Questions and Answers (Q&A) are as follows:
Questions #1, #2, and #3: See Amendment 0001 which was released in FedBizOpps on 13 April 2018.
Question #4: Who was this contract awarded to for the previous contract(s)?
Answer #4: See Answer #3.
Question #5: How old are these carbon vessels?
Answer #5: The 5 original vessels were installed in 1993. They are 25 years old. The six newer vessels were installed in 2003. They are 15 years old.
Question #6: In the RFP is mentions that the “carbon lasts about 2 years.” Does this mean that there will be multiple tests run before a scheduled change-out each year?
Answer #6: Only one change event is planned per year of either 5 or 6 vessels. Multiple vessels (typically 3) are sampled to ensure a representative sample of the spent carbon for the regeneration approval process. Incoming carbon is also sampled for specification compliance during the change-out event.
Question #7: What was the analysis reporting of the condition of the carbon over the last contract? Hazardous/Non- Hazardous?
Answer #7: Non Hazardous.
Question #8: Was there ever any repairs performed on the tanks, gaskets and/or internals?
Answer #8: Other than a little exterior touch-up painting, no repairs have been performed. The gaskets are routinely replaced when the top ports are opened during carbon change-outs.
Question #9: Can the make-up be an American (USA) produced carbon?
Answer #9: Specifications and Federal requirements call for American produced carbon.
Question #10: Was there ever an incidence where the complete load of spent carbon was rejected due to the condition of the carbon (Hazardous)? Or, carbon specifications, ie… hardness, activity level?
Answer #10: Spent carbon has been rejected in the past for regeneration purposes, but not for being hazardous or specification failure. Both incoming and spent carbon is sampled.
Question #11: Is this a firm fixed price contract?
W56ZTN-18-T-0003
Answer #11: See the solicitation requirement.
Question #12: How does the current suppling company qualify as a small business? They are part of a huge conglomerate worth more than the $20M "small business" stipulation. In addition, their "parent company" is a foreign entity.
Answer #12: Please contact the U.S. Small Business Administration (SBA) at https://www.sba.gov/
