About this file
This document contains questions and responses related to solicitation number W56HZV-21-R-L032 for exhibit design services for the National Mounted Warrior Museum. The solicitation seeks proposals for an 11-month base period of performance from June 1, 2021 through April 30, 2022 to design exhibits at the museum located at Fort Hood, Texas. The Army Contracting Command - Detroit Arsenal intends to award a firm fixed price contract under a total small business set-aside. The museum space totals 14,000 square feet and will feature a rotunda with four dioramas and galleries containing over 100 text and graphic panels and over 150 artifacts. The responses clarify requirements and deadlines around past performance questionnaires, pricing attachments, and the inclusion of subcontractors. No incumbent contractor is currently performing these services as this is a new requirement.

Date: April 23, 2021 Solicitation No: W56HZV-21-R-L032
No.
RFP Question
RFP Response
1
Does the National Mounted Warrior Museum have an in-house graphic design style that contractors are expected to follow? Or is the museum looking for a custom-designed graphic identity for the new exhibits?
No. The museum does not have an in house graphic style. The contractor shall propose its own custom graphic design.
2
Does the museum anticipate that the design contractor will need to obtain image rights licenses for the images selected for reproduction (shown in "Exhibit 1_National Mounted Warrior Museum Exhibit Plan.pdf")?
No. Image rights will be obtained by the Army.
3
The solicitation states that the museum will provide Final Text no later than 90 calendar days after the start of the contract. Does the museum anticipate a need for the design contractor to edit or proof this text?
All editing will be done by the Army.
4
We saw the RFP for Exhibition Designer for the National Mounted Warrior Museum (W56HZV21RL032) and read that "AV components will be generated and produced by Army Museum Enterprise." I was wondering whether a media vendor has already been contracted or if you're doing the work in-house. If not, are you planning to issue an RFP for the production of the AV media components? When would you be aiming to release this RFP?
All media for the AV components will be generated by the Army. There will be no need to contract that work out. The RFP was released on 16 April 2021.
5
Can you provide and [sic] further information in addition to the partial plan of the rotunda about the new museum (plans, sections, renderings, site plan)?
The Exhibit Plan shows a floorplan of the rotunda. All available information is contained in the RFP, Exhibits, and Attachments.
6
Is the tank located outdoors considered part of the exhibit scope for interpretation?
Graphic signage for the outdoors tank is part of this contract, not the tank itself.
7
Would you consider sculptural representations of the soldiers themselves in addition or substitution of the Props/mannequins?
The fabrication budget is predicated on high quality mannequins throughout the museum, with sculptural figures only in the rotunda.
8
What deliverables are you requiring in the various Design packages for audio, video and multimedia kiosks.
The offeror shall design the kiosks, which would include specifying the equipment inside the kiosks. The design for the kiosks shall show placement on the floorplan, and the offeror’s design and details of its construction to the same level of detail that the case designs will be shown at.
9
Is the exhibit designer responsible for all writing, content research, photo research and photo rights for materials used in the exhibit?
The final text appears in Exhibit 1, National Mounted Warrior Museum Exhibit Plan, of the RFP. The exhibit designer is not responsible for writing, content research, photo research and photo rights for materials used in the exhibit.
10
Has any work already been performed (i.e. consultation, master planning, concept design, etc.) for the National Mounted Warrior Museum by contracted vendors? If so, are those vendors precluded from responding to this solicitation?
No work has been performed for the National Mounted Warrior Museum exhibits by any other vendor.
11
Will you be making a selection solely from the solicitation responses, or will you be interviewing a selected shortlist of offerors?
In accordance with Section M.3.5 of the RFP, the Government intends to award without discussions. However, under FAR 52.212-1(g), the Government reserves the right to hold discussions, if necessary. An award will be made to the offeror whose proposal represents the best value to the Government in accordance with the criteria set forth in Sections L and M of the RFP, and is eligible for award.
12
If we include an exhibit fabricator on our team for cost estimating services during the design phases, is the fabricator precluded from proposing on the eventual solicitation for exhibit fabrication and installation?
No, an exhibit fabrication firm working with the designer during the design phase of the project would be allowed to participate in the fabrication/installation phase of the project.
13
Are you anticipating any digital media and/or films in the museum/exhibits? If so, should we include a media developer on our project team? Or will you be releasing a separate solicitation for media development and production?
Existing media products are being used.
14
If we include a media developer on our team, is that vendor precluded from performing the media production services?
All media is being produced by the US Army; therefore, no media production will be contracted out for this project.
15
On page 19 of the Solicitation, there’s no requirement for a 100% Final Design Package. It appears to go from C.5.4.7 (90% Final Design Package) to a requirement for graphic production files C.5.4.8 (100% Final Digital Art). Is that correct, or is that an oversight?
The 100% Final Digital Art should include the Final Design package which incorporates any comments on the 90% design package.
16
The Past Performance Questionnaire (Attachment 0001) states that responses must be received by April 21 (today). Is that correct, and if we fail to meet that deadline, are we disqualified from being considered for this project? Is it acceptable if Attachment 0001 responses are returned by May 14, the same due date as the Solicitation responses?
The deadline for the past performance questionnaire (PPQ) has been revised to align with the proposal response date of 17 May 2021.
17
There are no requirements in Volumes 1, 2, or 3 for any information about the Offeror (proposing firm), such as company information, background, experience, key personnel, etc. Is that correct? Or is that information that should be included in the optional 4-page Proposal Executive Summary?
The offerors shall use the executive summary to provide company information, background, experience, key personnel, etc. The Government will not evaluate the Past Performance experience based on experience listed in the executive summary.
18
The requirements for Volume 1 Past Performance only include information for two Recent Contracts? May we include more than two recent projects?
Per Section L.4.1, Volume 1- Past Performance, only two recent contracts shall be provided.
19
Page 76 of the Solicitation makes reference to the “importance of these three factors,” but only two factors – Past Performance and Price – are listed. What is the third evaluation factor?
Past Performance and Price are the only evaluation factors. Section M.4 “importance of these three factors” is changed to “importance of these two factors”
20
Can you please clarify how we are to use and submit Attachments 0003, 0004, and 0005? L.4.2 Volume 2 Price notes that we are to submit Attachment 0002 (Excel Pricing Workbook), but except for L.4.2.4.3, there are no references to the other pricing attachments.
Attachments 0003 (CDRLs A001-A004), 0004 (CDRLs A005-A008), and 0005 (CDRLs A009-A012) identify potential data requirements in a solicitation and deliverable data requirements in a contract. Such data is not separately priced.
Offerors are required to submit completed Attachment 0002- Pricing Workbook. Sections L.4.2.4.1, 2, 3 are removed from the solicitation and marked as Reserved.
21
L.4.2.4.3 states that Attachment 0003 is for Use of Government-Furnished Property, but the actual attachment appears to be for specific contract deliverables (i.e. Quality Assurance Plan, monthly Status Reports, Schedule, etc.). Please clarify.
Section L.4.2.4.3 of the solicitation has been removed and marked as Reserved. See Amendment One of the solicitation.
22
First, from what I can understand, the Past Performance form seems to be completed by our past clients themselves, not us? I am not really understanding the past performance form. Also, it states that it is due April 21, 2021, which is tomorrow even though the submittal is due in May. Can you provide guidance to me on that form.
The past performance questionnaire (PPQ) shall be completed by offeror’s past clients. Section L.4.1.5 of the solicitation requires offerors to submit completed PPQs, which the Government will use to validate how well the offeror performed the contracts submitted for evaluation. This information is used in the assignment of an overall confidence rating regarding the offeror’s ability to perform a future contract.
The deadline for the PPQ has been revised to align with the proposal response date of 17 May 2021.
23
The contracted amount is to be FIXED – does that mean reimbursable expenses, such as travel and printing, are to be included in our fees?
The reimbursable expenses such as printing shall be included under the Firm Fixed Priced CLIN 0001 identified in Attachment 0002-Pricing Workbook. The offerors are required to make two trips to FT Hood. The first trip is the kickoff meeting which is indicated in section 1.6.9 of the PWS. The second trip is a trip to do a review of the design and this is described in Section 1.6.10 of the PWS. The cost of these trips shall be included under CLIN 0003 identified in Attachment 0002- Pricing Workbook Amendment One.
24
Also, I am sorry, but I really do not know what Attachments 3, 4 and 5 are telling us. I see each is for a different deliverable and they are saying how many copies, but are these forms part of the final submittal?
Attachments 0003 (CDRLs A001-A004), 0004 (CDRLs A005-A008), and 0005 (CDRLs A009-A012) identify potential data requirements in a solicitation and deliverable data requirements in a contract. Such data is not separately priced.
25
From what I read, closer to the due date, I am to request from you and Ms. Kimberly Nelson, a drop safe code, to which our submittal is then upload onto?
Correct. Per Section L.2.2.1 note “It is recommended that this request is submitted no sooner than 14 days (Drop Off Requests are only valid for 14 days), and no later than 72 hours, prior to proposal due date and time”, please submit a request for a DoD SAFE Drop Off code no earlier than May 3, 2021.
26
If a company prevails and wins the exhibit design portion of the project would they be precluded from bidding on the following exhibit fabrication RFP to build the exhibits?
Offeror that will be awarded the exhibit design portion of the project will not be precluded from bidding on the following exhibit fabrication RFP to build the exhibits.
27
I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.
If this is a follow-on requirement, could you please provide the previous contract or task order number?
This is a new requirement.
28
I wanted to ask whether the “Completed Past Performance Questionnaire” is required in order to submit a proposal?
It looks as though the deadline for the questionnaire is after the RFP is due, so I wasn’t sure what the relationship is between the two.
Section L.4.1.5 of the solicitation requires offerors to submit completed PPQs, which the Government will use to validate how well the offeror performed the contracts it submitted for evaluation. This information is used in the assignment of an overall confidence rating regarding the offeror’s ability to perform a future contract.
The deadline for the PPQ has been revised to align with the proposal response date of 17 May 2021.
