ASII RFP Questions and Answers 23 November 2021

In the event that there is any perceived discrepancy between these Answers and the wording in the Solicitation, the Solicitation will control.

Questions Answer

1. If the Government will also be providing a link to the “All Source II Product Demonstration Sample Data”? 1. Yes, sample data is included in the GFI documentation.

2. Is this vehicle meant to purchase individual software applications to support Army Intel Missions or are you looking for a reseller?

2. The Government is looking to purchase individual applications.

3. In regards to Vol IV – Past Performance Factor, the Draft RFP states: “The Offeror shall only submit those recent and relevant contracts for itself and its major subcontractor(s) for identical or similar efforts to the requirements in this RFP.” One of the qualifying criteria for a “relevant” contract is that it must be within the same NAICS code as the requirement (NAICS 511210 - Software Publishing). The specific NAICS determination for past performance might not allow Offerors to cite contracts that would otherwise be applicable to the work stated in the Draft RFP and Draft SOW.

Would the Government consider removing the past performance NAICS determination?

3. No, the Government will not change the NAICS code.

4. In Attachment 0008 - Table 1 (Requirements for Submission of Proposal Materials) there is a reference to "Technical Solution Oral Presentation." However, there is no reference to this requirement elsewhere in the RFP, Attachment 0005 (Phase 1 Production Demonstration Event Plan), or Attachment 0006 (Phase 2 Product Demonstration Event Plan). Can the Government please confirm that there is no requirement to submit a 15 slide technical solution oral presentation with the proposal?

4. There is no oral presentation requirement for this effort.

The Government will update the proposal submission instructions.

5. Given there are no requirements for a written or slide-based Technical response in the proposal, can the Government please confirm that the 10 page Proposal Synopsis required with Volume I should only contain 1 - assumptions and narrative explanation of Volume III - Price; and 2 - a synopsis of Volume IV - Past Performance and Volume V - Small Business? Or should the offeror provide an overview of its Technical Solution?

5. The assumptions stated are correct. Offerors may include a technical overview as part of their proposal if they want.

6. Will the Government clarify the exhaustive list of AWS services available for the Phase I Demonstration?

6. The Government will provide the aggregate of these Amazon Web Services (AWS) instances should not exceed the following resources:

24 Cores

96GB RAM

1 TB Storage

The Contractor may identify their preferred AWS configuration which may include:

AMI Types, S3 configuration Operating system Network/VLAN configuration Ports/protocols for remote access The Government will not provide any additional AWS services.

7. Will the Government clarify how far in advance vendors will have access to the AWS instance prior to the Phase I Demonstration?

7. The Government will send out a welcome package to vendors after the proposals close.

8. Will the Government clarify any egress constraints to the AWS instance?

8. Based on the assumption of egress meaning how offeror software can interact with systems outside of AWS, then yes;

Offerors will be required to maintain their own AWS security measures.

9. Will the Government clarify the object scale expected for the Phase I Demonstration?

9. Yes, the government will provide data types, the amount of data, etc. that will be used for the Phase I Demonstration, immediately after the proposal timeline closes. The Phase I Demonstration will not use ILOD (Intelligence Low Overhead Driver), making the object scale very minimal (less than 100).

There should be no concern of ILOD overloading your system for the Phase I Demonstration.

10. CLIN0011 does not specify what a “solution” is. Should the vendor assume that a solution is 24 cores per the PRD?

10. CLIN 0011 should be labeled "All Source II Software". All Source II Software should assume 24 virtual cores not physical cores. If necessary, the Government will update the CLIN description.
