Request for Information (RFI)
1. Per the solicitation, “Contractor shall have a certified water distribution license through Maryland Department of Environment.”
However, the Department of Public Works (DPW South) is the Operator (Water Purveyor) of the public water system at Edgewood Containment.
The DPW is responsible for the operation and maintenance of the public water system and ensuring the water system is complaint with the Safe Drinking Water Act (SDWA), as written on MDE Water Distribution System Operators Webpage.
The Department of Public Works shall be the holder of the MDE Water Distribution License as the owner of the Water Distribution system. The DPW licensed operator is to ensure the contractor is following MDE & SDWA Standards.
Once the Contract is awarded, the Contractor can apply for OPERATOR IN TRAINING (TEMPORARY) CERTIFICATE, in which the DPW Licensed Water Operator in charge will need to verify & Sign. (See Below).
OPERATOR IN CHARGE Note: Comar 26.06.01.06 requires that a temporary certificate holder work under the direction of a holder of a superintendent or operator certificate.
Please clarify if the contractor is to currently hold the license, and/or if the awarded contractor is to apply for the license & work under DPW authority?
