About this file
This document provides an amendment to a federal solicitation for the overhaul of power units. The amendment answers nine questions from potential offerors to clarify requirements. It confirms that only reparable assets and reusable containers will be provided as government furnished material, with all else to be furnished by the contractor. It also states that repairs must be listed in the depot maintenance work requirement and traceability of part numbers and commercial and government entity codes is required. Offerors must demonstrate how they will meet tooling and test equipment requirements. The deadline for receipt of bids remains unchanged at 5 December 2022 at 5:00pm Central Standard Time.

*** End of Narrative A0000 ***
The purpose of Amendment 0004 is to provide answers to additional questions, as follows:
Q1) Please confirm that Government Furnished Property provided will only be the end-units for repair/overhaul and reusable containers and does not include parts and/or material (GFM) used in performance of the repair/overhaul.
A1) As stated in the solicitation, only the reparable assets and reusable containers will be provided as GFM. Everything else, to include services, facilities, labor, parts, materials, equipment, tools, and data, shall be furnished by the contractor.
Q2) If the Army makes a major change to the SOW to allow the contractor to access DLA inventory after the award, would the Army resolicit the requirement due to the magnitude of such a SOW change?
A2) It is the Governments desire to maximize competition where possible; however, exceptions to competition exist, such as those outlined in FAR part 6. Given the fact the exact details of any hypothetical future changes are unknown, the only commitment the
Government can make is that it will abide by all applicable laws, regulations, and policies.
Q3) Therefore, please confirm that the Army will not make a post-award change allowing access to DLA FedMall, which would have affected all bidders' pricing and require a new solicitation.
A3) Please refer to the answer to question two above.
Q4) Please confirm that all parts supplied by the contractor during repair, overhaul, and upgrade must be new, including Life Limited
Parts.
A4) Supplied parts must be new.
Q5) Please confirm that only the repair of parts or sub-assemblies authorized in the DMWR or MEOs are allowable.
A5) Only repairs listed in the DMWR are authorized. Deviations, with included substantiation, may be requested via a 1379 for SRD engineering review.
Q6) There are unapproved parts in the market. Does the repair provider have to provide documentation demonstrating the traceability of their parts back to the OEM?
A6) Traceability of PN/CAGE is required per the DMWR.
Q7) Given the long lead time of OEM parts, will bidders be required to demonstrate that they have the parts on hand or on order to support the first Delivery Order of 150 ea?
A7) The Governments required delivery schedule is outlined in section F-9. Offerors must confirm that they will comply with this schedule requirement and will be held to it during contract performance/administration. As long as the requirements of the contract are fulfilled, the exact details of supply chain management will be left to the contractors discretion.
Q8) Will the government require bidders to demonstrate their ability to obtain OEM parts through a distribution agreement or other arrangement from the approved manufacturer or manufacturers' authorized distributor?
A8) As previously stated, traceability of PN/CAGE is required per the DMWR. The contractor will be required to comply with this requirement during all phases of contract performance/administration.
Q9) Will the government require bidders to describe what test equipment they will use for this bid, whether it was previously approved and how it meets the requirements of the DMWR?
A9) As stated in the solicitation, the Contractor must demonstrate its plan to meet all special tooling and equipment requirements in
DMWR -2835-209 dated 2/28/2012 Change 1 with either a. Physical possession of the required tools, b. Confirmed requisitions for the required tools, c. Confirmed arrangements for subcontracting the processes requiring the special tools, or d. Specific plans describing its technical approach to develop equivalent tools." This requirement must be addressed in the offeror's bid.
