Solicitation W56HZV-22-R-L017 CMH MATOC Responses to Vendor Questions
1. L.4.1.2 states “recent contracts are those performed within 3 years of the date of issuance of this RFP”. I would ask that the period of performance is expanded to within 5 years of the date of issuance of this RFP. The nationwide Pandemic virtually shuttered all museums for a year plus curtailing and pausing contracts for 2020 and beyond. Many fabrication and installation contracts came to a halt due to the facilities being closed to the public leaving a gap of projects that would fit within the 3 year requirement of this RFP.
ANSWER: Section L.4.1.2 has been updated to change the number of years from 3 to 5. See Amendment 01 of the solicitation.
1. L.2.1.1 conveys that the only part of the proposal subject to a page limit is the written narrative section (section j of the past performance questionnaire). Is the written narrative section limited to 4 pages per past contract, or are all the narrative sections combined limited to 4 pages?
ANSWER: The page limit only applies to the requested written narrative of the volume required in L.4.1.4. Pages of PWS/SOW/Past Performance Questionnaires shall be submitted as stand-alone attachments with no page limits and will not count towards the page limits for Volume 1. All the narrative sections combined are limited to 4 pages.
1. Clarification: Per Section L.4.1.3, the three Past Performance contracts that offerors are required to provide shall meet the National Park Service standards.
1. Is it possible for some of our clients to re-send the forms they have already provided on a bid earlier this year, also for the U.S. Army?
ANSWER: Please refer to Section L.4.1.6 of the solicitation. Each PPQ is unique to the action it is attached to. Therefore, we will need to be provided the PPQ attached with this action.
