ES-000092-1P “Modification of Depot Waste Water Treatment Plant ”
1.2. Basic Project and Options
The project consists of one basic project only. No optional work is included.
1.3. Project Phases
The project is composed by two phases:
- Phase 1 - Design Phase: the work in this phase consists of designing the details, providing calculations and whatever necessary to define in scale all parts of work required to fulfill the scope of work.
- Phase 2 - Construction Phase: provide construction of all features of the project as designed in phase 1, in accordance with proposed and approved design and progress plan.
Construction will start upon final approval of design, and will last as per the reported works schedule.
- Phase 3- testing and commissioning: perform all necessary tests to demonstrate the completion of the works in accordance with this scope of the work and preparation of the as built and final documentation and certifications.
2. SCOPE OF WORK
2.1. Summary of the scope of work
The scope of work consists in the modification of the existing sewage treatment plant by inserting a denitrification phase after the oxygenation phase for ammonia / nitrite / nitrate abatement.
Contractor is responsible for preparing the documentation necessary for communications and requests for authorization to the Regione Toscana (Tuscany Region) and ARPAT (Tuscany Region Environmental Authority) for changes to the treatment plant referred to in this scope of work and update of the “Autorizzazione agli scarichi” (Discharge Authorization) included in the USAG Italy DMC “Autorizzazione Unica Ambientale” (AUA), including the costs for any bulletins or revenue stamps. The transmission of the documentation must always take place through the Contracting Officer Representative (COR): Contractor shall not directly get in contact with the Italian Authorities without the authorization of the Government.
2.2. Existing conditions
The sewage treatment plant is sized for 1520 equivalent inhabitant and the wastewater can be classified as industrial. The discharge into the canal “fossa chiara” is authorized by the Tuscany Region and the real average flow rate of the discharge is 304 cubic meters/day, but the flow rates recorded between October 2018 and September 2019 are highly lower than the project flow rates of the plant (Average flow rate of 40 cubic meters/day, minimum of 20 cubic meters/day, maximum of 98 cubic meters / day) The treatment plant consists of fine screening, equalization basin (342 cubic meters), suspended biomass oxidation (on three lines, each 77.4 cubic meters) secondary sedimentation (on three lines, each of 15.7 cubic meters), final disinfection (n .2 basins with a volume of 12 cubic meters each).
The four pumps that pump the water from the equalization basin to the oxidation basin are model Flygt 3045.181.2110394, 1.2 kW. The sludge line consist of static thickening sludge line and drying beds. The system is controlled and supervised by the management system of the Base, Siemens Desigo type.
The treatment system is currently unable to properly treat the sewage and it is necessary to increase the abatement efficiency. The modifications included in this scope of the work are therefore necessary to constantly respect:
- the fixed limits for the discharge on the surface water body from tab. 3 annex 5 to the third part of Legislative Decree 152/2006 and subsequent amendments, and
- the values other than the limits pursuant to art. 21 paragraph 2 of Regional Law 20/2006 according to the following tab for the following parameters:
- PH – limit to discharge: 5.5-9.5
- SST– limit to discharge: 80 mg/l
- COD– limit to discharge: 160 mg/l
- Ammonia nitrogen- limit to discharge: 15 mg/l
- Nitrous nitrogen- limit to discharge: 0.6 mg/l
- Sulfates – limit to discharge: 1000 mg/l
- Total surfactants– limit to discharge: 2 mg/l
- Total hydrocarbons– limit to discharge: 5 mg/l
- Escherichia Coli – limit to discharge: 5000 UFC/100 ml
2.3. Required works – Architectural
Convert the existing oxidation basin (central basin-process line #2) into a post-denitrification section. Convert one of the existing basins for the disinfection into lift station. The denitrification basin will receive the wastewater from the two existing oxidation basins, downstream of the setter via the new lifting station. Work includes:
o Cleaning of the chlorination basin #2, dimensions 4,5x1.5x1.9 (H) m, to allow the conversion to lift station. Extend the walls of the weir well in order to raise the level of the weird and allow the discharge into the sewer in the event of failure of both pumps.
o Install a new Thomson profile made of AISI 316 stainless steel on the perimeter of the three existing settlers line n.1, n.2 and n.3. The profile must be suitably designed and sized to reduce the presence of "suspended" sludge leaving the plant for a better outlet of the clarified to the final chlorination compartment.
All the temporary works necessary to assure the operation of the Waste Water Treatment Plant during the execution of the project are included in the contractor’s burdens. Currently the treatment system uses only one oxidation basin. The basin #3 will be used as oxidation basin while the works will be carried out in the basin #1 and #2. The basin #1 and #2 will be emptied and cleaned in order to allow the works, including the corresponding sedimentation section. Wastewater disposal possibly necessary shall be performed by the Contractor without any additional burden for the Government.
2.4. Required works – Mechanical systems
Mechanical system works shall include:
- Removal of the existing submersible pump in the oxidation basin #2 (central basin) for the aerated mixture. All pipes and accessories will remain on place. The pump shall be cleaned and delivered to the COR.
- Installation of a new submersible mixer in the new denitrification section (central basin) for the agitation of the sewage in the denitrification area without oxygen supply. For maintenance reasons, the agitator must be of the same type as the agitators installed in the treatment plant.
The submerged agitator will be Xylem Mixer type, reference value for the installed power 1.2 KW, complete with extraction system with stainless steel guides and chains, insulated motor in class F in oil bath, seals mechanics in carbon-ceramic, wear ring in bronze and shaft in stainless steel, external body in cast iron, three-blade propeller and protective casing, sliding fixing system with lifting winch. The mixer must be interfaced with the existing DDC control system in order to allow timed operation.
- Installation of two new submersible pump (one spare) into the former chlorination basin to pump the water coming from the two oxidation basins, downstream the settlers, into the new denitrification basin. The pumps shall be complete with coupling foot, extraction system with stainless steel guides and chains, with vortex impeller for sewage water. For maintenance reasons, the pump must be of the same type as the pumps installed in the treatment plant, brand Flygt (Xylem). Install a ultrasonic level probe to remote overflow alarm to the DDC system.
The pumps shall be interfaced with the existing DDC control system in order to remote alarms and controls. In case of failure of both pumps the pumps of the equalization tank must stop.
The chlorination in the lift station will have to be activated automatically to disinfect the water that will go into the sewer through the weir.
- Pipes to connect the two lift pumps with the denitrification basin, including all accessories such as valves, check valves. Steel pipes are not allowed, except stainless steel. The pipe will run preferentially above ground. All modifications to existing structures and walkways are included. The discharge of the water into the denitrification tank must take place in the north side without wrinkling the surface of the water, in order to limit oxygenation as much as possible. If the pipes are submerged, they must be equipped with a flow monitoring system such as meters etc.
- Modification of the existing pipes downstream the settler. The discharge of the central settler (new denitrification settler) will be modified and connected with a new pipe to the chlorination basin. The new pipes can run above ground or underground and will be equipped with valve;
the existing one will be plugged at the height of the flange. The valve that allow the oxidation settlers to discharge into the chlorination basin will be closed; in this way the water coming from the oxidation settlers will be convoyed in the new lift station
- Modification of the inlet pipe and the sludge recirculation pipe in the central basin (new denitrification basin). The discharge of the water into the denitrification tank must take place without wrinkling the surface of the water, in order to limit oxygenation as much as possible.
If the pipes are submerged, they must be equipped with a flow monitoring system such as meters etc.
- Branch from the existing underground piping that allows the discharge from the sedimentation tanks to the drying tanks, a DN100 HDPE piping complete with shut-off valve and quick coupling for connection to DN100 vacuum track pipe, complete with support base in concrete.
The connection point will be made near the drying tanks in a suitable position to reach the nearby lifting station.
