SOLICITATION W56SGK-16-T-0065

28 JUN 2016

Questions and Answers for Solicitation W56SGK-16-T-0065, Codan 3591 CES -128 Encryptors and Services;

1. There are a number of factors influencing the supply of CLIN0001 and CLIN0003 that mean the delivery timeframe of 30 days ADC is not possible. Those factors include, but are not limited to, permits for encrypted items and the manufacturing and supply of exclusive components. Is it possible to extend the timeframe for delivery of CLIN0001 and CLIN0003, or will the Contract Office accept a submission as compliant if it states a +30 day delivery timeframe?

RESPONSE: The delivery for CLIN 0001 and CLIN 0003 has been changed in the solicitation to 90 days after award.

2. Within page 75 of the Solicitation (Equipment List Exhibit 3) it lists items to be considered as part of CLIN0003. Below that list is a statement that the 3591 Encryption device 08-07080-003 (140ea) should also be included as part of CLIN0003, whilst previously in the document this device is documented as part of CLIN0001, please clarify.

RESPONSE: Reference Page 75 of the Solicitation (Equipment List Exhibit 3): The wording at the bottom of the Equipment List should read: “This item to be priced under CLIN 0001”. This wording has been corrected in the revised PWS included in this Amendment 0003.

3. Can JCCS registration be exempted or waived as a requirement for this solicitation? Codan Limited is registered with and has an active status in SAM. Codan Limited is not currently approved in JCCS, however has started the registration process (registration ID number is 82098), and is committed to completing the process as soon as possible.

RESPONSE: U.S. and other Country vendors are required to be registered in SAM.

4. Components of this Solicitation are export controlled and in what is considered by the Australian

Department of Defence as a 'sensitive market'. The supplier will need to obtain an export permit from the Australian Dept of Defence, the first step in this process is getting an application from the End User and declaration of intended end use, the End User Declaration is a 'DEC03'. Once this document has been issued by the users then an application can be made to the DoD for a permit via an Application to Export Controlled Goods and Technology. As stated above, Australian DoD treat Afghanistan as a 'sensitive' market and as such this may be a complex process that requires the augmentation of the DEC03 with some additional information. Is the Contract Office aware of this process?

RESPONSE: The government is aware there are certain export requirements regarding this acquisition. There are export document requirements, but we have been buying this product for several years and the process works very well. The vendor provides the DEC03 and the MoI ICT Director signs the form. This document is then scanned and returned to the vendor.

5. In the Solicitation it is stated that deployment is required, please advise if this refers to the provided training enabling the end-users to deploy or is deployment expected on the contractor.

RESPONSE: It is the contractor’s responsibility to comply with the services required for this solicitation; qualified local or other country nationals who are qualified in accordance with the solicitation requirements and have access to the site may be eligible.

6. Please confirm the locations that the contractor will be required at too fulfil the requirement to meet, support and respond to implementation support requirements for ICT/GSG6.

RESPONSE: The devices will be initially added to zone headquarters, potentially Army CORPs and possibly OCCs. The following are locations the contract needs to be prepared to train/install at eight zone headquarters Kabul, Balkh, Herat, Helmand, Kandahar, Paktia, Kunduz and Nangarhar however there is a chance the devices will eventually be moved. The Army CORPs at Masir-i-Sharif, Herat, Helmand, Kandahar, Gamberi/Jalabad.

7. Please confirm the training locations.

RESPONSE: Training will be required at the Corps HQ’s, Zone HQ’s, PHQ’s, and both MoI and MoD complexes in Kabul. The following are locations the contract needs to be prepared to train at Kabul, Balkh, Herat, Helmand, Kandahar, Paktia and Nangarhar however there is a chance the devices will eventually be moved.

8. Please confirm who is responsible for site installations and at which locations. Will site surveys and as-build documents be available as part of the Solicitation?

RESPONSE: The awarded contractor is responsible for site installations, at all locations listed in question 7, at the direction of the US Government Contracting Officer Rep, in coordination with the Ministry of Interior Information, Communications and Technology (MOI ICT) department. Site surveys and as-build documents will not be available as part of the solicitation.
