RTCH FLTK Q&A

09 April 2021

1. Do you happen to have the part numbers on the pelican tool boxes? I don't seem to see them on the parts list.

Government Response: The part numbers are included in Attachment 0002, Block 17, paragraph C. :

Case 1: Part Number 0450 Case 2: Part Number 1780T

2. Attachment 0002 of the procurement lists the old 0450 tool box. Would the Government confirm that all the items required will fit in the current tool box? Also, will the Government provide new drawings to offerors?

Government Response: The tool box is a commercial item, therefore the Government does not have control of the configuration. The Government will not be providing new drawings to offerors. The Government is modifying contract sections C.2.2 and C.4.2 to allow the selected contractor to present information on parts configuration during the start of work meeting and describe how it affects packaging instructions to ensure all the tools fit in the 0450 tool box.

3. We are working on the packaging for this solicitation and have a question about the crate for the Jack Stand Kit components. The one pictured in the SPI for the jack stands shows a crate sitting on top of a pallet. Is that the desired method or can we propose a crate built on 4x4 runners not sitting on top of a pallet? Also, does the crate need to be a cleated crate?

Government Response: The contractor shall meet the requirements of Attachment 0003 – Jack Stand Assembly, Block 17 note I. The exterior shall be built in accordance with ASTM D7478, Type II, Class 2, Style A. Details on how to construct the crate to include the cleats is listed in ASTM D7478. Packaging methods outside of the standards identified in the statement of work will not be acceptable.

4. In accordance with RFP section A.1 Electronic Contracting requirements for solicitation W56HZV-20-R-0255, the following question is submitted:

According to CAT, the following parts have been discontinued:8S-7625 collar and 8S-7620 base gp. Also part 4C-6486 stand group has been superseded by three different parts. Offeror plans to respond to the requirements with the three parts that superseded 4C-6486, however, what would the Government like to do with respect to the discontinued items?

Government Response: Caterpillar has discontinued part numbers 8S-7625 and 8S-7620; therefore, these part numbers have been removed from the solicitation. In addition, part number 4C-6486 has been removed from the solicitation and replaced with part numbers 2845122 – Stand, Lifting and Jack Stand Base, 2831482 – Medium Tube, and 2831493 – Long Tube. Attachments 0001, 0003, and 0008 have been updated to reflect these changes.
