PERFORMANCE WORK STATEMENT

Performance Work Statement for

Maintaining Granular Activated Carbon Vessels at the Perryman Water Treatment Plant, Harford County, MD

1. BACKGROUND

1.1 The U.S. Army Aberdeen Proving Ground (APG) has installed a Granular Activated Carbon (GAC) water pre-treatment system to remove contaminants from Harford County public drinking water supply provided through the Perryman Water Treatment Plant. In addition, this action is in accordance with a Record of Decision (ROD) and the Federal Facilities Agreement between the Department of the Army and The Environmental Protection Agency (EPA). The GAC system consists of 11 adsorber units, each holding 20,000 pounds of granular activated carbon.

Past performance has indicated that the GAC’s expected performance period is approximately 2 years.

2. OBJECTIVE

2.1 The objective is to ensure uninterrupted influent pre-treatment at the Perryman Water Treatment Plant and to ensure timely GAC change-outs to reduce the APG derived contaminants from the groundwater before the facility further treats and distributes the groundwater to the public drinking water supply.

2.2 The intent is to replace the GAC in five (5) of the 11 adsorber unit vessels in a single event at the beginning of the first year of the contract period, and the remaining six (6) adsorber units will have their carbon changed out approximately one (1) year later. This change-out schedule will moderate the financial burden to the Army and provide less risk of impact to the public water supply.

2.3 The Contractor shall initiate and continue the annual removal and installation of either virgin carbon and/or reactivated carbon, alternating service for five (5) adsorber units in years one (1), three (3), and…
