SECTION M - EVALUATION FACTORS FOR AWARD

M-1 Evaluation Factors

A. Basis for Contract Award.

(1) This is a best value source selection conducted as set forth below in accordance with FAR Subpart 15.3, as supplemented by DFARS

Subpart 215.3 and AFARS Subpart 5115.3 and the DoD Source Selection Guide dated 31 March 2016. The Governments intent is to award a single contract. The Government anticipates awarding to the responsible offeror whose proposal, as determined by the Source Selection

Authority, represents the best value to the Government. At its discretion, the Government also reserves the right to make no contract award at all.

(2) The Government will evaluate each offerors' proposal using a two-step process as described in paragraph D below. All entry gate criteria will be evaluated as Acceptable/Unacceptable, whereas best value trade off will be evaluated using the following factors:

Technical, and Price. The Technical factor is more important than Price. To be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.104, as supplemented by DFARS 209.104; meet all requirements of the solicitation; conform to all required terms and conditions; and include all required certifications.

B. Number of Contracts to Be Awarded. Reference FAR 52.215-1, Instructions to Offerors - Competitive Acquisitions. The Government intends to award one prime contract. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.

C. Evaluation of Proposals. Proposals must conform to or exceed solicitation requirements and will be judged by an integrated assessment as being most advantageous to the Government, price and other factors considered. Offerors are expected to ensure their proposals are complete, address all requirements of Section L, are reflective of the evaluation criteria set forth in Section M, and are submitted on the most favorable terms to reflect their best offer.

D. Competitive Range Determination. During the evaluation process multiple competitive range determinations may be made that eliminate offerors from the competition. A competitive range determination may eliminate offerors based on their initial proposal evaluation results, after discussions (if necessary), prior to issuance of the Final Proposal Revision (FPR) request or for efficiency.

If offerors are excluded from the competitive range they may request a debriefing IAW FAR 15.505.

E. Solicitation Requirements (Terms and Conditions). Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and Statement of Work (SOW) requirements, in addition to those identified as factors and subfactors in this document. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable, and the proposal, therefore, ineligible for award.

F. Evaluation Criteria and Process. Competition will be established using a two-step evaluation process utilizing entry gate and best-value trade off criteria as set forth below.

(1) Step One. The basic proposal will be evaluated utilizing the following entry gate criteria on an Acceptable/Unacceptable basis.

An unacceptable rating on any one criteria will result in the entire proposal being unacceptable and, as a result, will no longer be considered for award.

a. MMHP/IAC Certifications. The certification/documentation shall be current or in the process of renewal/extension at the time of the proposal submission.

b. Facility availability. A facility with adequate space to safely perform overhauls for up to three Mi-8/Mi-17 variant aircraft simultaneously and within the defined confines of HKIA Kabul, Afghanistan. Proof of (1) ownership and/or lease of facility and/or property , or (2) proof of immediate lease move-in/rights and permission to erect a facility documentation, in order to meet the 60-day induction timeline, is required.

(2) Step two. The offerors whose proposals meet the entry gate criteria at step one are deemed acceptable and will then have their proposals, submitted in response to the instructions in Section L of this solicitation, evaluated. The proposal will be evaluated utilizing two factors: Technical and Price as set forth below. Evaluations of the technical subfactors will be combined into a single rating for the technical factor

a. Factor 1 - Technical. Subfactor 1 will be more important than Subfactor 2.

- Subfactor 1: The Government will evaluate the Offerors process of induction through overhead to determine sufficiency in meeting the requirements as stated in Section L.

- Subfactor 2: The Government will evaluate the Risk Level Assessment Report of the Pre-award Site Survey conducted at the contractors facility.

7 8

RobinsonLL Highlight

b. Factor 2 - Price. The offeror's price will be assessed, as appropriate, for fairness, reasonableness, and compliance.

G. Evaluation Ratings.

(1) Combined Technical/Risk Rating. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, significant weaknesses, and deficiencies in determining technical ratings.

(2) Price Evaluation. The Government will fully evaluate the proposed FFP Contract price. The Government will evaluate offers for fairness, reasonableness, and compliance.

(3) For establishing the total contract value for price evaluation purposes the following will be used:

Aircraft 1 - Overhaul (From Base Period - CLIN XXXXAA[TT&E] + XXXXAB[Overhaul]

Aircraft 2 - Overhaul (From Base Period - CLIN XXXXAA[TT&E] + XXXXAB[Overhaul]

Aircraft 3 - Overhaul (From Base Period - CLIN XXXXAA[TT&E] + XXXXAB[Overhaul]

Aircraft 4 - Overhaul (From Ordering Period 1- CLIN XXXXAA[TT&E] + XXXXAB [Overhaul]

Aircraft 5 - SLE (From Ordering Period 1- CLIN XXXXAA[TT&E] + XXXXAB[Overhaul]+ XXXXAC[SLE])

Aircraft 6 - Heavy Repair (From Ordering Period 1- CLIN XXXXAA[TT&E] + XXXXAB [Overhaul]+ XXXXAD[Heavy Repair])

Aircraft 7 - Overhaul (From Ordering Period 2- CLIN XXXXAA[TT&E] + XXXXAB [Overhaul]

Aircraft 8 - Overhaul (From Ordering Period 2- CLIN XXXXAA[TT&E] + XXXXAB[Overhaul]

Aircraft 9 - Overhaul (From Ordering Period 2- CLIN XXXXAA[TT&E] + XXXXAB [Overhaul]

Aircraft 10 - Overhaul (From Ordering Period 3- CLIN XXXXAA[TT&E] + XXXXAB [Overhaul]

The contract value will be sum of the cost of each of the ten aircraft listed above plus $1,150,000 for over and above for each aircraft.

The proposed FFP CLINs will be evaluated for the following:

i. Fairness and Reasonableness. For a price to be fair and reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The offeror's FFP pricing, will be evaluated, using one or more of the techniques described in FAR Subpart 15.4 in order to determine if it is fair and reasonable.

ii. Compliance. The FFP CLINs will be reviewed for compliance with the requirements specified in Section L of the solicitation.

H. Award Without Discussions. As set forth in FAR 52.215-1(f)(4), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms. However, the Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. In the event that discussions are held, a competitive range determination will be made. If the

Contracting Officer determines that the number of proposals received exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
