QUESTION AND ANSWERS

Q1 - Does the contractor need an active Secret Facility Clearance at the time of award?

A1 – Yes, the contractor should come prepared to conduct services in all areas from day one.

Q2 - Will the Government sponsor the contractor to get the Facility Secret Clearance once contract is awarded?

A2 – No, the Government will not sponsor security clearances for this requirement.

Q3 -If the company winning this contract subcontracts the work out, would the awardee and subcontractor need a secret clearance? Or is it acceptable for the subcontractor only to have a secret clearance?

A3 – Please refer to the Performance Work Statement sections 1.8.7.1 Access and General Protection/Security and Procedures. Paragraphs three (3) and four (4). Reference section 4.2 Classified Controlled Facility Clearance.

1.8.7.1 Access and General Protection/Security and Procedures The Project Manager (PM) for this procurement shall be required to have a "TOP SECRET" Facility Clearance with no safeguarding requirements. The contractor will have access to classified Government facilities located at APG. The security clearance requirement ("SECRET" / "TOP SECRET") shall be commensurate with the level of the classified area. Secret Sensitive Compartmented Information (SCI) is not required. All contractor employees shall be U.S. citizens. The contractor will not require access to classified information, but only access to the classified areas to perform custodial services. The PM shall possess a Defense Security Service TOP "SECRET" Facility Clearance upon contract award.

Project Managers (PMs) will require Top Secret / Secret TS/S clearances to escort custodians during the performance of janitorial duties within Sensitive Compartmented Information Facilities (SCIF).

The Government shall not be responsible for escorting custodians.

Contractor employees performing custodial services in unclassified areas do not require a TS clearance. At no time will contractor employees be allowed to work in a classified area without the appropriate escort.

4.2 Classified Controlled Facility Clearance

Project Managers (PMs) will require Secret / Secret TS/S clearances to escort custodians during the performance of janitorial duties within Sensitive Compartmented Information Facilities (SCIF). The Government shall not be responsible for escorting custodians.

Contractor employees performing custodial services in unclassified areas do not require a TS clearance. At no time will contractor employees be allowed to work in a classified area without the appropriate escort.

Q4 - If the company winning this contract subcontracts the work out, would the awardee and subcontractor need a secret clearance? Or is it acceptable for the subcontractor only to have a secret clearance?

A4 – Response in Q3

Q5 - As a non-profit, can we be considered as a subcontractor, since the solicitation says this is “Total Small Business?”

A5 – This is set aside for total small business.

Q6 - I would like to get some help on how to move forward or how to get awarded a contract?

A6 – The solicitation will be posted on SAM.gov. All instructions will be posted in section L of the solicitation. How the Government intends to evaluate will be in section M of the solicitation.

Q7 – Quick question since it will impact our ability to subcontract.

As a non-profit can we be considered as a subcontractor; since the solicitation says, “Total Small Business.”
