SAMPLE ORDER III

STATEMENT OF OBJECTIVES (SOO)

HIGH PERFORMANCE ROTOR SYSTEM ASSEMBLY FOR UH-60L

1.0 Purpose

The Army has a need to apply transitioning rotor technologies to the UH-60L in the area of rotor blade active flaps and flap controls to provide improved hover and cruise efficiency and reduced noise and vibration levels. To achieve a Technology Readiness Level (TRL) of 7, as described in the Department of Defense (DoD) 2010 Defense Acquisition Guidebook, the Army requires a demonstration of these technologies on a UH-60L. Therefore, the Army requires the Contractor to analyze, design, develop, and fabricate two prototype high performance rotor system assemblies and integrate one high performance rotor system prototype onto an existing aircraft for flight testing.

2.0 Technical Objectives

2.1 The Contractor shall analyze, design, develop, fabricate, and provide two (2) each prototype high performance rotor system assemblies for UH-60L in accordance with its proposed design.

2.2 The Contractor shall receive a Government Furnished Equipment (GFE) Fully Mission Capable (FMC) UH-60L aircraft at Redstone Army Airfield no later than 90 days after award of the delivery order. The Contractor shall maintain the aircraft in a mission capable condition, as described in AR 700-138, TM 1-1500-328-23, and DA PAM 738-751. The Contractor shall inform the Prototype Integration Facility (PIF) Contracting Officer’s Representative (COR) within 24 hours of the aircraft entering a Partial Mission Capable (PMC) or Non Mission Capable (NMC) condition.

2.3 The Contractor shall integrate one high performance rotor system assembly onto the GFE aircraft. All parts removed from the existing rotor system assembly and not reused during the integration shall be dispositioned by the Contractor according to Government furnished procedures.

2.4 The Contractor shall prepare the aircraft for a series of demonstration flights, ensuring airworthiness considerations are addressed. The Contractor shall conduct the demonstration flights of the aircraft for the purposes of proving out the new rotor system assembly. The Contractor shall gather and deliver all test data necessary to determine effectiveness of the new rotor technology at improving hover and cruise efficiency and reducing noise and vibration levels.

3.0 Program Management Objectives

3.1 The Contractor shall utilize effective program management techniques in order to ensure cost, schedule and performance targets are met.

3.2 The Contractor shall perform configuration management functions in support of this effort to ensure that any necessary changes to the baseline technical documentation are recorded.

3.3 The Contractor shall perform quality management functions in support of this effort in accordance with the Contractor’s AS9100 compliant Quality Management System.

4.0 Other

4.1 The Government will provide one (1) each UH-60L aircraft. The Government will provide a technical paper, for information purposes only, describing active flap technology. The Government will provide test facilities for whirl stand testing in Corpus Christi, TX and wind tunnel testing in Moffett Field, CA. The Government will provide fuel and other consumables necessary to conduct tests, including the whirl stand and wind tunnel testing, at all Government test facilities.

4.2 The Contractor shall notify the PIF COR prior to shipping any and all hardware deliverables and for Inspection and Acceptance purposes shall provide Government Quality Assurance access to the product. The Contractor shall submit receiving reports using Wide Area Work Flow (WAWF) in one of the electronic formats that WAWF accepts. A “receiving report” is the data required by the clause at DFARS 252.246-7000, entitled “Material Inspection and Receiving Report.”

4.3 The Contractor shall comply with Contractor Manpower Reporting requirements as set forth in the IDIQ Contract Statement of Work, paragraph 4.0.

4.4 Government inspection will be at Origin. Government acceptance will be at Origin. FOB will be at Origin.

4.5 The Government anticipates awarding a Cost-Plus Fixed-Fee (CPFF) Completion Order as a result of this SOO.

4.6 The required distribution statement for data requirements is:

Distribution Statement D: Distribution authorized to the Department of Defense and U.S. DoD contractors only due to administrative or operational use, 28 April 2016. Other requests shall be referred to the Prototype Integration Facility, Bldg 5405, Redstone Arsenal, AL 35898-5000.
