About this file
This document contains an amendment to a solicitation and a related federal contract opportunity. The amendment provides answers to questions about a solicitation seeking a contractor to perform overhauls of Power Unit, Gas Turbines over five years. Key details include: the contractor shall provide all services, facilities, labor, parts and equipment to overhaul the gas turbines in accordance with specified standards, with a minimum quantity of 150 units and maximum of 900 units over five years. The amendment extends the response deadline to December 5th, 2022, clarifies the physically unrepairable determination process, and removes the $53,295.79 threshold for overhauls. The opportunity is for the Department of the Army to issue an indefinite delivery indefinite quantity, firm-fixed-price maintenance and overhaul contract for five years for Power Unit, Gas Turbines.

*** End of Narrative A0000 ***
The purpose of Amendment 0002 is to extend the deadline for receipt of bids from 14 November 2022 at 5:00 p.m. (CST) to 05 December 2022 at 5:00 p.m. (CST).
All other terms and conditions remain unchanged.
*** END OF NARRATIVE A0003 ***
The purpose of Amendment 0003 is follows:
1) To correct narrative A0003. "Amendment 0001" is hereby corrected to read "Amendment 0002," and both references to "(CDT)" are corrected to read "(CST)."
2) To provide answers to all questions received to date, as follows:
Q1) We believe there is a mistake in solicitation Section C-1, paragraphs (b) & (c) on page 14 which shows an overhaul "not to exceed threshold" of $53,295.79.
A1) The wording of narrative C0001 is hereby revised to remove the previously specified amount of $53,295.79. The assets must now be determined to be physically unrepairable.
Q2) Can ACC confirm if the Not to Exceed (NTE) of $53,295.79 remains the same for the life of the contract and applies to all 5 periods of performance, or if there is an escalation factor ACC will apply to the NTE price for periods 2-5? If the latter, what is the escalation factor that is used?
A2) As stated in the pervious response, the $53,295.79 figure has been removed. The assets must now be determined to be physically unrepairable.
Q3) Can ACC provide the engineering drawings from the Army for the reusable shipping containers? NSN 8145-01-460-9393, P/N 8145PK900100-
01?
A3) At this time, all of the information the Government has concerning the required containers is found in Attachment 0001 M&O
Packaging Requirements.
Q4) There is usually an engine cradle that is also a separate piece of the container that is not covered by the P/N and NSN listed in any of the references to the container and is not listed as a priced CLIN or pricing template item.
A4) No separate pricing for an engine cradle is required.
Q5) It is assumed that providing certified cost or pricing data will not be required if adequate price competition is received. In such an event, clauses 52.214-27 and 52.214-28 will not be applicable.
A5) It is true that in the event adequate price competition is received, no certified cost or pricing data will be required to support the initial bid. Clauses 52.214-27 and 52.214-28, however, are applicable to contract modifications. In the event a modification is required after the contract is awarded, the modification exceeds the threshold for obtaining certified cost or pricing data, and no exceptions to certified cost or pricing data requirements apply, then the requirements of clauses 52.214-27 and 52.214-28 will be applicable.
Q6) It is also assumed that 52.204-23, 52.204-25, 252.225-7972, and 252.204-7018 will not be relevant to this solicitation.
A6) FAR 52.204-23, FAR 52.204-25, DFARS 252.225-7972, and DFARS 252.204-7018 are required and will remain in both this solicitation and the resulting contract.
Q7) Will the deadline for receipt of bids be extended?
