Can the Government please confirm that we are not to provide Section B Tables filled out?
Confirmed. Section B Tables do not need to be filled out. In accordance with Section L.4.3.2, offerors are required to submit the completed Attachment 0003 - Pricing Workbook with their proposal.

Operating in the COVID-19 environment has brought some issues and uncertainty within Industry and the Government in regards to contracts. Will the Government include a CLIN for the base and Option years to handle expenses incurred due to COVID-19 or COVID-19 like environments? As an example, if the workforce travels to a location, and while there, or upon returning the location is deemed a hot spot, or for any reasons the government requires quarantining or other requirements, these costs can be captured and expensed. If the CLIN is possible, will the government provide a plug number, or state it will be handle post award to ensure the competition is level?
The USG will not establish a CLIN for COVID-19 environmental issues at this point. This can be determined post award prior to any travel requirements being approved.

CDRL A002 states "upon completion of transition (30 calendar days) with the incumbent contractor" which conflicts with “At the beginning of the phase-in” as stated in the C.2.2. Recommend day one of phase-in is when the staff is certified but also reported per CDRL A002 requirements, Transition Phase-in Report.
The USG requires the contractor to certify personnel meet the training and experience criteria as specified at the beginning of the Phase-in.

As stated this either conflicts with the PWs requirements in C.4.3.7.6. Or needs the requirements defined, such as the course length, number of participants, etc. like the other critical tasks definitions in C.4.3.7 Current Army M&S Resident Courses Program of Instructions (POI) and courses under development. Can you provide us with frequency and course load for 8 M&S community of practice sources?

The 5th position listed in C.3.3.5.1 is not listed in L.4.1.1 and M.4.1.1. Recommendation is the position is listed as key personnel and included in the proposal evaluation.
The USG will take your recommendation under consideration.

Geospatial is a very technical field like Computer Systems Engineer Network SMEs (STE Operations) (Page38 of 100). The Computer Systems Engineer Network SMEs (STE Operations) does not require Command and General Staff College/War College/School of Military Studies graduate. Recommend the government remove the Command and General Staff College/War College/School of Military Studies graduate for the Army Geospatial SME.
Refer to section C.3.3.8 of the RFP Amendment 02, posted on 30OCT20.

Recommend offeror include how their personnel are compliant with DoD 8140 (DoDD 8570) requirements as part of their staffing plan for this LCAT. The requirement as stated in C.3.3.8 page 38 refers only to the IAM certification for RMF requirements in the PWS.
The offeror shall submit minimum qualification information in accordance with C.3.3.5.1 and C.3.3.8.

The Computer Systems Engineer Network SMEs (STE Operations) is a technical field with defined DoD and industrial certification requirements. Recommend the Government accept the following substitutions for a bachelor's degree (HS diploma and 8 yrs. of experience, Associates and 4 yrs. of experience).
The offeror shall submit minimum qualification information in accordance C.3.3.8 for the Computer Systems Engineer Network SMEs (STE Operations).

How does the Government see this requirement being implemented into the contract? Does the Government see this courseware as additional/new instruction, or replacing current instruction? If this is additional/new instruction, given that during the ADDIE process the methodology for delivery is approved by the Government, and this has a significant impact on determining Level of Effort (LOE) the current PWS does not provide sufficient detail to determine LOE for FFP contract. Given that this information is not present, hours alone are not sufficient. Would the Government consider establishing a CPFF CLIN that can be negotiated once the methodology for delivery is decided on?
The USG views this as new course development only and not for updating current instructional material. Sufficient information has been provided by the USG regarding the methodology of delivery at C.4.3.6.4. The USG will not setup a CPFF CLIN.

Will the infrastructure referred to be provided by and hosted by the USG? If not, will the offeror be reimbursed for the related cost to include compliance with all cybersecurity requirements?
The USG will provide the required infrastructure and host. Refer to section C.4.3.10.3 of the RFP Amendment 02, posted on 30OCT20.

Within Section C.4.6.9 - C.4.7.2 there are only two of the sections listed as a CDRL. Are the other deliverables to be part of a CDRL? If so can the Government provide the CDRL number?
The USG has determined all elements of C.4.6.9 and C.4.7.2 can be rolled up into the CDRLs A044 and CDRL A045, respectively. Refer to RFP Amendment 02, posted on 30OCT20.

Section L.4.2.5 states November 16 and the PPQ states November 13. Can the government please confirm which date we should have the PPQ's submit to you?
The correct date is 16 November 2020, which is the RFP closing date. Refer to RFP Amendment 02, Attachment 0002 - Past Performance Questionnaire, posted on 30OCT20, for date correction.

We recommend the Government pull CPARS for the Past Performance Citations.
The USG will evaluate offerors’ past performance in accordance with Section M.4.2.

What is the files size limitation for submission?
In accordance with DoD SAFE, files should not exceed a maximum of 8 (eight) GB.
15.
Is offeror limited to only submitting personnel and staffing based on the requirements in C.3.3.8 Personnel Qualifications?
The offeror shall submit minimum qualification information in accordance with C.3.3.8 for personnel identified in paragraph L.4.1.1.
16.
Is a 8.5inch x 14 inch dimension consider 1 page?
No, a standard page is 8.5 x 11.
17.
Section L.4.2.5 states November 16 and the PPQ states November 13. Can the government please confirm which date we should have the PPQ's submit to you?
