About this file

This document is an Amendment of Solicitation for the maintenance and overhaul of the Head, Rotary Wing component for the Apache AH-64 helicopter (NSN: 1615-01-512-0889). The amendment (No. 0002) updates several key aspects of the original solicitation, including bid submission dates, technical specifications, and contract requirements. Specifically, the amendment extends the bid submission deadline to 26 May 2025 and updates technical documents such as the Depot Maintenance Work Requirement (DMWR) to the 11/04/2022 version, revises Maintenance Engineering Orders, and incorporates updated Critical Characteristics and Technical Data Package List.

The solicitation is a firm fixed-price contract issued by the Army Contracting Command-Redstone Arsenal with an expected ordering period of five years and a planned quantity of 60-360 units per year. The overhauled components must meet strict quality and safety standards, including compliance with AMCOM Regulation 702-7 for Aviation Critical Safety Items. Contractors must follow specific requirements for item unique identification, packaging, reporting, and quality assurance, with potential subcontracting opportunities for small businesses. Electronic bid submission is required through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, with bid opening scheduled for 28 May 2025.

L-28 AMC-LEVEL PROTEST PROGRAM

If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accounting Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within thirty-five (35) days as prescribed in FAR 33.103(g). To be timely, protests must be filed within the periods specified in FAR

33.103. If you want to file a protest under the AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below:

HQ U.S. Army Materiel Command

Office of Command Counsel-Deputy Command Counsel

4400 Martin Road, Rm A6SE040.001

Redstone Arsenal, AL 35898-5000

Email address: usarmy.redstone.usamc.mbx.protests@army.mil
