| 19 | General | What is the lead time to deliver the service after signing the award contract? | As soon as possible |
| 20 | PWS Page 14, Section 5.1.2 | Is the minimum link size of 10 Mbps Down x 5 Mbps Up a CIR (Comitted Information Rate) required at each location? Or is the 10 Mbps Down x 5 Mbps Up to be shared across all (16) locations? Also please verify and certify that the network request is for a guaranteed Mbps network (10/5) and not a highly contended best-effort network. | For the MAT: best effort. Also please verify and certify that the network request is for a guaranteed Mbps network (10/5) and not a highly contended best-effort network. |
| 21 | PWS Page 14, Section 5.4 | Will the Gov provide transportation and security for the installations at the 13 out stations near ATG? | Yes |
| 22 | General | References are made to both GFE and Contractor provided equipment, but there are no specs as it relates to the VSAT/Satellite systems. Please confirm the following: 1) Who provides the VSAT/Satellite Systems? 2) What are the specs on the systems, is it the same for all (16)? | Contractor provided, and the specs are same for all |
| 23 | Solicitation Page 37, Section 6.2.2 | If the Contractor is supplying all equipment and support, the network frequency range should not be important to the end user and the Contractor should be allowed to implement whatever frequency necessary to be technically compliant to the requirements. The Solicitation section 6.2.2 references Ka and C-bands, but no references to any specific frequency ranges are mentioned in the PWS. | no preference for network frequency |

| 29 | Solicitation Page 41, ADDENDUM TO 52.212-2 EVALUATION— 1.1 Factor 3 Past Performance | No information is given as to how the Past Performance evaluation will be scored. Does the customer need one pool of 10Mbps DL x 5Mbps UL to be shared across all 16 sites with a data package of 200GB/month at each site? Or does the government require dedicated service speeds of 10Mbps DL x 5Mbps UL at each site with 200GB data packages? Or does the government expect a ‘best effort’ service amongst all sixteen sites that will peak at 10Mbps DL x 5Mbps with 200GB allowance at each site?
| Depending on the use case, some services are best suited over others. | Dedicated 10Mb/s DL 5 Mb/s upload per site with 200Gb data package per site. | |||
| 32 | Questions 7 and 20 | There is some conflicting information as it pertains to Question # 7 and # 20. It's critical that this be clear to all as it will have a significant impact on the overall solution, especially to the pricing. The response to Question # 7 leaves you to believe the requirement is a Dedicated 10Mbps DL X 5Mbps UL for each of the (16) sites. But, Question # 20 indicates a 10/5 link Best Effort for each site which conflicts with Question # 7. |
Dedicated and Best Effort services are distinctively different, it can only be one or the other. Best Effort services are contended, or have a contention rate which can vary depending on how the network is designed, i.e. 10:1, 5:1, etc. A 1:1 contention rate would signify Dedicated Services, either way Dedicated Services are not Best Effort.
Can you please clarify what option is required?
Option #1 - Dedicated 10Mbps down x 5Mpbs up links per site.
| Option #2 - Best Effort / Contended Links 10Mbps down x 5Mpbs up per site. | Option 1 - Dedicated 10Mbps down x 5Mpbs up links per site. | ||||
| 33 | General | Can offerors provide more than 1 propsoal with alternative solutions that can meet the Statement of Work? | Yes, offerors can provide more than one proposal with alternative solutions. | ||
| 34 | Question 11 | To calrify, the offeror should include our own excel spreadsheet that includes sub-CLINs of all work and equipment required to set-up service? | Yes, please provide a separate excel spreadsheet or equvialent with sub-CLIN pricing. |
