SAMPLE ORDER I
STATEMENT OF OBJECTIVES (SOO)
COMPOSITE COMPONENTS FOR MULTI-MISSION LAUNCHER
1.0 Purpose
The Army has recently completed design and initial development of a Multi-Mission Launcher (MML) which is capable of launching multiple interceptors, from a variety of existing configurations, to provide 360-degree protection from unmanned aircraft systems, cruise missiles, rockets, artillery, and mortars. As the MML program transitions out of the Engineering & Manufacturing Development (EMD) Phase, a number of potential upgrades are being considered to reduce cost and improve reliability and manufacturability. One such upgrade is focused on replacing the two metal equipment racks (located inside the cab, directly behind the seats) with two composite equipment racks using the latest composite manufacturing techniques to ensure performance requirements are met or exceeded. The purpose of this task is to use composite materials and state-of-the-art composite manufacturing techniques to design and produce two (each) sets of equipment rack prototypes and deliver them to the Government for the Government to install one set on the EMD MML.
2.0 Technical Objectives
2.1 The contractor shall design a set of in-cab equipment racks for the MML in accordance with (IAW) the specifications outlined in the Government furnished technical data. The Contractor shall deliver the technical data package associated with the design.
2.2 The contractor shall conduct an engineering analysis of the design and deliver a technical report detailing their analysis.
2.3 The contractor shall deliver a manufacturing plan detailing their approach for manufacturing the composite in-cab equipment racks.
2.4 Upon Government approval of the design, analysis and manufacturing plan, the contractor shall provide two (each) sets of the newly designed composite in-cab equipment racks. There shall be two equipment racks in each set, one rack for the passenger’s side and one rack for the driver’s side.
3.0 Program Management Objectives
3.1 The contractor shall utilize effective program management techniques in order to ensure cost, schedule and performance targets are met.
3.2 The contractor shall perform configuration management functions in support of this effort..
3.3 The contractor shall perform quality management functions in support of this effort in accordance with the contractor’s AS9100 compliant Quality Management System.
4.0 Other
4.1 The Government will provide the drawings for the current MML in-cab equipment boxes.
4.2 The Contractor shall notify the Prototype Integration Facility (PIF) Contracting Officer’s Representative (COR) prior to shipping any and all hardware deliverables, and for Inspection and Acceptance purposes, shall provide Government Quality Assurance access to the product. The Contractor shall submit receiving reports using Wide Area Work Flow (WAWF) in one of the electronic formats that WAWF accepts IAW DFARS 252.246-7000, “Material Inspection and Receiving Report.”
4.2 The contractor shall comply with Contractor Manpower Reporting requirements as set forth in the Indefinite Delivery Indefinite Quantity (IDIQ) Contract Statement of Work, paragraph 4.0.
4.3 Government inspection will be at Origin. Government acceptance will be at Destination. FOB will be at Destination.
4.4 The government anticipates awarding a Cost-Plus Fixed-Fee (CPFF) Completion Order as a result of this SOO.
4.5 The required distribution statement for data requirements is:
Distribution Statement D: Distribution authorized to the Department of Defense and U.S. DoD contractors only due to administrative or operational use, 28 April 2016. Other requests shall be referred to the Prototype Integration Facility, Bldg 5405, Redstone Arsenal, AL 35898-5000.
