Questions Answers

1. Please provide your current contract rates, showing the unit prices for all services

1. The current contract number is W91ZLK-11-D-0003. Publically available information pertaining to spending on this contract can be found at: https://www.usaspending.gov. The Government will not release spreadsheet unit prices for the current contract as that information is competition sensitive/proprietary to the vendor.

Release of such information would be expected to cause harm to the vendor. Each offeror needs to come up with its own pricing strategy.

2. What has been the estimated Annual dollar spend / Contract Value?

2. The current contract number is W91ZLK-11-D-0003. Publically available information pertaining to spending on this contract can be found at: https://www.usaspending.gov. The annual amount spent can vary per year which is one reason why the Government is competing this as an ID/IQ.

3. Item No. 1001AA Monthly PM Services - How many contractor staff members does Aberdeen Proving Ground feel is sufficient for providing onsite services? How many staff members are provided by the current vendor?

What equipment and supplies are expected to be onsite?

3. This is part of proposal evaluation Factor I- Technical. Based on the workload and other requirements described in PWS, each offeror has to come up with a plan which includes "Staffing and Management" and "Personnel and Equipment Resources Availability", as required in Sections L and M of the RFP. Historically, there has been at least one on site Project Manager, one Lab Pack Chemist and one billing person onsite.

4. In relation to C.3.2.4, how is a contactor compensated for additional staffing and equipment for a “surge in requirements”? 4. Reference C.3.2.4 of the PWS.

5. What is the average number of containerized waste loads shipped offsite per month? How many containers (55 gal drum equivalents) per load?

5. Typically, two to three truckloads with 208, 55 gallon drum equivalent are shipped each month. Additional containerized wastes are shipped as LTL.

6. Are all labpacks issued under the Small Container CLIN 103? If not, please explain what CLINs will be used for labpacks. 6. Generally yes, however there are some exceptions, please read Section C.3.6.5.1 of the PWS.

7. Is the drummed non-hazardous waste approved for landfill? 7. Drummed non-hazardous waste can be sent to a Subtitle C landfill, but not to Subtitle D landfill.

8. In regards to C.3.3.8, Please confirm that excavation and loading of bulk soils is not the responsibility of the contractor? If it is, how will a contractor be compensated for heavy equipment, backfill, and other expenses related to UST removal and loading of soils?

8. UST removal and site restoration are performed by other contractor(s). Generally that contractor will load excavated soil on dump trucks provided under this contract. However, occasionally, waste disposal contractor may have to rent a loader and load waste on to dump trucks or roll offs.

9. Can you provide a list of TSDF’s that have received or are currently receiving waste from APG and are approved for use by APG?

9. Please see Attachment # 1 , 2015 Biennial Report, it contains a list of TSDF's and transporters that are currently being used.

10. The current CLIN structure is very difficult to price accurately. In its current format a single CLIN can be utilized for materials for incineration, fuels blending, recycling and even landfill. Can you please provide the proper CLIN for each WASTE TYPE provided in the HW Actuals document provided in the bid.

10. The Government does not agree with this statement/conclusion. The Government using this CLIN structure has received 6 and 8 competitive proposals during the last two competitions, respectively. In 40 CFR 268, EPA mandates treatment methods, technologies or treatment standards for all types of hazardous waste. As long as our waste is treated in accordance with 40 CFR 268, the offeror can select the most economical disposal method available and price it accordingly in its offer. For example, waste solvent can be fuel blended or incinerated. Offerors should decide what is the most economical treatment method for this waste. See Attachment No. 2 for the HW actual with most possible CLIN.

11. Please provide the proper CLIN assignment and the waste material profiles for the following large volume WASTE TYPEsin the HW Actuals document:

11. Please refer to Attachment No. 2. We can't provide the actual profiles because they contain proprietary/business confidential information. Offerors will need to come up with places where they are going to send waste.

24. What waste streams have you historically shipped under the bulk PCB Waste CLINs 115AF & 115AG? Please provide waste material profiles.

24. We have typically shipped soil contaminated with PCB to a Subtitle C landfill under CLIN 115AF and Oil containing PCB to an incinerator under CLIN 115AG. We can't provide profiles because they contain proprietary/business confidential information.

25. Cylinders -- Without specifying the contents and size of a cylinder the price may be anywhere from $20.00 to $3000.00. We need far more specific information on what is expected to generated in terms of categories such as inert, flammable, corrosive, poison, refrigerant, and reactive? Cylinder Sizes:

25. Except for a handful of large and medium sized cylinders, vast majority of cylinders will be calibration gas cylinders and a small number of lecture sized cylinders. Except one-time use cylinders, APG usually does not buy cylinders. We make every effort to return gas cylinders to the manufacturer or to a gas supplier.

Lecture (CYLE) - Up to 3” dia. and 13” length or 4” dia. and 10” length

Small (CYSM) - Up to 4” dia. and 24” length Medium (CYME) - Up to 12” dia. and 36” length

26. This would be more in line with general industry categorization for cylinders. 26. Please refer to answer to Question No. 25.

27. The current CLIN structure is very difficult to price accurately. In its current format a single CLIN can be utilized for materials for incineration, fuels blending, recycling and even landfill. Can you please provide a detailed history of each item shipped within each CLIN? Preferably in spreadsheet format?

Please include CLIN, waste name, weight, number of containers, EPA codes, shipping name and destination facility. 27. Please refer to answer to Question No. 10.

28. If the above CLIN and profile information is unavailable, will Aberdeen Proving Grounds allow bidders to place defined parameters on each waste stream to ensure that revenue accurately reflects cost?

28. No. As stated in "Basis for Award", Section M, page 134 "Award will be made to the single responsible offeror, whose proposal has been determined to be technically acceptable (Factor I), acceptable for factors II-III and who has offered the lowest total price". With defined parameters, it will not be possible to compare " total price" among offerors because different assumptions which impact prices, will be made.

29. C.3.4.3.7 states, “The contractor may use any Subtitle D RCRA landfill for non- hazardous waste removed under this contract only after the express written approval of the COR and only if appropriate CLIN (landfill-Subtitle D) is assigned to that waste.” Please identify which CLINs in the pricing schedule are assigned CLIN (landfill-Subtitle D)? 29. CLIN 116AE, 216AE, 316AE, 416AE and 516AE.

30. Will roll off boxes be required for the bulk solids or will the waste be loaded from stockpiled material into end dumps? If roll offs are needed what size and number are needed? Will they be stored on site for any length of time? If so, how will the contractor be reimbursed for rental costs?

30. Most of our bulk solid waste are currently loaded on to dump trucks. When we will need roll off to either live load or drop off at our work site. CLIN 124AA is for roll off spot fee and daily rental charges will be paid under 124AB. We expect to need mostly 30 cy size roll offs but occasionally we may need other sizes. During base year, we are estimating to need about 20 roll offs.

31. Are the bulk wastes, particularly the bulk non hazardous solids and industrial waste water ongoing waste streams or are they generated as projects intermittently? 31. Bulk wastes are ongoing waste streams and are also generated intermittently.

32. C.3.6.4 Waste Consolidation and Bulking. Consolidation and bulking of compatible wastes from containers to a tanker truck or smaller containers to larger containers when is a common practice at permitted TSDF’s and offers significant savings which in turn can be passed onto the customer. Is this practice allowed at our TSDF’s if permitted and performed in accordance with all applicable federal, state and local laws and regulations?

32. As stated in Section C.3.6.4, " Waste consolidation and/or bulking at a transfer station or at a storage TSDF is not authorized under this contract". Due to safety concerns, generally bulking/consolidation is not allowed at our site.

33. C.3.10.2 Can you please provide an example of the Certificates of Disposal you are receiving for wastes shipped on the current contract? 33. Please see Attachment # 4.

34. Is there a quantitative measure for evaluation of the bids? For example a weighted numeric “score” to each award factor as opposed to “slightly more important”?

34. No, numeric scoring is not being used. Please see Section M-Basis for Award in the RFP. Award will be made to the LPTA offeror.

35. During the site walk it was indicated that Lab Pack item are billed by the final weight of the packaged shipping container. This seems to contradict the scope of work which states that packing materials are not included in the shipping weight. Please clarify

35. The current waste disposal contractor performs lab clean out/amnesty at various locations at APG, 6-8 times each year. During lab clean out, small containers are lab packed into a larger containers, for example DM55, DF8, DF3, etc., which are then weighed and turned in for disposal. We do pay for the total weight of those master packed containers. However, thousands of other small containers are bar coded individually, each container is weighed and turned in to the contractor for disposal via a Removal and Disposal Order (RDO). We pay for the net weight of those small containers, not the packed shipping containers.

36. Does the current vendor supply a forklift on site? If so, what are the safety ratings that this unit must meet?

36. Current contractor has a forklift on site. Typically 4,000 pounds capacity is sufficient however occasionally a forklift with 6,000 pounds capacity may be needed.

37. During the site walk it was indicated that scales are provided by the government. This seems to contradict the requirement in the scope that the contractor is to provide a 1,500 lb portable scale. Please clarify. If the government is providing scales are the fixed or portable? What is the capacity of the scales?

37. At TSDF , Building E5864 in Edgewood area and Building 5110, we do have scales in an assigned area.

However, the waste contractor will need scale to be used at other locations, in the field and other rooms of TSDF and 5110.

38. In order to allow for time to receive and analyze your responses to these requests, XYZ Company would like to request that the due date be extended 2 weeks. 38. Amendment has already been issued to grant a time extension.

41. The SOW indicates that all packaging supplies/containers should be included in disposal CLIN. If so, when can we charge for the drums listed in CLINs 124AC & 124AD?

41. APG will pay for drums under CLIN 124AC and 124AD when the COR orders those. These drums which APG pays for, are not for contractor to pack waste. We will buy a full truckload of these drums to give them to our internal customers. Please also read Section C.3.6.5.22.

42. What is the current onsite contractor number of staffing and typical contractor hours of operation?

42. Currently there is a Project Manager, one Lab Pack Chemist and one part time billing person onsite. Please refer to Section C.3.15 of the PWS for operating hours.

43. What is the current contractor typical or average work week total hours onsite? 43. Typically about 40 hours/week for onsite staff.

44. Provide a list of any current roll offs onsite, size special requirements, what waste streams ship in them, waste shipment frequency, roll off ave weights?

44. We currently do not have any roll off on site under the waste disposal contract. We do need roll off occasionally to place spill clean up material, lead contaminated filters/sand/debris and similar type of waste.

However, we anticipate to have a greater need of roll offs and other on site units to store Bulk Chemical Contaminated Debris.

45. Is the contractor responsible for loading bulk solids including the bulk soils under Item 120A into roll off or end dumps or will it be loaded by the government or remediation contractor?

45. Usually the seperate on site contractor will load waste bulk solids including soils on to waste disposal contractor's provided dump trucks , and sometimes into roll offs. However, occasionally waste disposal contractor has to load waste.

46. Are bulk liquids typically shipped in vacuum tankers or do you load into bulk tankers? 46. Yes, bulk liquids are typically shipped in vacuum tankers.

47. Please provide profiles for any bulk solids or bulk liquids shipped in the last year 47. We can't provide profiles because they contain proprietary/business confidential information.

48. Please provide specific agent contaminants historically found in Item 123A Bulk Agent Contaminated Debris.

48. Chemical agents are listed in COMAR 26.13.02.17 as K991 through K999. However, agent contaminated debris will have only trace level; will be monitored and cleared in accordance with Army Regulations. For example, see Attachment # 5 for a sample of clearance document of solids and liquids.

49. Please provide a copy of the profile and manifests for any waste shipped as the Bulk Chemical Agent Contaminated Debris in the last 24 months.

49. This waste will be generated as a pre-demolition of buildings where agent research were conducted. Please refer to Section C.3.6.5.21 for more description. Currently we are planning to ship this waste to Wayne Disposal (EQ) in Belleville, Michigan.

50. Is the bulk Industrial Waste Water Item 117AB a liquid or is this a waste water treatment sludge or liquid with suspended or settled solids? Please provide a profile

50. Please also refer to Section C.3.6.5.15. It is liquid which may have some suspended solids. We can't provide profiles because they contain proprietary/business confidential information.

51. What size tank is this bulk Industrial Waste Water removed from and from what location? 51. Tank sizes and locations varies.

52. The incineration description in C.3.6. 5.17 indicates' that this material needs to be handled by direct incineration without opening the container, in what situations would the bulk disposal line item 119AC be used?

52. Incineration required CLIN is not limited to direct incineration. We have two waste streams that requires direct incineration; one is lab debris contaminated with chemical agents or experimental compounds, usually packed in DP55; and the other one is decon solution with debris contaminated with experimental compound with up to 3 gallon of liquid. CLIN 119AC is not for direct incineration, typically it is used for incineration of hazardous and non hazardous waste from deconning of chemical agents.

53. Special Medical Waste, what size and type of containers are currently supplied for this material? 56. What is has been the historic practice for shipping containerized waste, are full tractor trailer loads shipped or are there LTL shipments? If LTL shipments approximately how many 55 gallon drum spaces are shipped at a time?

56. We do not direct the mode of transportation. It is up to you, the contractor, to find and arrange appropriate transportation vehicle. Depending on where waste will be going and how your transportation routes are set up, you may be shipping some waste through LTL and some as a truckload. Currently our waste contractor ship waste in 52 feet box van to incinerator, hazardous waste landfill and to a recycling (FLT and Lead acid batteries) facility. Some waste are shipped as LTL, some are taken to their 10 days storage facility.

We prefer that you minimize number of manifests and get us CODs faster.

71. Are any explosives ie DOT Hazard Class 1 items covered under this contract? If yes what types of materials and under what price schedule line items would they be handled?

71. No. However we do shipped desensitized or trace amount s of explosive dissolved in solvents in lab pack quantities.

72. Please consider extending the due date. I have an extensive number of questions and the reluctance to answer questions at the site visit has shortened the time available to fully evaluate costs in order to provide our best pricing prior to the current due date. 72. Reference Amendment which has been issued.

73. Bulk Mercury Waste CLINs 114AB, Est. QTY 30,000 lbs. It appears that this is a new CLIN that was not on the previous Contract Schedule of Services.

Please very that this is truly Bulk waste and that Mercury levels are > 260 ppm. Pricing for bulk Mercury >260 ppm is extremely costly since it requires retort. In order to price we must know what this material actually is. Please provide a waste material profile, Hg level, physical/ chemical constituents, on what this material is along with the mode of shipment.

73. Two possible waste streams of this type of waste are expected. (1) soil with elemental Mercury from remediation site (2) debris, especially wastewater drain lines and traps removed from old buildings before they are demolished. We can't provide profiles because they contain proprietary/business confidential information.

74. Can you assign the CLIN used for the HW Actuals pdf so we can correlate line items to CLIN in the bid? 74. Please see Attachment # 2.

75. Besides oil spills, ongoing and new remediation, one of our source of oil contaminated soil is from a vehicle testing range.

76. Are the lab packers assigned to this account on site full-time or are they utilized only as needed? 76. Currently, there are two full time, on site lab packers, who lab pack almost every other day.

77. In Section B, some of the supplies/services descriptions mention a "plug number." Are we supposed to use that plug number in the "Max Amount" or are we supposed to determine our own estimated amount?

77. Use the Government provided estimates. Per Section L, "Offerors may not change the Government plug numbers."

78. How many past performance questionnaires are required for submission?

78. The number of questionnaires to be submitted will be dependent on the number of recent and relevant past performance projects that an offeror has. Reference Section L, 2) Past Performance Questionnaire. "For all contracts identified in Section 1 Contract Descriptions, Offerors must make a reasonable attempt…" Also reference Section L (ii) Volume II - Past Performance which states, "Offerors shall submit all contracts for the prime offeror and each major subcontractor in performance or awarded during the past five (5) years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation."

79. Page 27, C.3.5 Other Waste Related Services: This section references CLIN 1001AC-5001AC which is designated for Utility Services. Should the correct CLIN be 1001AD-5001AD?

79. Yes, this is correct. There was a typo. Offerors should make a pen-and-ink change to C.3.5 and the Government will make the correction in its system for the final award.

80. Based on discussions at the pre-bid meeting/site walk, it is our understanding that all bidders are to use a "Plug In" value of $4,000 for CLIN 1001AC-5001AC and $115,000 for CLIN 1001AD-5001AD. Is this correct? 80. The "plug" numbers are provided in the RFP Section B.

81. Section L 2. RFP Submission Page 125:
