RFP Reference PWS Reference Title Issue or Reason Question or Discussion RFP Revision

Required Y/N Gov Response Sections to be revised

1 CLINs 1005 and 1007, pgs 8 and

NA Scheduled Maint.- Base Year;

Unscheduled Repairs Material - Base Year

In the RFP paragraph 1005 Scheduled Maintenance, the RFP states, "The FFP CLIN shall include all labor, parts, and materials designated by the OEM as mandatory replacement for each overhaul at the time of the overhaul, and also includes replacement and installation of all required life cycle components. Labor, parts, and materials for on-condition items found defective during overhaul shall also be included in the firm fixed price. This will include a tear-down analysis during overhaul and inspection of the component or system to determine reason for failure." We interpret this as the Government requesting a single overhaul price, a single price for any repairs for each type engine regardless of the components that have to be replaced. Then in paragraph 1007 for Unscheduled Repairs, the RFP states all "on-condition" items found during overhaul belong in this CLIN and are priced as Over and Above. When an overhaul is performed then various components are inspected and replaced only if they fail to meet OEM specifications. These items are considered "on-condition" or Life Limited Parts because they are not required for each overhaul. In the case of the current Army FW engine fleet, it appears the majority of the engines are very high time which would require expensive life limited parts to be replaced and will cause a price range variation of an overhaul cost for the various engines in a fleet varying by as much as $500,000.

How should Life Limited Parts and "on-condition" items internal to the engine, props, and landing gear be priced?

Y CLIN's X005 have been revised to remove the inclusion of the on condition items in the FFP. On condition items found associated with CLIN X005 shall be submitted under CLIN's X006 and X007.

Section B CLIN

31 NA Based on the released answers to questions, we understand that the requested Tables of Contents for each volume are included in the page count restriction. We respectfully request the Government reconsider this inclusion;

detailed Tables of Contents provide the evaluator valuable reference and guidance for proposal deliverables and are typically excluded from page limitations. For ease of evaluation, the Government should also consider the inclusion of an Abbreviations & Acronym List, List of Figures, and/or Requirements Cross-Reference Matrix.

Since these products are for the benefit of the Government evaluator, would the Government exclude them from the page limitation?

42 Attachment 049 NA In Attachment 049 Transport Section J Attachments Listing, several of the attachments are listed as MS EXCEL files but offerors received only PDF files, aside from the manning table. Those listed as MS EXCEL files are:

Attachments 030, 031, 033, 034, 035, 037, 038, and 040.

Will these be provided as Excel files? Y Attachment 049 Section J List of Attachments has been removed and replaced with the Transport Phase Out Schedule. The following Attachments will be provided in Excel: 030, 031, 033, 034, 035, 037, and 040.

Attachment 049

A B C D E F G H I 43 Attachment 024, Section L-3.3.III NA In Attachment 024, Section L-3.3.III the Government states: “Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past five years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to NAICS code 488190) required by the RFP.”

Is it the intent of the Government to require Section 1 – Contract Descriptions and Section 2 – Performance information/responses for all active contracts on which the company and their subcontractors perform, which are classified under NAICS code 488190? For some offerors this could be more than 20 contracts and would prove very difficult given the page limitations of 25 pages for the prime and 5 pages for each subcontractor. Or is it the intent of the Government to have the offerors exhibit their most recent and relevant contracts as long as they stay within the recency window, are relevant to this solicitation’s requirements, and can be written within the allotted page constraints?

Y 1. The same or similar NAICS Code. 2.

Section L has been revised to increase the page limitations for Past Performance from 25 to 50 total and the wording has been revised in section 3.3 III.

Attachment 024

44 Attachment 024, Section L-3.3.III

NA In Attachment 024, Section L-3.3.III the Government states: Data concerning the offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order .

Would the Government accept Section 1, Section 2, and letters for subcontractors to be presented in alphabetical order as an Annex to Volume III in order to maintain consecutive pagination of the Prime Offerors information for Section 1-7 and Subcontractor’s information for Section 1-2 followed by letters? This will allow the reviewer to easily see that the Prime’s information has stayed within the 25-page limit and the Subcontractor’s information has stayed within the 5-page limit.

N Propose IAW Attachment 024 Section L-

3.3 III.

None

45 Attachment 024, L Narrative

NA Attachment 024, L Narrative does not detail instructions for proposal delivery or a delivery address.

Would the Government please provide a delivery address and any other specific instructions, as needed?

Y Attachment 24 Section L has been revised to include the delivery address.

Attachment 024

46 Attachment 024, L Narrative, Section 2.3

NA Attachment 024, L Narrative, Section 2.3 requests that the Offeror provide and Original +1 copy of the Small Business Subcontracting Plan. However, in RFP Section L-25, it states “Concurrent with the offer in response to this solicitation, the offeror shall submit five (5) copies of the subcontracting plan.”

Would the Government please clarify how many copies of the Small Business Subcontracting Plan the offeror should submit?

Y Offerors shall submit the original and one

(1) copy of the Small Business Contracting Plan.

Attachment 024

47 Attachment 024, L Narrative, Section 3.1

NA Attachment 024, L Narrative Section 3.1 states that “organizational diagram(s) and information required to support proposed prices (included in Volume II – Price) may be submitted on page size 11x17.”

Would the Government allow Offerors to use 11x17 pages for other tables and graphics such as PWS reference tables, detailed transition schedules, or concept of operations graphics?

Are 11x17s counted as one or two pages?

Y Attachment 024 Section 3.1 has been revised to add a note to allow the use of 11X17 pages for organizational diagrams, detailed schedules, and concept of operational graphics (in Volume I). The 11X17 pages allowed, are counted as one page.

Attachment 024

48 Section L-23 NA RFP Section L-23, Notice of Earned Value Management System, requests the inclusion of EVMS compliance information with the proposal.

Would the Government please direct where we should include this information in our proposal (within the instructions to offerors Attachment 024, L Narrative Proposal Submission Requirements)?

N EVMS Certifications are not required at the time of proposal submission, however, EVMS compliance may be verified prior to award of an elective improvement as required IAW DFARS 252.234-7001.

None

49 Attachment 024, L Narrative, Section L-3.3.1

NA Attachment 024 L Narrative, Section L-3.3.I, states that “The arrangements shall demonstrate the capability to provide engineering service support and reach back and FAA Part 145 (include all FAA Part 145 certifications with ratings, limitations and operation specifications including capabilities lists) at contract award. The identified arrangements shall include the primes plan for managing team members and subcontractors.”

Is it the Government’s intent for the Offeror to provide all FAA Part 145 certifications with ratings, limitations, and operation specifications for the prime and each subcontractor at contract award or with the proposal? If with the can these be excluded from page count, as they can be lengthy?

Y L-27.3.3.l has been revised. Attachment 024

50 Attachment 015, Appendix K

NA In RFP Attachment 015, Appendix K, the Government states, “The contractor shall replace all flight control static bonding straps, static wicks and antenna attachment bonding bases and shall perform an electrical bonding test.

Would the Government please clarify what procedure exactly is called for with the ‘electrical bonding test’?

N Per HBC IML: Chap20-03-00-201 Ref:

para. 4.A. When electrical components are changed or modified, the integrity of the bonding procedure can be checked by utilizing a grounding point such as adjacent airplane structure. Correct bonding procedures will result in minimal resistance readings between the replaced electrical component and the grounding point.

A B C D E F G H I 51 Attachment 015, Appendix K NA In RFP Attachment 015, Appendix K, the Government states, “The contractor shall provide a Flight Check List of sufficient depth and content to thoroughly evaluate all aircraft systems. The Flight Check List will be approved by FW

PO.”

Would the Government please clarify, during a strip and paint, when the aircraft is supposed to be flight tested to ‘thoroughly evaluate all aircraft systems’—during the induction or after the aircraft is painted and the plane is finished?

N The contractor performing a strip and paint shall complete the post-paint acceptance flight.

None

52 Attachment 024, L Narrative, para 6

NA Attachment 024, L Narrative, paragraph 6, states that the CLIN, Transition PHASE IN, CLIN 0002 “Transport Fleet Life Cycle Services Performance Incentive – Base Option”, lists the contract type as “CR See RFP H-22.” We could not locate a Clause H-22 that states anything about Transition Performance Incentive. The Clause H-22 shown in Attachment 024 states clause is for “AIRCRAFT NON-REPORTING TIME (NRT)”.

Would the Government please clarify the clauses pertaining to the Transition Performance Incentive?

Y H-23 which references RFP Attachment 026 Incentive Plan.

Attachment 024

53 Attachment 037 4.1.2 Clarification on assumption of PWS requirements during or after transition:

4.1.2 Mission Capable (MC) Rate states: “The contractor shall assume responsibility for the MC rate requirements 91 days after contract award, that is, the first day following the required performance completion date of the phase-in effort. The contractor shall ensure each TA is available to support missions 24 hours a day, seven days a week. The contractor shall maintain an >80% MC rate as described in Section H”. RFP Section B, page 3 states, “This is an incremental Transition Phase-In IAW the contract attachment 037 - "Transport Government Transition Schedule". As each site is transitioned, the contractor shall be responsible for all contract requirements and associated CLINs.”

This appears to be in conflict. Would the Government please clarify?

N As each site is transitioned, the contractor shall be responsible for all contract requirements and associated CLINs. This statement is correct.

Measurements of MC rate relative to incentives as indicated in Section H will start on the first full month period after the 91st day (Example: transition ends 10 Nov 17 metrics measurements will begin 0001hrs 16 Nov 17).

54 Attachment 007 NA RFP Attachment 007, Aircraft Type and Quantity provides the location and type of aircraft. This attachment reflects 154 total aircraft. Attachment 007 has zero aircraft assigned to CENTCOM, SOUTHCOM, MFO, or AFRICOM.

Attachment 48 Manning Table, requires offerors to provide staffing for 165 aircraft. Attachment 48 shows 11 aircraft assigned to CENTCOM, SOUTHCOM, MFO, and AFRICOM, and 154 to all other sites (165 total).

Would the Government please clarify which attachment reflects the correct number of aircraft? If Attachment 007 is correct, which sites supplied the aircraft identified in Attachment 48 for CENTCOM, SOUTHCOM, MFO, and AFRICOM?

Y The correct number of aircraft is 154. All documents have been revised to ensure the total of CONUS and OCONUs aircraft equals 154. Deployed aircraft are counted within the 154.

Attachments 007, 035, 048

55 Section B, Base year, CLIN 1005 page 9 of 236.

It is also included in the option years.

4.8.2 and Appendix J

The Structural Upgrade Program (SUP) is mentioned in the Section B of the RFP with a pricing requirement. The Service Life Extension Program (SLEP) is discussed in PWS 4.8.2 and Attachment 014, Appendix J. We were not able to find reference to SUP in the PWS.

(1) Does the Government want the contractor to price and respond to SUPs or SLEPs?

(2) Does the Government consider SUPs (CLIN X005) synonymous with SLEPs (PWS and Appendix J) for the purpose of this solicitation?

Y 1. CLIN X005 has been updated to remove reference to SUP and only indicates SLEP.

2. All references to SUP have been removed.

Section B CLIN X005

56 NA 3.6.1; 3.6.5;

Appendix H

■ PWS 3.6.1 states: The Government facilities and infrastructure supplied by the individual BB customers are addressed in the Transport Aircraft BB Government Facility Support List Attachment 0012, Appendix H.

■ Appendix H, item 10, identifies that the unit is responsible for providing Internet Access

■ PWS 3.6.5 indicates the contractor shall provide and maintain connectivity to the internet unless otherwise provided by the Government.

(1) Does the Government intend for the individual BB units to provide internet access, or does the Government intend for offerors to price internet access for each beddown base?

(2) If the BB customer does not provide internet access, does the Government intend for offerors to provide this service as an over and above expense?

Y 1. Par 3.6.5 is correct in indicating it is a contractor responsibility.

2. Cost should be included in CLIN 1002, 2002, 3002, 4002, 5002, 6002.

Attachment 012, Appendix H Facility Support list

57 Section B, Base year, CLIN 1005 page 8 of 236.

It is also included in the option years.

4.8.5.2 ■ CLIN (X005) indicates this Firm fixed Price (FFP), Per Occurrence CLIN, shall include all labor, parts, and material designated by the OEM as mandatory replacement for each overhaul at the time of overhaul... It further states that labor, parts, and material for on-condition change items found during the overhaul shall also be included in the firm fixed price.

■ PWS 4.8.5.2, pertaining specifically to Engine Overhaul, says that the contractor shall "change the mandatory replacement items as directed by the OEM and regulatory specifications."

■ We were unable to find, within the PWS requirements for heavy maintenance, mention of the contractor providing on-condition change items as part of the scheduled maintenance activity.

■ Accurately pricing an unknown variable such as "on-condition change items" for a per-occurrence FFP requirement will needlessly increase the price of the scheduled maintenance event. These unscheduled items would be more appropriately charged against cost CLIN X007, Unscheduled Repairs.

(1) Will the Government consider removing the requirement to include "on-condition change items" from FFP CLIN X005" and allowing offerors to charge these on-condition parts against CLIN X007, Unscheduled Repairs?

Y CLIN X005 has been revised to clarify. Section B CLIN X005

A B C D E F G H I 58 Section B, Base year, CLIN 1005 page 8 of 236.

It is also included in the option years.

NA The CLIN description states that all labor, parts and materials designated by the OEM as mandatory for each overhaul at the time of overhaul shall be included in the FFP. OEMs change component overhaul requirements from time to time. These changes could also affect the FFP for the per occurrence scheduled maintenance event.

What is the Government's desired method for offerors to identify and negotiate possible updates to the cost of this FFP per occurrence CLIN that may be driven by OEM-directed changes to component overhaul requirements?

N Propose IAW the RFP. None

3.1.1, Appendix C, Attachment 48 Manning Table

■ CLINs X001 and X003 identify the anticipated mix of aircraft to consists of 109 each C-12 aircraft, 11 each C-26 aircraft, 28 each UC-35 aircraft, and 4 each T-6D, for a total of 152 Aircraft.

■ PWS 1.0 identifies that the number of TA aircraft supported is 154

■ PWS Appendix C (Attachment 7), and RFP Exhibit B-1 (Attachment 35) indicate 154 aircraft supported, including 111 C-12 aircraft

Will the Government reconcile CLINs X001 and X003 with PWS Appendix C and RFP Exhibit B- 1 to ensure accurate pricing of these CLINs?

Y The correct number of aircraft is 154. All documents have been revised to ensure the total of CONUS and OCONUs aircraft equals 154. Deployed aircraft are counted within the 154.

NA These CLIN s are all for FUA CLS. They are labeled as option CLINs.

However they have a space to provide a price. It is impossible at this point to price the FUA CLINs since the procurement is still ongoing. We believe it is the Government's intent that these are unpriced option CLINs.

Is it the Government's intent that the FUA CLINs (X018 - X025) be considered unpriced options?

Y Yes. Section B has been revised. Section B

Appendix C (Attachment 7)

Appendix C, Transport Aircraft Quantity, Type, and Locations , indicates that an RC-12G is located at Redstone Arsenal.

(1) Is the RC-12G located at Redstone Arsenal equipped with specialized "SEMA" equipment and avionics?

(2) If the RC-12G at Redstone Arsenal is equipped with specialized "SEMA" equipment and avionics, will this equipment be maintained by the Transport CLS provider or the SEMA CLS provider?

N Aircraft does not contain any specialized SEMA Mission Equipment Package components.

None

62 3.5.2 PWS 3.5.2 states: "The contractor shall require all TA aircraft maintenance personnel to receive hands-on training and classroom instruction on TA systems, engines, engine rigging, electrical systems, avionics components, T- 6D egress, and avionics systems both initially and on a reoccurring basis."

Is it the Government's intent that all TA aircraft maintenance and support equipment personnel receive T-6D egress training, or only those assigned to Redstone Arsenal?

N Only maintenance and support equipment personnel assigned to support the T-6D.

None

63 3.5.4 PWS 3.5.4 states: "The contractor shall establish a training program that provides mechanics with practical experience on engine performance, propeller rigging, and T-6D egress requirements. This shall be an initial requirement for all new mechanics and an annual recurring requirement for experienced mechanics."

(1) Does the Redstone Arsenal location have a dedicated, explosive-certified Egress Shop for performance of required off-equipment T-6D ejection seat and canopy maintenance?

(2) Does the Redstone Arsenal location possess the ejection seat and canopy support equipment required for performing ejection seat and canopy removal, installation, transportation, storage, and off-equipment inspection/repair?

N (1) No

(2) Yes

None

64 3.5.5 PWS 3.5.5 states: "The contractor shall require all GSE technicians to receive documented hands on training for the maintenance and servicing of all GSE, to include T-6D egress both initially and on a reoccurring basis.

Is it the Government's intent that only GSE technicians at Redstone arsenal receive documented training on T-6D egress?

N Only maintenance and support equipment personnel assigned to support the T-6D.

65 4.7.8.2.2 ■ PWS 4.7.8.2.2 states: "Return to BB Post Heavy Maintenance (day of) At aircraft return to the BB, the TA contractor shall conduct an aircraft daily inspection IAW Attachments 0017 and 0018, Appendix M/N, Army maintenance supplements and a Functional Check Flight to identify and document all discrepancies in the aircraft logbook and FFIT. Additionally the TA contractor shall conduct a joint aircraft inventory, with the owning unit, and document in the DA Form 2408-17. The PCO will provide disposition instructions for all discrepancies IAW O&A procedures."

■ This PWS paragraph requires a Functional Check Flight (FCF) to be flown after the aircraft is returned to the BB following heavy maintenance. It would seem to make more sense to fly the FCF prior to departure from the Heavy Maintenance Facility versus after the aircraft has flown back to the BB.

Will the Government consider moving the Functional Check Flight (FCF) requirement from PWS 4.7.8.2.2, Return to BB Post Heavy Maintenance (day of), to PWS 4.7.8.2.1, Prior to Departure ?

N FCF will be required at the Heavy Maintenance Facility as part of test and acceptance. Additionally FCF will be required upon return to the BB if a third party accomplishes the Heavy Maintenance.

NA FFIT ■ Page 1 of Attachment 41, FFIT User Guide, states: "Administration contains the tools necessary to establish user management and access control, menu customization based on role, code table standardization, correcting common data input errors, and making changes outside of normal business rules (i.e. transferring all items from a warehouse)."

■ Page 6 of Attachment 41, FFIT User Guide States: "The security module allows designated system administrators to establish and manage system wide code tables, manage user accounts, and use utilities to correct minor user errors. The code tables are used to populate dropdown menu fields throughout the user interface. This helps reduce input errors due to misspellings and invalid entries. The user account tools allow administrators to add and inactivate users, control access to certain records and menus, create and manage user groups, and to hide or show certain fields on some screens. The administrator can even create and send group emails, manage email alerts, create and post system administrator, and view logs of user logons and track their actions.

Will the Government Fixed Wing FFIT System Administrator be responsible for performing all administrative functions discussed in the Draft FFIT User Guide, to include correcting common data input errors and making changes outside of normal business rules (i.e. transferring all items from a warehouse)?

N The FFIT administrator may delete any records KTR identify (after FW determines a need) but KTR is responsible for QA of all KTR data entries into FFIT. Warehouse transfers of items and other deltas will be performed by KTR after FFIT training is complete.

■ RFP Attachment 7 indicates that Technical Data Interchange is scheduled from 8/11/17 thru 8/25/17, and FFIT training is scheduled for 8/28/17 thru 9/1/17 (following the data interchange)

(1) Will the Government clarify it's anticipated time-line for populating the various FFIT modules identified in RFP Attachment 010?

(2) Does the Government intend for the complete data transfer (maintenance, supply, inventory information) to be uploaded into FFIT by the Government FFIT Administrator during the 11 days stated in the Government transition schedule (8/11/17 thru 8/25/17), prior to FFIT training being provided to the successful offeror ( 8/28/17 thru 9/1/17), and prior to the Government's site-level transition schedule?

N (1) Government's anticipated time-line for FFIT administrator populating the various FFIT modules will be complete NLT contract award.

(2) Yes. The FFIT administrator will ensure that the KTR gains access to FFIT after KTR trainers are trained by FFIT team but before site transitions is completed.

68 Section L-25 Section L-27 (Attachment 24)

NA ■ RFP Section L-25, FAR 52.219-4015, Submission of Subcontracting Plan , requires the offer to submit five (5) copies of the subcontracting plan required by FAR 52.219-9

■ RFP Section L-27, Proposal Submission Requirements, paragraph 2.3 requires submission of two hardcopies (original + 1) and 2 digital copies (CD) of Volume V - Small Business Subcontracting Plan

■ RFP Section L-27, paragraph 3.3, subparagraph V, identifies that the Small Business Subcontracting plan submitted as Volume V must meet the requirements of FAR 52.219-9

■ RFP Sections L-25 and L-27 concerning submittal of the offeror's Small Business Subcontracting Plans appear to be in conflict

(1) Since RFP Section L-27, Proposal Submission Requirements , paragraph 2.3, is very specific as to the number of copies of Volume V - Small Business Subcontracting Plan to submit, is RFP section L-25 (FAR 52.219-4015), valid for this solicitation?

(2) If RFP Section L-25 is still valid, how does the Government intend offerors to submit the additional 3 copies of the Small Business Subcontracting Plan or... are the 5 copies required by L-25 in addition to the 2 copies required by L-27?

Y 1. RFP Section L has been revised to clarify Volume V shall be submitted as one original and two digital copies.

69 L-27.3.3.I NA ■ L-27.3.3.l requires that offerors to "demonstrate the capability to provide engineering service support and reach back and FAA Part 145 (include all FAA Part 145 certifications with ratings, limitations and operation specifications including capabilities lists) at contract award."

■ Including all FAA Part 145 certifications, along with ratings, limitations and operations specifications, and capabilities lists possessed by all FAA Part 145 teammates and subcontractors required to execute this program, will require an excessive number of proposal pages.

Would the Government consider allowing offerors to provide this data as an attachment to the Volume I Technical Proposal, that is not included in the volume page count limitation?

Y L-27.3.3.l has been revised. Attachment 024

70 Section L-23 NA RFP Section L-23 identified FAR 252.234-7001, Notice of Earned Value Management System (EVMS) as applicable to this contract. Typically EVMS does not apply to this type of effort. DFAR discourages EVMS in Fixed Price efforts. The work for this effort is not primarily for production of definite end products. The DoD EVM Implementation guide recommends a waiver for EVM implementation for such efforts.

This effort contains cost, schedule, and quality performance metrics and incentive fees that provide the Government a number of tools to monitor and influence contractor performance.

Will the Government consider waiving the requirement for compliance with a FAR 252.234- 7001 Earned Value Management System (EVMS) for this solicitation?

N No. If an Elective Improvement CLIN (X012, and X013) is exercised by the Contracting Officer during the period of performance which requires EVMS, the Government will request the Contractors EVMS Certification or Compliance Plan, IAW DFAR 252.234-37001 accordingly.

NA FAR 52.245-1(b)(1) requires contractors to maintain a system of internal controls to control, use, preserve, protect, repair, and maintain Government property in its possession. Provision A-8 appears to shift the responsibility for providing GFP (i.e., shipping and installation) to the contractor.

Under provision A-8 of the RFP (p. 2 of 236), please clarify the Government’s intent for the Contractor to be responsible for costs associated with making Government Furnished Property available for use such as shipping and installation or rehabilitation costs IAW FAR 52.245-1.

A B C D E F G H I 72 Clause H-2, 5152.225-5908, NA H-2 Government Furnished Contractor Support on page 158 of 236, states that "When contractor employees are in transit, all checked blocks are considered authorized". However, there are no boxes checked for Government Furnished Support.

(1) Is it the Government's intent that the successful contractor will receive no government-furnished support when contractor employees are in transit?

(2) If some government-furnished support is authorized, will the Government consider revising Clause H-2 to identify the support authorized?

N 1. No it is not our intent. Its location dependent. Prior to the employees departure the Government will verify and coordinate any available or required GFS with the contractor. 2. The GFS in each AOR changes frequently the actual AOR's will be confirmed at time of award and GFS will be identified at that time. All cost associated with support the contractor is responsible for and not made available by the Government in the AOR will be processed as an O&A.

73 H-26, Attachment 045, Reduced Payments, Subparagraph a, Manning, NA ■ Clause H-26.a, Manning states: "The contractor will be responsible for maintaining manning levels based on the contractor’s conformed proposal.

Should the contractor’s manning levels fall below the proposed and accepted contractual level for more than 40 working days at a BB, the contractor shall provide a get well plan to address manning deficiencies. The Government will assess a reduced payment against this deficiency on the 41st day of the vacancy based on the B-1 proposal. (Whatever highest labor rate is X 8 hrs.

for duration of vacancy). Reduced payments will be taken from the Base Support Labor CLIN (X001AA) for the appropriate period of performance."

■ It is often very difficult to replace a vacancy at any OCONUS location within the 40-working day deadline due to country-specific requirements.

Extending the timeframe to 60 days would allow sufficient time for offerors to provide permanent fills for OCONUS vacancies.

Will the Government consider revising clause H- 26 to extend the timeframe for filling OCONUS vacancies from 40 to 60 days before an offeror is assessed reduced payments?

N No forty days is sufficient. None

74 H-26, Attachment 045, Reduced Payments, Note

NA H-26 Reduced Payments clause in Attachment 045 includes a Note that the reduced payments are “in addition to the remedies available to the Government under FAR 52.249-8. The note is unnecessary because of the Government’s regulatory rights inherent in the FAR clause, however, it could cause confusion in that the Government’s right to continue to apply reduced payments ends should it exercise its right under FAR 52.249-8. A Contractor would not be subject to Termination for Default and continue to incur reduced payments.

Will the Government consider removing the Note from the H-26 clause?

N No. None

75 Attachment 034 NA RFP Attachment 034 Historical TA Parts Usage Data does not include data for the C-26 series of aircraft.

Will the Government consider a revision that includes historical parts usage data for the C- 26 series of aircraft?

N Worldwide NAVDATA subscriptions are for all aircraft regardless of location; IAW Appendix P as applicable.

None

79 Appendix P, Avionics Database Subscriptions (Attachment 20)

Appendix P, Avionics Database Subscriptions, addresses SATCOM phone services. Service costs vary based on usage, and costs will likely be unpredictable.

(1) Will the Government clarify whether it is their intent to include provision of SATCOM phone services as a contractor responsibility?

(2) If provision of SATCOM phone services is a contractor responsibility, will the Government either consider these costs "over and above", or provide industry with the historical cost associated with this requirement?
