AMENDMENT 0003 TEXT

Questions and Answers (Q&A) are as follows:

Questions #1, #2, and #3: See Amendment 0001 which was released in FedBizOpps on 13 April 2018.

Questions #4 thru #12: See Amendment 0002 which was released in FedBizOpps on 18 April 2018.

Question #13: Is there an SOP or specific requirements for the metal thickness testing? If a historical report can be provided, please provide.

Answer #13: There is not an SOP or specific requirements for the metal thickness testing. Industry standards or practices would be applicable (and should be referenced) in the report. As stated previously the historical reports cannot be provided.

Question #14: Should disposal be required, assuming regeneration is not feasible, how will disposal costs be managed?

Answer #14: Disposal costs are the responsibility of the contractor.

(However the disposal facility to be used must be pre-approved by the APG POC.)

Question #15: Should contractor assume all carbon will be regenerated as it relates to proposal costing?

Answer #15: This is a decision of the contractor. There is a regeneration loss factor that must be considered and only the pre-regeneration approval sampling results at each annual change-out event will dictate if the carbon can be regenerated. Regeneration approval is not guaranteed. It is typically close and has failed once.

Question #16: Can copies of the required reports be provided in order to evaluate the level of effort required?

Answer #16: No. Contractor is responsible for providing sufficient information to address the intent of the requested reports.

Question #17: Can carbon acceptance samples be collected prior to scheduling of change-out activities?

Answer #17: Logistically the process would require it as test results may dictate scheduling. Arrangements are typically made perhaps 30-45 days prior to scheduling.

Question #18: How are samples obtained? Top of vessel or via slurry line?

Answer #18: The contractor is responsible for obtaining truly representative samples. Since the process flow is top down, results will be top high biased. How the contractor plans to obtain the samples will be evaluated to ensure they are representative.
