APNT) solutions such as Visual Based Navigation; interoperability with Integrated Tactical Network (ITN), Tactical Assault Kit (TAK), and Net Warrior Control; obstacle avoidance; operation in winds up to 15 knots; maximum weight of 19 pounds including airborne vehicle, ground control station, batteries, and charger; assembly and disassembly in 2 minutes or less each; all-weather capability including 0.5 inch/hour rain; encrypted digital data link (AES-256 or better); operation across specified frequency bands (1625-1725, 1780-1850, 2025-2110, 2200-2290, 2310-2390, and 2400-2500 MHz); automatic launch and land modes; and single-operator capability with 48-hour sustained operations using field repair kits and field-replaceable components. The desired characteristics include real-time HD EO/IR video in H.264/MPEG2 format, operator-defined loss-of-link timeout parameters with multiple recovery mode options, MOLLE rucksack compatibility (3,000 cubic inches or less), DoD Form 1494 for RF equipment, modular payload design, sub-250-millisecond video latency, battery swap and relaunch capability within 30 seconds, programmable follow-target and follow-me flight modes, control handoff between operators, communications relay payload capability, target data transfer to other platforms and the Soldiers Common Operational Picture (ATAK), and laser illumination for night operations.
