AMENDMENT 2 RESPONSES RFI
Q1. We are seeking clarification on what is the expected response by April 15, 2024. Is the requirement simply to complete the “Performance+Assessment+Questionnaire.pdf” or is the expectation to receive the entire RFP response (all volumes) at this time?
A1. The proposal time is being extended to April 25, 2024 by NLT 10AM. Please refer to sections L (instruction to offerors) and section M (Evaluation of offerors) for what is required.
Q2.Will the names of the attendees of site visit be available?
A2. No
Q3. While all of our company management personnel have current TS/SCI clearances can the Facility Security Clearance (FCL) be applied for upon award of contract?
A3. The FCL is a clearance of the business entry. The Prime contractor is the one who should have the FCL and should have it prior to award. If the offeror is awarded the contract then the contract can up add to the current FCL through the DSS.
Q4. I am writing to respectfully request, per CFR 51, FAR 8.7, FAR 52.208-9, CFR 48, and JWOD Act 41 USC 48, you update your solicitation to insert this clause into your current listings as it is important for all potential bidders for the contract to understand that in performance of their contract requirements, the procurement of certain mandatory source Procurement List items will be required. Therefore, obtaining quotes/costs/pricing of these mandatory items would be prudent for accurate bidding.
A4. This requirement is not on the Procurement List Maintained by the committee for the Purchase from People who are Blind or Severely Disabled. We are not using FAR part 8 and therefore not adding clause 52.208-9.
With respect to the PWS:
Q5. Will the Army provide training and/or other support for the training identified in Section 1.8.7.3?
A5. Refer to the security requirements section of the Performance Work Statement (PWS).

Q6. In Section 1.8.7.1, do the requirements for Project Managers to have TS/S clearances apply to supervisors?
A6. No. Supervisors shall pass background checks to meet installation access. Updated Key Personnel in PWS
Q7. In Section 8.3 Attachment 3/TE-3, some facilities are clearly identified with Solicitation Section B Contract Line Items, such as DEVCOM, ATC, and CECOM. The remaining facilities in TE-3 contain other designations. Please provide cross references from TE-3 to the Section B CLINs.
A7. Full details will be disclosed to the awardee upon contract award.
Q8. In TE-3, the total square footage does not agree with Appendix J, as follows: TE-3 Black no area identified, Appendix J shows 556,900 sf; TE-3 Red shows 919,761 sf, Appendix J shows 284,992 sf; TE-3 Amber total is not properly displayed, Appendix J shows 2,063,386 sf; and TE-3 Green shows 11,643 sf, Appendix J shows 122,079 sf. The areas for the CDC, CYSS, and Rec Centers are the same for TE-3 and Appendix J. Please clarify.
A8. Appendix J is for pricing purposes only. The offeror is to use Appendix J as part of the price proposal.
TE-5 is a sample reporting only.
Q9. The Table in Section 8.4/TE-4 has several entries under Facility Types that contain superscripts, indicating that additional information is provided. Please provide the missing subscripted information.
A9. Those do not pertain and can be ignored.
With respect to the solicitation:
Q10. Does Appendix J supercede PWS 8.5 Attachment 5/TE-5 – List of Facilities to receive services? Does TE-5 have to be submitted with the proposal?
A10. Appendix J is for pricing purposes only. The offeror is to use Appendix J as part of the price proposal.
TE-5 is a sample reporting only. TE-5 shall not be submitted with proposal.
Q11. On Pages 121 and 122 of 158, Subsection (iv) Factor IV Price requires transfer of price data from Appendix J Schedule of Services to Section B. However, Appendix J prices are for color-coded services and do not directly correlate to Section B CLINs that are Tenant/organization-based. Please clarify.
A11. Use appendix J. Pricing does not have to be transferred to section B. Have removed from section L of instructions.
Q12. Please provide an estimate of the total daily population that uses the facilities included in project.
A12. Please refer to the schedule of services Appendix J to determine the level of service required. Daily population does not impact level or schedule of services.
Q13. Please provide an estimate of the annual number of service calls and average durations.
A13. The Government has not tracked service calls or the duration in which they take. Please note:
Provided the contract is implemented as stated in the PWS service calls will be kept at a minimum.

Q14. Please provide an estimate of the number of special events/services and durations.
A14. See question 13.
Q15. Are the special event and service call costs to be included within Attachment J and, therefore, also in Section B?
A15. Reference section (Iv.) VOLUME IV – Factor IV PRICE of the solicitation. Also note that Appendix “J” is only a summary. A price breakout of the price per square feet (PPSF) will resolve any special event pricing requirements.
Under Past Performance, the Solicitation states the following:
Q16 "Offerors shall submit a minimum of two (2) contracts for the prime offeror and each major subcontractor in performance or awarded during the past five (5) years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. ... Relevant efforts must also be for custodial services for commercial or Governmental clients that are on average greater than $4M/year."
Question: Please clarify - does this mean that both the prime and the subs EACH need to have 2 or more contracts greater than $4M/year, or that the aggregate between the prime and the sub should total 2 contacts greater than $4M/year?
A16. Removed the requirement for past performance of major subcontractors. The past performance requirement is now for 2 contracts of $4M or greater on the prime only.
Q17. Unfortunately, it appears that question 3 is not clearly or specifically addressed through the answer provided in the last Q&A document issued regarding allowing the Subcontractor only to hold the Clearance.
Question: If the prime delegates all the top secret/secret portions of the contract to it's preferred sub who has a facility clearance, will that meet the requirement?
A17. The prime contractor is the company that is responsible for the overall contract and management of the contractor and is required to have the FCL. The prime contractor is responsible for 51% of the work, therefore the FCL of a subcontractor would not meet the requirement.

A18. All offerors shall submit all requested volumes by the due date of the solicitation.

If we have another employee with the Top Secret clearance that can perform the duties or supply escorting, does our PM need to have the TS clearance at inception?
A19. Section Security Requirements 1.8.7 Project Managers (PMs) will require Top Secret / Secret TS/S clearances to escort custodians during the performance of janitorial duties within Sensitive Compartmented Information Facilities (SCIF). The Government added the language to the Key Personnel section of the Performance Work Statement iv

A21. Yes. Wage Determination 2015-4265 is incorporated by reference has been added.
Q22. Page 1 STANDARD FORM 1449 8. OFFER DUE DATE/LOCAL TIME STANDARD FORM 1449 Box 8. OFFER DUE DATE/LOCAL TIME states the due date and time is 12:00 AM 15 Apr 2024. Was the time of 12:00 AM correcr or is it supposed to be 12:00 PM on 15 Apr 2024 or 10:00 AM on Mon 15 Apr 2024?

Q24. Appendix J - Schedule & Pricing N/A Pricing of Appendix J and CLIN Sheet How is the contractor to differentiate building occupants in regards to the CLIN structure for pricing. Attachment 3/TE-3 does not specify who is funding the cleaning efforts for each building.
A24. Funding will be funded via task order and will not impact schedule of services as the task order will have the building numbers and level of service to be provided at the time.

Q26. W56ZTN24R0007 – PWS 4 Access and General Protection/Security Policy and Procedures"Pg. 4, 2nd & 3rd Para.
1) The Project Manager (PM) for this procurement shall be required to have a ""TOP SECRET"" Facility Clearance with no safeguarding requirements.
A26.1. YES
2) Project Managers (PMs) (plural) will require Top Secret / Secret TS/S clearances to escort custodians during the performance of janitorial duties within Sensitive Compartmented Information Facilities (SCIF). Please clarify the difference between the Project Manager's position and clearance level and the Project Managers' (plural) position and clearance as noted in the 2nd and 3rd paragraphs. Are there 2 distinct positions listed?"
A26.2. Project Manager(s) is a follow on to the Project Manager and was written to include more than one PM.
From the Government’s point of view a single PM cannot escort multiple at the same time.
Q27. W56ZTN24R0007 - PWS 4 Access and General Protection/Security Policy and Procedures and Contractor Key Personal 2nd & 3rd Para. and Pg. 8. Please clarify if any other positions on the contract are required to have a TS or S clearance including the QC Manager, the QC Inspector, the Shift Supervisors, or any of the Custodian positions.

W56ZTN24R0007 – PWS 8 Contractor Key Personnel and Proposal Submission Instructions Please clarify, in the Section titled Key Personnel (Pg. 8) the position of Supervisor is excluded from the Key Personnel list of positions, In the Section titled Sub-Factor 2 Key Personnel (pg. 118) it list Supervisor as Key Personnel. Are Supervisor positions designated as Key Personnel?

Q30. W56ZTN24R0007 – PWS 8 "Key Personnel (pages 8 & 118)" Confirm key personnel requirements. Page 118 (PM, Supervisor, QCM, QCI) and page 8 (PM, QCM, QCI, no Supervisor) of RFP contradict each other - differing key personnel, years of experience and other requirements.

A31. In this case maximize means to utilize the required green products without crossing into the arena of Veiltail Organic Compounds (VOCs) as required and referenced in the same section. Follow the link for more details.
Q32. W56ZTN24R0007 – PWS 33 Quality Control Plan Is any testing required for Quality control? Slip Coefficient testing, ATP testing, etc.
A32. No. No testing for Quality control in PWS

Q34. W56ZTN24R0007 – PWS 46 Attach 3/TE-3 Estimated Workload Data Can the Government provide a pricing spreadsheet based on the Workload Data (Building, Service Level, Activity/Occupant, SF) related to the CLIN structure?
A34. Government is asking pricing per level of service based off an estimated square footage as price per sqft. See appendix J.

Q35. W56ZTN24R0007 – PWS 46 Attach 3/TE-3 Estimated Workload Data Can the Government break down the square footages of the buildings into the types of services? Why - one example is that for estimating it is important to know the difference between hard floors (faster) and carpet (slower) as they have different production rates. The number of bathrooms and fixtures per building or color (black, red, etc.) would also be helpful in determining production rates for each building.
A35. This information is not currently available to the Government.
Q36. W56ZTN24R0007 – PWS 46 Attach 3/TE-3 Estimated Workload Data Can a population capacity be provided by building as it is understood many buildings are not operating at full capacity? The variation of tenant saturation will drive the supply and resource management.
A36. Please refer to the schedule of services APPENDIX J to determine the level of service required for each tenant.

Q37. W56ZTN24R0007 – PWS 55 Attach 3/TE-3 Estimated Workload Data For Bldg 4510, are we just to clean the Ability One space? Does Ability One have a role in this contract?
A37. The designation “Ability One” is a type-o. TE-3 HAS BEEN UPDATED
Q38. W56ZTN24R0007 – PWS 71 Attach 3/TE-3 Estimated Workload Data The SOW mentions 8 buildings on the Edgewood campus, however attachment 3/TE-3 References many more buildings. Are these all to be cleaned?
A38. All buildings with the designation “E” before the number are located in the Edgewood area.
Q39. W56ZTN24R0007 - PWS 115 Proposal Submission Instructions and (i) Volume 1 - Factor 1 Technical """Maximum Pages does include coversheets or table of contents."" Volume 1 Factor 1 Technical requires the submission of four (4) Plans, but the page limit is 20 pages. We request that the page count be increased or to allow for the Cover Page, Table of Contents and/or Compliance Matrix to not be included in the maximum page 20."

A47. There are additional background investigations that are required for employees who have contact with children under the age of 18. PWS has been updated under Security Requirements.

Building 4217 is the designated workspace for the contractor’s staff to provide the support outlined in this PWS e.g., desk space and telephones, necessary to maintain an office environment. Government property shall not be utilized for personal use. Custodial supplies shall be secured inside of janitorial closets when available. All facilities provided shall be secured, maintained and cleaned by the Contractor.

General.
This is a non-personal services contract to provide Custodial Services for the U.S. Army Garrison at Aberdeen Proving Ground (APG), Maryland.
The Government will not exercise any supervision or control over the contract service providers.
The Contractor shall perform to the standards specified in this Performance Work Statement
(PWS).
Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to complete the requirements as outlined and defined in this PWS.
Description of Services/Introduction.
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform all custodial service tasks and frequencies as described and defined in this Performance Work Statement (PWS), Part 5 Specific Tasks and Part 8 Attachment/Technical Exhibits, TE-4 Enterprise Municipal Custodial Services Performance Standards and Frequencies, except for those items specified as Government furnished property and services (If applicable, see Part 4 Contractor Furnished Items and Services). The Contractor shall perform to the standards in this contract.

Background.
APG is located in Harford County Maryland. APG consists of approximately 35-40 acres in the Aberdeen Area (AA) and approximately eight (8) buildings in the Edgewood Area (EA). Additional information may be made at the time of award.
Objectives.
The Contractor shall ensure all work accomplished as fulfillment of this PWS meets all applicable Federal, State, and local laws, regulations, directives and other requirements (LOR) (See Definitions & Acronyms, 2.2 Acronyms --- Legal and Other Requirements) to include the documents in Part 6 Applicable Publications.
Technical Exhibit (TE-001) identifies which buildings/areas belong to each building type, the square footage of the building/areas, any special security considerations, and any constraints as to when during the day or week scheduled services can be performed to the building/area. TE-4 Enterprise Municipal Custodial Services Performance Standards and Frequencies identifies tasks and frequencies for minimum standards for each type of building.
Scope.
The Contractor shall perform custodial services to the performance standards in this contract in a manner that will maintain the condition of each facility and present a clean, neat, and professional appearance.
Services include:
Scheduled Cleaning Services (for all covered facility types).
Special Event Support Cleaning.
As Ordered / Requested Task.
Services do not include:
Biohazard cleaning service for casualty/trauma decontamination at facilities which shall be cleaned IAW MEDCOM Reg. 40-35 Management of Regulated Medical Waste, paragraph 16 Contingency Planning (h) Casualty/trauma Suicide.
Cleaning and disinfecting pandemic / COVID is not required in this contract.
Period of Contracted Work.
The period of performance shall be for one (1) Base Year of 12 months and FOUR (4) 12-month option years. The Period of Performance reads as follows:
Phase-in Period 15 May 2024 – 31 May 2024 Base Year 1 June 2024 – 31 May 2025 Option Year I 1 June 2025 – 31 May 2026 Option Year II 1 June 2026 – 31 May 2027 Option Year III 1 June 2027 – 31 May 2028 Option Year IV 1 June 2028 – 31 May 2029 Six Month Extension 1 June 2029 – 31 Dec 2029
Traffic Flow.
The Contractor shall maintain the free flow of vehicular and pedestrian traffic while conducting custodial service tasks.
Restoration of Real Property Damage.
Any damage to Government Real Property by the Contractor’s operations shall be restored to the original state at no additional cost to the Government (e.g., structural damage, damage to landscape or fencing, et al).
General Information.
Scope.
The Contractor shall perform custodial services in accordance with the PWS and the technical exhibits, including the Enterprise-wide Custodial Services Performance Standards. During performance of the contract, the Government reserves the right to add or delete facilities or the level of services required. A modification to the contract will be executed to incorporate these changes.
Place of Performance
The work to be performed under this contract will be performed at APG. The Contractor shall provide the KO a schedule of services (SoS) no later than ten (10) workdays prior to commencing work. Schedule shall outline tasks to be performed by specific building and identify the timeline for the task to be accomplished. The KO will provide the Contractor with requirements to make changes to the schedule as they occur.

Independence Day Local and national holidays.
Hours of Operation.
Normal hours of operation are between the hours of 0700 - 1600, Monday through Friday, excluding Federal holidays or when the Government facilities are closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
The Contractor shall coordinate with Building Managers to establish a schedule to conduct business if services are required outside of normal hours of operation. The COR shall be advised of afterhours responsibilities.
The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when Government facilities are not closed for the above reasons.
Installation Closures.
When an unforeseen installation closure occurs on a regularly scheduled day of work, the Contractor shall reschedule the work to be performed the following day unless the following day is a Saturday, Sunday, a recognized Federal holiday, and when routine work is not scheduled for that day; or reschedule the work for the next business day following the closure.
Emergency Delays and Support.
If the Contractor determines unsafe weather conditions or work environment is cause for an interruption of services, the Contractor shall notify the KO or his/her designated representative two (2) hours prior to curtailing operations (See Deliverables Schedule, paragraph 8.2, Deliverables TE-2).
The Contractor shall obtain KO approval to resume operations.
The Contractor shall coordinate with the DPW designated representative(s), the COR/ACOR once guidance has been provided by the KO in preparation for and during emergency operations situations such as inclement weather, flood, active shooter, fire or other emergency situations.
Unforeseen Buildings Closures.
When an unforeseen building closure occurs on a regularly scheduled day of work (i.e., severe weather, training holiday, day of mourning, etc.).
The Contractor shall reschedule the service on any day satisfactory to the customer and minimizes impact on the Contractor’s normal work schedule.
Place of Performance.
The work to be performed under this requirement will be performed throughout the entire area occupied by APG and at any pertinent locations in and around APG. A map of APG is located in Part 8, Attachment/Technical Exhibit Listing, TE 6.
Type of Contract.
The government will award an Indefinite Delivery Indefinite Quantity (IDIQ) based upon a price per Square Foot (SF) Firm Fixed Price (FFP) hybrid contract with some “As Required” Contract Line- Item Numbers (CLIN’s) (See Frequency Table located in Part 8, Attachment/Technical Exhibit Listing, TE-4 Enterprise Municipal Custodial Services Performance Standards and Frequencies).
Security Requirements.
Access and General Protection/Security Policy and Procedures.
Contractor and all associated subcontractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (i.e., FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA or local policy.
In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
Each employee (direct employee and subcontractor employee) working under this contract who has contact with children under 18 years of age, shall be screened with the appropriate background checks as governed by the Army Directive 2014-23 “Conduct of Screening and Background Checks For Individuals Who Have Regular Contact With Children in Army Programs”, dated 10 September 2014. The Project Manager (PM) The contractor for this procurement shall be required to have a "TOP SECRET" Facility Clearance with no safeguarding requirements. The contractor will have access to classified Government facilities located at APG. The security clearance requirement ("SECRET" / "TOP SECRET") shall be commensurate with the level of the classified area.
