SECTION M - EVALUATION FACTORS FOR AWARD
SECTION M

In order for an Offeror to be considered for award, the proposal must receive an "Acceptable" rating in every non-price Factor. A proposal receiving a rating of "Unacceptability" in any non-price Factor will not be eligible for award.
B. FACTORS
The solicitation provides for the followings:
Factor I – Technical Experience Factor II – Certification Factor III – Price
C. EVALUATION OF THE NON-PRICE FACTORS
Phase One. The Contract Specialist will screen each proposal for completeness to ensure that all mandatory requirements for this solicitation have been addressed. This level of evaluation does not include an in-depth reading of the proposal’s content, but it is conducted solely to ensure that a complete proposal has been received and that meets the requirements of the solicitation. Failure to address all the mandatory requirements may be grounds to disqualify the proposal from further review.
Phase Two. In this phase, the evaluation team evaluates the technical factor.
FACTOR I – TECHNICAL EXPERIENCE
The Government will evaluate the information concerning three recent and relevant projects provided by the offeror. If more than three projects are submitted, the government at its discretion determine which three are evaluated. The government has broad discretion in determining the relevance of the offeror’s submission. Recent and relevant projects means projects similar or greater in scope and complexity to the tasks identified in the Statement of Work, Part 4.1, 4.2 or 4.3 for Railroad Maintenance and Repair with at least €93,810.00 ($100,000.00) in value performed within the last five years from the solicitation issued date specified in SF1442 Block 3, Page 1.
The technical factor will be rated on an acceptable/unacceptable basis using the following ratings:
Acceptable The proposal clearly meets the minimum requirements of the solicitation is considered the following: The offeror provided three recent and relevant experience related to “Railroad Maintenance & Repair.”
Unacceptable The proposal does not clearly meet the minimum requirements of the solicitation is considered the following: The offeror failed to provide three recent and relevant experience related to “Railroad Maintenance & Repair.”
FACTOR II -- CERTIFICATION
The Offeror shall demonstrated to be in possession of the Company Certification Organism or Società Organismo di Attestazione (SOA) Qualification SOA OS29, Classification III (or higher) or SOA OG3, Classification IV “in corso di validita' certificante la qualificazione per prestazione, progettazione e costruzione” (or higher).
Subcontracting is allowed up to 85%. However, prime contractor must possess the required SOA. The name of the prime contractor shall be indicated in the SOA.
Acceptable The Offeror provided all required certifications.
Unacceptable The Offeror failed to provide all required certifications.
FACTOR III - PRICE
1. The price structure will consist of Quantity multiplied by Unit Price equaling Total Line Item Price. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each proposal found to be acceptable.
2. Offerors are required to price the ALL Contract Line Item Numbers (CLINS). Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk and may be deemed ineligible for contract award.
3. Total Evaluation Price. The total prices indicated at CLINS 0001 through 0012 will be evaluated for fair and reasonableness and for unbalanced pricing. Unrealistic, unbalanced or unreasonable pricing may cause a proposal to be determined unacceptable. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
4. For purposes of evaluating the total quoted price, the Contracting Officer will add the total line item costs for CLINS 0001 through 0012 in Euros (in accordance with the currency indicated in the proposal), plus the total value of the option to extend services under FAR 52.217-8 to derive the total evaluated price. For the purposes of calculating the total price under FAR 52.217-8, the Contracting Officer will evaluate the price in accordance with quantities indicated in the table below.
