About this file
This is a Draft Request for Proposal (RFP) W58RGZ-26-R-0008 for aviation field maintenance support services issued by the Army Contracting Command-Redstone Arsenal (ACC-RSA) on behalf of the United States Army Aviation and Missile Command (AMCOM) Logistics Center. The solicitation seeks two separate hybrid "C" type contracts—one for the East Region and one for the West Region—to provide worldwide aviation field-level maintenance support, including pass-back maintenance to Combat Aviation Brigades, Modification Work Order installations, and aircraft reset to Fully Mission Capable condition. The requirement encompasses both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations at Aviation Logistic Readiness Centers, Combat Aviation Brigades, training centers, and other facilities. Services will be performed on a hybrid cost structure combining Time and Materials (T&M), Cost Plus Fixed Fee (CPFF), Cost Reimbursable No Fee (CR No Fee), and Firm Fixed Price (FFP) contract types.
The contract will include a 90-day transition-in period, followed by a one-year base period and nine optional one-year periods, with a potential six-month extension. Expected award date is approximately December 27, 2027, with full performance to begin on or before March 26, 2028. The NAICS code is 488190 (Other Support Activities for Air Transportation) with a small business size standard of $40 million in average annual receipts. Questions and comments on the draft RFP must be submitted by April 16, 2026. The solicitation is issued on a best value full and open competition basis and incorporates extensive federal contracting clauses, cost accounting standards, earned value management system requirements for contracts valued at $100 million or more, and mandatory Service Contract Labor Standards compliance. Offerors must submit past performance questionnaires and are required to utilize the Electronic Cost Reporting and Financial Tracking (eCRAFT) Enterprise tool for cost-type contract line items. This is a draft solicitation for information and planning purposes; formal RFP issuance is anticipated on or about April 30, 2026.
