68RFP Attachment 0025 Solicitation Section MM-910 & 11Evaluation Subfactor ScenariosPage count limitation on SSP scenario response.Section M-9 the government is asking for the delivery of an ARL-E like aircraft. As part of that description they have presented significant complexities. In the requirement is the direction to talk to our abilities, processes, and to provide a description for requirement development, systems engineering, integration, certification, and delivery of the aircraft. This is basically the entire life cycle for a new aircraft integration program. The government has allowed ten pages for this response. Given the very high complexity and depth of the requirement this is not adequate space for an evaluated response. Would the government consider increasing the page count to 20 pages? No ten pages per scenario is suffecient.

In the referenced paragraph the government tasks the contractor with maintaining and replacing (if needed in compliance with the PWS) at the governments choice and contractors expense. Given the value and amount of government GSE, if the offeror is not the prime with direct knowledge of the equipment this is very difficult to price. What is the maintenance status of the listed GSE equipment valued new in excess of $2000? Would the government consider making replacement of government GSE a cost only reimbursable CLIN at the government’s choice? The replacement of GSE will be revised to a cost reimbursable item and included in CLIN 1008 Over and Above.

74Draft RFPSection BCLIN x0002We interpret the Draft RFP to require that certain component inspections, overhauls, and other checks are to be performed under CLINs x002 (calendar-limited items) and x005 (specific list of events), such as landing gear, engines, propellers and C-/D-checks, and the costs associated with performing the mandatory tasks within those inspections, overhauls, and other checks (including labor and materials) shall be priced into CLINs x002 or X005. 80RFP Attachment 0024 Solicitation Section L and Attachment 0025 Section MAllEvaluation CriteriaSince the inception of the LCCS type contract on or about 1997, financial/performance issues for those executing this type contract regardless of airframe has been prevalent with some exceptions. Starting with AGES relinquishing the contract in the 2000 timeframe and proceeding through the current incumbent who appears to have had some financial issues on LCCS, Experience has been an important element in sucessfully managing a LCCS vehicle. To improve contract performance for the Government and ultimately the soldier in the field, it seems reasonable to make Experience a Technical evaluation factor not constrained by time, like Past Performance, and coupled with the incentive program included in the DRFP. Having a contractor or a team of contractors who thoroughly understand the LCCS concept and proven it in the past through outstanding performance i.e. Experience, seems to present an opportunity for the Government to significantly reduce program performance risk. Past performance by itself does not directly correlate to success on an LCCS contract.Recommend the Government entertain making Expericence part of the Technical evaluation criteria in order to reduce program performance risk for the Government and ultimately the customer in the field? No, experience will not be included as an evaluation criteria.
