1. PROJECT DATA
1.1. Project Number and Title
VA1 – 00237-1P ”Install fire suppression system in Bays, Bldg. 3041, Ammunition Storage Area”
1.2. Basic Project and Options
The project consists of one basic project only. No optional work is included.
1.3. Project Phases
The project is composed by two phases:
- Phase 1 - Design Phase: the work in this phase consists of designing the details, providing calculations and whatever necessary to define in scale all parts of work required to fulfill the scope of work.
- Phase 2 - Construction Phase: provide construction of all features of the project as designed in phase 1, in accordance with proposed and approved design and progress plan.
Construction will start upon final approval of design, and will last as per the reported works schedule.
- Phase 3 – testing and commissioning: test all systems and provide the final documentation and certifications
2. SCOPE OF WORK
2.1. Summary of the scope of work
The scope of work consists in extending the existing sprinkler system in the two bays of building 3041 in accordance with UFC 3-600-01 and DA PAM 385-64. Additional localized special automatic fire suppression system possibly required (e.g. ultra high speed deluge systems) are not part of this scope of work.
Bldg. 3041 is a facility used for inspecting and testing ammunition/munitions. Material processed are Class V with and all classes of chemical, to include “apply no water”. Bays are explosive sited for up to 11,818 pounds of net explosive weight.
In the bays there are no critical electronic process control equipment required for continued safe operation and/or safe shutdown of hazardous operations.
2.2. Existing conditions
The office area of the building is protected by a sprinkler system, while the two bays used for inspecting and testing ammunition are not. The bays are separated from the office area and between them with blast/fire resistant walls.
The existing sprinkler system of the office area is wet type, designed in accordance with NFPA13.
The wet valve is located into the technical room. The existing sprinkler system inside the building is not required to be modified, while the existing wet pipe valve and associated components, sectional valve, fire department connection, post indicator valve and the external hydrant will be replaced. The new hydrant shall be equipped with sectional valve into a manhole.
The system is supplied by the Depot fire pump stations, designed in accordance with NFPA24 and UFC 3-600-01. The water reserve consist of two fire-fighting tanks, one of 1000 and one of 2000 m3. The fire pumps have a flow rate of 2500 gpm , with a minimum pressure of 4 bar at the buildings post indicator valve.
The pipe that supply the building is DN180, in PEhd PN16.
In one of the two bays a hoist (currently out of order) is present, which constitutes an encumbrance for laying the pipes at ceiling and therefore it will have to be removed.
2.3. Required works – Architectural
Remove and dispose the existing hoist currently present in one bay.
Restore masonry consequent to crossings of existing and new systems through the walls between the two bays and between the bays and the offices; both crossings and above mentioned walls will be fire rated certified by the Fire engineer using standard Italian VVF templates.
2.4. Required works – Fire Suppression systems
Complete automatic sprinkler protection shall be provided for the two bays. The system must be capable of preventing propagation between bays and preventing significant injury to employees.
Sprinkler system shall be wet type, designed in accordance with UFC 3-600-01, NFPA13, PAM 385-64 and the applicable service explosives safety regulation. In case of conflict the most specific and stringent criteria will apply. In the absence of specific guidance in the above regulations, follow the applicable requirement of the IBC for group H occupancies, including applicable portions of IBC chapter titled “Special Detailed Requirement Based on Occupancy and Use”, section titled “Hazardous Materials”, and section titled “Group H-1, H-2, H-3, H-4 and H-5”.
The sprinkler systems of the bays shall be supplied by a dedicated pipe, branched from main pipe into the technical room, that shall be modified accordingly to the needs of the new sprinkler system.
Contractor is required to measure the actual pressure and flow (flow test) available at the building before starting the design phase. The existing post indicator valve and the hydrant of the building shall be replaced. The PIV and the hydrant will be of the same type as those recently installed in the Ammunition Storage Area, brand Bocciolone/AVR. The new hydrant shall be equipped with sectional valve into the manhole. New protection bollards shall be installed for both equipment.
A new wet valve shall be installed into the mechanical room, including all accessories, such as the retard chamber, flow switch, etc. The fire department connection shall be equipped with overpressure valve; the hydraulic acoustical alarm (gong) shall be removed. A new valve with tamper switch shall be installed on the pipe that supplies the office area and a new valve with tamper switch shall be installed on the pipe on the branch that supplies the bays. Both valve shall be padlocked.
All valves on water lines between the water main and the sprinkler systems will be supervised to ensure the valves are not accidentally closed.
Sprinkler system shall be protected from movement in accordance with NFPA13 for protection of piping where subject to earthquakes, regardless of seismic design category. Where the applicable standard does not address seismic protection, NFPA13 or ASCE 7 methodology must be followed.
Contractor must use a minimum seismic coefficient (CP) of 0.5.
At the end of the works the contractor fire engineer will test all systems and provide the final documentation and certifications, digitally signed. Standard forms according to NFPA regulations and Italian DM151/2011 shall be used. Sprinkler systems shall be tested per the criteria of UFC 3- 600-02 and PAM 385-64.
Hooks and signs for the fire extinguishers will be installed where necessary in accordance with the regulations. Fire extinguishers will be provided by the government.
2.5. Required works – Fire Detection / Alarm System
An existing Fire Detection and Alarm System is currently present in the building; the existing Fire Alarm Control Panel (FACP) is Notifier AF200, located in the administrative area. FACP shall be programmed to transmit the following alarm to Fire Department through telephone dialers:
- Existing fire detection activation.
- New wet valve activation.
- New PIV closure.
- Closure of the new valve feeding the sprinkler system of admin area
- Closure of the new valve feeding the sprinkler system of bays area
- FACP fault
Install a new 4 channels telephone dialer in addition to the existing one to include all the messages required; include all the modules necessary to connect the additional dialer to the existing FACP.
Install a new acoustical alarm activated by the sprinkler system (replacing the hydraulic gong):
connect the new alarm to the existing fire alarm loop.
Install new cables, conduits, boxes and interface modules as necessary.
Update settings of the FACP as necessary.
2.6. Required works – Additional works for code compliance
In addition to the above listed works, all other requirements to make the work totally in compliance with Italian and U.S. standards shall be identified, summarized in a report and included in the design.
In case Italian and US/Military codes or standards provide different requirements, the strictest requirements shall be applied. To be noted that in case there is conflict between a mandatory Code requirement and one or more work called for in the Scope, the Code requirement takes precedence.
