About this file

The provided document appears to be a set of questions and answers (Q&A) related to a federal contract opportunity for the procurement of National Stock Number (NSN) 1015-01-521-1616, part number 12901000, Mount, Mortar.

The key details are:

  • The solicitation number is W56HZV-23-R-0109, and the solicitation is set aside for Small Businesses.
  • The solicitation is for a single one-time buy with 100% option Firm-Fixed Price (FFP) contract for the Mount, Mortar.
  • There is a Technical Data Package (TDP) associated with this procurement, which is distribution code "D" and requires Joint Certification Program (JCP) certification to access.
  • The Q&A clarifies that the solicitation is for the entire Bipod Assembly, M191 (PN 12901000), not just the mounting mechanism.
  • The Q&A also confirms that Proof Acceptance Testing/Live Fire Testing is required for this solicitation, and the contractor will be responsible for the test costs.
  • The Q&A further notes that MIL-M-71228 has been superseded by Drawing 13108070 Rev., but these documents were not included in the TDP posted on SAM.gov.

QuestionAnswer
QAP pages 4 – 5 list Major 102 - Function of Assembly and Major 113- Proof Acceptance. Both Majors reference MIL-L-71228.MIL-L-71228 is a typo. It is supposed to be MIL-M-71228 and it’s been superseded by Drawing 13108070 Rev .
Also, please advise if Proof Acceptance testing aka Live Fire Testing for PN 12901000/ NSN 1015-01-521-1616 is required for this solicitation?Yes, Proof Acceptance Testing/Live Fire Testing is required for this solicitation. We have pulled out an excerpt from the QAP
PN 12901000 QAP [Bipod Assembly, M191]: Major 113, Proof Acceptance, 13108070, STM-3, STM-3 [System Requirements Mortar, 120mm: M120A1; Mortar, 120mm: M121]
1. STM-3, Proof Acceptance Proof Acceptance shall be in accordance with STM-2 of QAP 12901293 [120mm Light Mortar M120A1, Towed Assembly].
Please confirm who will be in charge of the test costs, USG or Contractor? The drawing are specific to the requirement and dictates that a live fire testing is to be done in accordance with the QAP. Contractor will be responsible for costs
If contractor, please advise if solicitation can be amended to allow ATEC to quote using government rates specific to the solicitation? The contractor is responsible for the test firing and cost. It is up to the contractors to provide quotes based on their business practices.
Is this for the ENTIRE mortar? – the tube/firing mechanism – tripod – ALL of it? The title led me to believe it would just be the mount (the tripod assembly). But this TDP looks to cover everything. The solicitation/ schedule also words it as “MOUNT” but it seems its more than just the mounting mechanism
Q&A also states that MIL-M-71228 has "been superseded by Drawing 13108070 Rev." Neither MIL-M-71228 nor Drawing 13108070 Rev. were included in the TDP that is posted in SAM.GOV (a zip file). Will either of these be made available so we can quote cost of testing properly?
Yes
