4. Authority Cited:

FAR 13.106(b)(1) - Partial Brand Name J & A

5. Reason for Authority Cited:

(a) Background and Justification:

The Afghan National Police were issued over 93K CODAN, ICOM and Motorola radios, and the Afghan National Army received more than 80K DATRON radios. The majority of the systems reside in the Very High Frequency (VHF) band, however ANA operates on low band (30-88 MHz) while ANP operates on a higher VHF band (136-174 MHz). The current requirement will address a small portion of High Frequency (HF) strategic communications band which ANA and ANP co-share (1.6-30 MHz). The operational level radios issued to OCC-Rs/Ps, Provincial and Zone HQ in addition to Corps, Brigades and the strategic headquarters above these levels are interoperable, but only in non-secure mode. This requirement provides a commercial means that allows secure interoperability across these stovepiped radio platforms. This is accomplished by a commercial CODAN Encryptor (3591-CES 128) that presently provides communications security (COMSEC) for many currently fielded CODAN model radios in the ANP inventory. The capability has been successfully tested on Headquarters Resolute Support (2016) and is designed to give commanders a cost efficient way to bridge the interoperability gap between different radio platforms such as CODAN and DATRON.

Radio encryption is the process of radio encrypting the transmission with a specific encryption algorithm and key which must then be decrypted with the identical algorithm and matching key.

If there is any variation between the encrypting and decrypting systems the system cannot work properly.

ANP has an existing $ USD investment in radios with CODAN encryption. In order to ensure compatibility of the purchased devices with the existing radios the devices need to be from the same vendor. In addition it is critical for the purchased devices to be as similar as possible to the existing ANP devices to minimize training and operational issues.

(b) Alternative:

-Impact if Not Supported: If not supported, the Afghan National Police and Afghan National Army operational level forces will go into the 2016 Spring/Summer Campaign without any ability to conduct secure information exchange across critical Command and Control (C2) communications radio networks. Further, the secure interoperability gap will exist at a time when increased combined operations are being planned across the ANDSF.

-Procure alternate encryptors: The CODAN encryptor has been tested with the MoI and MoD and has proven to be very effective. This device is already in use with the MoI and they have the capability to operate and maintain this device. This is the only device that has been tested and found to solve the current interoperability problem. If any other device is purchased; it is likely to result in mission failure or require new engineering to make it work.

(c) Impact If this Brand Name Justification is not approved:

The Afghan National Police and Afghan National Army operational level forces will risk not having the proper equipment and ability to conduct secure information exchange across critical Command and Control communications radio networks. The ANA and ANP will not have an operational platform at the operational level.

6. Efforts to Obtain Competition: This solicitation will be posted in JCCS and FedBizOps for maximum competition. The CODAN encryptors and support equipment are commercial items and can be purchased on the internet.

7. Actions to Increase Competition: Current Actions: The solicitation is open to Afghan, U.S., and Countries outside the U.S., and will be posted in both JCCS and FedBizOps for maximum competition. Future Actions: Future purchases of radio products for the Afghan National Defense Security Forces will place a high priority on adherence to industry standards for the use of encryption

8. Market Research: Research was conducted in May 2016 via internet searches, and ACOP prior history. Through market research it was found that the CODAN encryptors and support equipment are available for purchase through the CODAN internet site. ACOP identified vendors who have supplied radios but not encryptors.

9. Interested Sources:

A presolicitation notice has been posted in JCCS and FedBizOps and it is anticipated that interested companies and CODAN encryptor distributors will respond.

10. Other Facts:

(b) Other facts: This justification serves to outline the urgent need requirements that must be purchased brand-name only to ensure continued support of radio encryption to the ANA and
