Key details include that Amendment 0002 adjusted the quantity ranges and corrected CDRL and parts list references. Delivery of CLIN 0002AA was changed from 30 days to not require concurrent build with CLIN 0001AA or building lots prior to orders. The Army Materiel Command is the contracting agency, and a waiver for activated carbon was not granted.

SOLICITATION QUESTIONS:
12 May 2020
1. For Section B, CLIN 0002AA, the range quantities show 0-100 and 101-200 but the Government states their minimum order is 330 filters. If the Government is unable to order in these ranges, should these range quantities be removed from the contract and evaluation?
Government Response
Range Quantities have been adjusted in accordance with Solicitation Amendment 0002.
2. In Section B, CLIN 1001, CDRL A007 should be Request for Variance (RFV) to match Exhibit A.
Government Response
Corrected in accordance with Solicitation Amendment 0002.
3. Section C.4 indicates that PL5-19-7407 is required. Is that a typo and should it be PL5- 19-6407? If PL5-19-7407 is correct please provide this parts list. Can the Government provide the correct parts list, PL5-19-6407 or PL5-19-7407?
Government Response
This was a typo. PL5-19-7407 should have said PL5-19-6407. Corrected in accordance with Solicitation Amendment 0002.
4.1 In clause 52.211-8, the delivery schedule for CLIN 0002AA indicates that the contractor is required to make deliveries on CLIN 0002AA 30 DADC while in production. 1. The lead time for materials for new production is over 30 days. Does the Government intend to require the contractor to stock material at their own risk for materials that may never result in delivery orders?
Government Response
No, the Government does not expect the contractor to stock material at their own risk.
CLIN 0002AA delivery schedule has been changed in accordance with Solicitation Amendment 0002.
4.2 If the contractor is in current production, delivering an order 30 DADC would likely result in the contractor having to build multiple lots in parallel. Does the Government intend for the contractor to build filter lots for CLINS 0001AA and 0002AA concurrently?
Government Response
The Government will not require the contractor to build CLIN 0002AA concurrently with CLIN 0001AA.
4.3 The time required to perform PLT on a filter lot and have it approved will likely require more than 30 DADC. Does the Government intend for the contractor to build filter lots at their own risk prior to receiving a delivery order?
Government Response
The Government does not intend for the contractor to build filter lots at its own risk.
Delivery Schedule has changed in accordance with Solicitation Amendment 0002.
5. Would the Government waive paragraphs 3.4.2.1 and 3.4.2.2 for MIL-DTL-32101B with NORs 258-0019-001 and NOR 258-021-001 to allow competition for activated carbon?
Government Response
The Government will not waive paragraphs 3.4.2.1 and 3.4.2.2 for MIL-DTL-32101B with NORs 258-0019-001 and NOR 258-021-001.
6. Regarding the required delivery for CLIN 0002AA when FAT is not required, the RFP currently requires 30 DADC when in production. That is a problem given the Government lab at CCDC CBC typically has a 30-day turn around for production lot testing and the PCO has 30 days to approve. Can the Government revise this required delivery schedule to begin deliveries as soon as CLIN 0001A is completed provided that contractor has been given the required a 60-day notice to exercise the option?
Government Response
Delivery dates have been changed IAW solicitation amend 0003 and IAW 52.211-8, the contractor may ship early at no additional cost to the Govt.

7. When drawing 5-19-6410 was updated to revision F, incorporating NOR 980-0210-001, the dimensional change, item 4 was omitted allowing the dimensions to revert back to the pre NOR values. The other three changes that were part of the NOR were incorporated. Was this an oversight or did the government intend to reduce the clearance allowed for the filter gaskets?
Government Response
The Government intended to reduce the clearance.
