Bulk Road De-icing Salt Questions and Answers

Q11. Please define what a 100% small business constitutes?

A11. In accordance with FAR 19.102 the SBA establishes small business size standards on an industry-by-industry basis. (See 13 CFR 121). Small business size standards matched to industry NAICS codes are published by the Small Business Administration and are available at http://www.sba.gov/content/table-small-business-size-standards .

The NAICS code for this particular requirement is 325998 and the size standard in number of employees is 500.

It is the offeror’s responsibility to identify him/herself as a small or large business for each NAICS code in which he/she conducts business. This identification must be present under the “Reps and Certs” section of the offeror’s System for Award Management (SAM) record. In accordance with FAR 52.212-3, Alt I, offeror’s shall be registered in SAM in order to be considered for award.

Q12. We hold a SWAM certification and I’d like to find out if that qualifies us to bid on this project?

A12. Please refer to A11. In order to determine business size qualifications. Please note, this is a Federal procurement, not a State.

Q13. What is the capacity of the two (2) locations the salt will be dumped at that we will make our drops off at?

A13. Edgewood Salt Dome: 1,000 tons Aberdeen Salt Dome: 2,500 tons

Q14. How much [salt] would you like?

A14. Salt quantities are not static and will be determined each time the Government places a delivery. Please reference FAR Clause 52.216-19, Order Limitations, of the initial solicitation which states that the contractor will not be obligated to honor any order for a single item in excess of 800 Short Tons; any order for a combination of items in excess of 1,600 Short Tons; or a series of orders from the same ordering office within 5 days that together call for quantities exceeding the limitation stated above.

Q15. How low would the salt level be when you order more salt from us if we were to win the contract?

A15. There is no pre-established salt level. Orders are placed based of the Government’s actual needs.

Q16. [Is this] a total small business set aside? We are [Economically Disadvantaged Woman-Owned Small Business] EDWOSB and just wanted to make sure that the set aside is still active.

A16. As stated in the solicitation, this is a 100% small business set-aside. All offeror’s who identify themselves as a small business under NAICS code 325998 in SAM, may be considered for award.

Q17. I was wondering how you would like the submission of W56ZTN-16-B-0001. Would an email submission suffice or would you like it delivered in person or via mail?
