W58RGZ-17-R-0001 GOVERNMENT RESPONSE TO Attachment 0019 FORMAL RFP QUESTIONS 12 April 2017

QUESTIONS RECEIVED 24 MAR 2017

1. Reference: L.4.e - Past Performance Questionnaire (Volume IV, Section 5). The offeror and/or key subcontractor shall complete Sections II A. and II B. of the Past Performance Questionnaire, e-mail the questionnaire to both the Government contracting activity and technical representative responsible for the past/current contract, and provide the PCO with a list of all POCs who were sent a questionnaire within 10 days after release of RFP.

Question: Please confirm that "within 10 days after release" is defined as 10 business days.

Response: Per FAR Part 2, “a ‘Day’ means, unless otherwise specified, a calendar day”

2. Reference: L.4.e - Past Performance Questionnaire (Volume IV, Section 5). The POCs shall be instructed to electronically complete Section III of the questionnaire and e-mail the entire questionnaire to the Contracting Officer at martin.v.patton.civ@mail.mil, within 10 days of receipt of the questionnaire.

Question: Please confirm that "within 10 days after release" is defined as 10 business days.

Response: Per FAR Part 2, “a ‘Day’ means, unless otherwise specified, a calendar day”

3. Reference: L.4.a.1. This section indicates that, “For past performance as a subcontractor to be considered, the total subcontract value must equal 20% or more of the prime contract.”

Question: Given the breadth of the requirements anticipated under the PIF III contract, the identification and use of technical experts in specific applicable fields, e.g.

design/engineering, provides the Government improved technical solutions, reduced costs, and overall positive results for PIF end users. However, as a percentage of the overall value, the work performed by these technical experts may not equal 20% or more of the contract even though the services are key and vital to the overall success of the program. If the Offeror is able to show that the work performed on the cited past performance contract was key and vital to the overall success of that contract and that it is indicative of successful performance on the PIF III contract, will the government consider evaluating that past performance even if it does not represent 20% of the contract value.

Response: In order for past performance as a subcontractor to be considered, the Government has defined the criteria that the total subcontract value must equal 20% or more of the prime contract. The Government is not considering anything less than the stated 20%. There will be no change to the RFP.

QUESTIONS RECEIVED 29 MAR 2017

4. Reference: Section L-18.D.4.-Page 94 c. This section will further include written consent of key subcontractors to allow the disclosure of their past performance information to the offeror. In addition, letters of commitment shall be included for all key subcontractors for their past performance to be considered.

Question: Please confirm the government's intent is to allow for the disclosure statement and letters of commitment to be the same document.

Response: It is at the Offeror’s discretion on whether these two requirements are satisfied within the same document.

5. Reference: Section L-18.D.4.-Page 94- c. This section will further include written consent of key subcontractors to allow the disclosure of their past performance information to the offeror. In addition, letters of commitment shall be included for all key subcontractors for their past performance to be considered.

Question: Please confirm the disclosure statements and letters of commitment are excluded from page count?

Response: Yes. An amendment will be issued to the solicitation to revise Section L-18.D.4.c and Section J attachment entitled “Proposal Format” to clearly state that written consent of key subcontractors to allow the disclosure of their past performance information to the offeror and letters of commitment shall be excluded from page count.

6. Reference: Attachment 0010 SAMPLE ORDER III STATEMENT OF OBJECTIVES (SOO). Paragraph 2.1, The contractor shall provide two (2) each high performance rotor assemblies for UH-60L in accordance with (IAW) the government furnished specifications.

Question: Based upon how the cost volume is being evaluated, can the government provide the specifications referenced? If not, will the government provide a plug number for material costs? There are numerous assumptions that impact the feasibility of the effort and could vary greatly from one offeror to the next.

Response: Sample Order III Statement of Objectives (SOO) has been revised to clarify the Government’s requirement and remove references to Government provided specifications.

7. Reference: M-3.D.2.i (page 101), The RFP states 'The Government will fully evaluate and negotiate all proposed rate tables by contract year and the three sample order cost proposals for award. The Government will evaluate offers for award purposes by adding the total price for all three sample orders.'

Question: In order to evaluate operational efficiency, how will the government evaluate the overall cost of operations post award, i.e, wrap rate, direct and PMO costs.

Response: According to section L-18.D.3.d.(2), “The Prime shall propose labor rates and indirect rates/factors in accordance with the proposed rate tables.”

Further, section L-18.D.3.e.(1) states, “The rate tables incorporated into the resultant contract will be utilized to place orders under the resultant IDIQ contract.” According to section M-3.D.2.a., “The cost/price evaluation assesses each offeror’s proposed cost/price for the three sample orders and the proposed rate tables for fairness, reasonableness, compliance, and completeness of the proposed costs. Additionally, cost realism analysis will be performed on the proposed cost reimbursable rates and the proposed three sample order cost proposals.” In accordance with Section H provision entitled “Order Procedures” the contractor shall develop the Order Execution Plan (OEP) in compliance with the Section H contract attachments entitled “Rate Tables”.

8. Reference: M-3.D.2.i (page 101), The RFP states 'The Government will fully evaluate and negotiate all proposed rate tables by contract year and the three sample order cost proposals for award. The Government will evaluate offers for award purposes by adding the total price for all three sample orders.'

Question: For the unawardable Sample Task Orders, how is the government ensuring task order bid price is reflective of actual delivery costs over the life of the contract?

Response: The proposed pricing for the sample task orders shall utilize labor rates and indirect rates/factors in accordance with the proposed rate tables; and, in accordance with section L the rate tables will be utilized over the life of the contract.

Per M-3.D.2.(g) cost realism will be conducted on the proposed cost reimbursable rates and the three sample task orders to determine whether specific estimated proposed cost elements are realistic for the work to be performed; reflect a clear understanding of contract requirements; and are consistent with the unique methods of performance and materials described in the offeror's technical proposal. The cost realism analysis will also evaluate the offeror’s understanding of contract technical requirements and the risk associated with the offeror’s technical proposal.

9. Reference: SOW 3.2 (page 13) The SOW states 'The Contractor shall carefully coordinate resource requirements, to include transition of incumbent personnel and use of government facilities, machines and GFE to prevent disruption of support to on-going requirements.'

Question: Is there PIF owned GFE located at incumbent off-site facilities? If there is, will the government provide a list of GFE by location?

Response: There is Government Furnished Equipment (GFE) located at the incumbent off-site facilities. The Government will not provide the list of GFE by location.

10. Reference: DD Form 254. The DD 254 references attachment 001 - continuation sheet. Attachment 002 Amended FOUO document and Attachment 003 Amended OPSEC document.

Question: These attachments are not provided with the solicitation documents. Will the government provide the attachments to the DD 254?

Response: The attachments to the DD 254 are not available for public release and will be provided to the awardee with the contract upon award.

11. Reference: DD Form 254. The DD 254 states that the contractor will require access to Critical Nuclear Weapon Design Information

Question: Will the government confirm access to Critical Nuclear Weapon Design Information is not required?

Response: The DD 254 indicates that the Contractor will require access to Critical Nuclear Weapon Design Information.

12. Reference: Amendment 1/SOW 1.0. The PIF video provides no information on buildings 3629, 5685, or 7231.

Question: Request the government provide details for each building regarding the type of work performed, equipment, and space available for prime contractor personnel and government personnel.

Response: Building 3629 is not a building operated by the PIF. The SOW has been revised to remove this building number from Paragraph 1.0. Buildings 5685 and 7231 are 12,000 square foot raw material and general purpose storage facilities. No Government or Contractor personnel are permanently assigned to buildings 5685 and 7231.

QUESTIONS RECEIVED 6 APR 2017

13. Reference: Attachment_0018 Government Responses to Industry Draft RFP Questions and Comments. The Government has acknowledged the difficulty for an 8(a) SDB concern to forecast rates over a nine year period. Within the prior solicitation for this effort, L-18.4.e.(1)(c)(ix) and (x) it was required that the offeror demonstrate financial resources available to operate in an environment exceeding $500M/yr in revenue with proof of established financial resources or credit lines prior to contract award as well as submit copies upon request of most recent annual reports, audited financial statements, and recent Dun and Bradstreet/Standard & Poor’s reports to establish responsibility IAW FAR Part 9.1.

Question: For this solicitation, will the consolidated top parent organization, if an 8(a) SDB is owned and controlled by a parent company, be required to demonstrate this financial solvency?

Response: The Government will determine responsibility in accordance with FAR Part 9.1. However, the above referenced requirements are not applicable to this

RFP.

14. Reference: Section M-3.D.2.b (Factor 2 – Cost/Price: Cost Realism – Fairness and Reasonableness).

Question: In determining fairness and reasonableness, will the Government use similar historical PIF projects and their labor rates and indirect rates in a Probable Cost Analysis?

Response: The offeror’s cost proposal will be evaluated in accordance with FAR 15.4.

15. Reference: Section M-3.D.2.c and d (Factor 2 – Cost/Price: Cost Realism – Compliance and Completeness).

Question: In determining cost completeness and compliance with the Sample Orders, will the Government include in the cost realism evaluation the increased costs to obtain AS9100, AS9110, and FAA Part 145 certifications?

Response: Cost realism will be performed on the proposed cost reimbursable rates and the proposed three sample order cost proposal. Per M-3.D.2.c, the proposed cost/price volume will be evaluated based on the traceability of the basis of estimates to the performance of the requirements addressed in the proposed technical volume.

16. Reference: L-17 (a).(1)/ (b).(1) (EVMS) Earned Value Management System (EVMS). Our interpretation is that an EVMS Plan should be included in the proposal but a location for that plan in the proposal was not specified.

Question: Can the Government clarify which Volume the EVMS Plan should be included? We assume it should be in the Cost Volume but please concur. Will the Government perform reviews of the EVMS Plan including ANSI/EIA-748 compliance when verifying proposal risk and overall proposal compliance?

Response: The Government does not intend to evaluate the EVMS Plan, as described in DFARS clause 252.234-7001, as a part of any proposal in response to this solicitation. Per Department of Defense Instruction (DoDI) 5000.02, for IDIQs, EVMS applies at the order level. Therefore, DFARS clause 252.234-7002 and provision 252.234-7001 are only applicable to any cost or incentive orders valued at $20,000,000 or more in accordance with DFARS 234.203.

17. Reference: DSL (Attachment_0002) and 1423s (Exhibit A) (CDRLS).

Question: Referenced in the SOW (3.4.12) is the development of Modification Work Orders. Within Attachment_0002 or within the 1423s is no reference to DI-CMAN- 80529, Modification Work Order as a required CDRL. Was this intentionally not included by the Government?

Response: The Government has incorporated data item number: A171 entitled, “Modification Work Order”, into the section J, Exhibit A entitled, “Contract Data Requirements List (CDRL)”.

QUESTIONS RECEIVED 7 APR 2017

18. Reference: Attachment 4 Labor Categories. This section requires specific experience and education requirements for the positions listed. The personnel performing on contracts often have a significant number of years of technical professional experience instead of a degree. In fact, the OPM, under Classifications and Qualifications states that, “The basic educational requirement specified in a standard is considered to be met if the applicant has (1) successfully demonstrated the ability to perform work at the full performance level in the appropriate professional field, and (2) demonstrated a good knowledge of the specialty field of the position to be filled and the related and underlying discipline comparable to at least a bachelor's degree.”

Moreover, the OPM additionally recognizes that, “… there may be applicants who may not meet exactly the educational requirements for a particular series, but who, in fact, may be demonstrably well qualified to perform the work in that series because of exceptional experience or a combination of education and experience.” and where, “the applicant's work experience must reflect significant full performance-level accomplishment directly applicable to the position to be filled.”

Question: In order to ensure that the most qualified individuals are considered to provide services under this contract, will the Government accept specific technical experience as noted by OPM in lieu of education? Specifically, would the following equivalency be acceptable:

i. BS/BA - 10 years of applicable technical experience

ii. MS/MBA - 12 years of applicable technical experience

Response: No. The Government will not accept technical experience in lieu of the required education requirements.
