S-280C/G W56HZV-20-R-0024 QUESTION & ANSWERS
11 June 2020
**REVISED 12 JUNE 2020**
1. QUESTION: Section L.3.1 Past Performance Volume defines recent as within the past five years (L.3.1.1) and section L.3.1.2 c states “Successfully passed First Article Testing on Shielded S-280 C/G Shelter per ASTM E1975-18 or successfully passed First Article Testing on similar shelters.” Please clarify does the First Article Testing need to be within the past five years to qualify as a relevant past performance. This response is key to determine the customers that we will use for our past performance surveys and in turn this is the reason we have requested a two week extension as well.
ANSWER: The First Article Test (FAT) requirement has to do with showing the submitted contracts are relevant as defined in solicitation section L.3.1.2, but the FAT itself does not have to have been performed within the last 5 years.
2. QUESTION: Will the previous technical manuals be provided by the government, in native format, to allow for an update to assure inclusion of the changes? Or will a completely new Technical Manual, Validation, Tech Pub Manual and Provisioning Parts be created? CDRLS A011 – A014. In addition section C.9.4.1 it states the government will update the technical manual and we are to provide support? How do we know how much support is needed? Section C.10.1 States The contractor shall updated TM 10-5411-297-13, which is contrary to C.9.4.1 saying we are providing inputs and support?
ANSWER: Updated Section J – List of Attachments to include the Technical Manual as Attachment 0007:
TM 10-5411-207-13&P
PIN 106314
Pub Date of 04/15/2016 Title: OPERATOR AND FIELD MAINTENANCE MANUAL INCLUDING REPAIR PARTS
AND SPECIAL TOOLS LIST FOR SHELTER, ELECTRICAL EQUIPMENT (NSN 5411-01-
092-0892) S-280C/G SHIELDED (NSN 5411-01-304-3069)
ANSWER: Revised Section C.9.4.1 to state the following in forthcoming solicitation amendment 0001:
Contractor Support of Technical Manual Revision (CDRL A012): The Technical Manual will be revised from the existing Technical Manual, TM 10-5411-207-13&P (Attachment 0007), by the contractor. If Government revisions are necessary to the TM, the contractor shall provide contractor support. To support Government revisions of the Technical Manual, if needed, the contractor shall make available a First Article Unit or a production unit, as well as the necessary personnel, facilities, equipment, tools, test equipment, supplies, and pertinent documents. The contractor will provide the Government with timely notification and supporting documentation, including dimensional drawings and photographs pertaining to any design or construction deviation which necessitates a procedural, descriptive, or illustrative change in the Technical Manual. The contractor shall consider support of the Technical Manual revision in the pricing proposal for CDRL A012.
3. QUESTION: Please provide the maximum & minimum guaranteed ordering quantity. On page 7 a note states each ordering year quantity is an estimate that MAY be ordered over a 12 month period.
ANSWER: This is a Requirements contract in accordance with FAR Clause 52.216-21 Requirements, so there is no minimum and no maximum, only estimates.
4. QUESTION: All CLINS for year each indicate that shipping address will be provided prior to scheduled delivery. Then the CLINS are designated at FOB Destination. The shipping address must be provided to assure accurate and competitive pricing of each items. Then in section F.8 it provided percentages of location. Please provide the ship to address to be used for this solicitation as this could provide an unfair advantage in pricing or make the solicitation FOB Origin.
ANSWER: This contract is for requirements that come through the Government and the Government may use this contract to fill requirements for other Government agencies or Foreign Military Sales (FMS) customers. Section F.8 provides the Long Term Contracts – FOB Destination percentages of where requirements may be delivered. The physical address for Sierra Army Depot is 74 Currant Street, Herlong, CA 96113; however, other physical addresses are not known until customer orders are received.
5. QUESTION: The CLINS do not include part numbers and the descriptions on the contract do not match the price attachment 0004. For example CLIN 0011 is named “First Ordering Year – S-280 C/G Shelter” on attachment 4 it is named “1st Ordering Year – S-280C/G Shielded without Mobilizer Kit” The solicitation should have a part number and proper description for each CLIN. This is observed on every CLIN except the FAIs actually have part numbers.
ANSWER: Section C.1.1 identifies Shelter type, associated CLINs, and NSN numbers. Section B CLIN structure extends the shelter type under “commodity name” and corresponds with Attachment 0004. The CLINs are updated to include the NSN in forthcoming solicitation amendment 0001.
Shielded S-280C/G Shelter without Mobilizer Adapter Kit: CLIN(s) (0011 – 0015) NSN: 5411- 01-304-3069
Unshielded S-280C/G Shelter without Mobilizer Adapter Kit: CLIN(s) (0021 – 0025) NSN:
5411-01-092-0892 Shielded S-280C/G Shelter with Mobilizer Adapter Kit: CLIN(s) (0031 – 0035) NSN: 5411-01- 304-3069 Unshielded S-280C/G Shelter with Mobilizer Adapter Kit: CLIN(s) (0041 – 0045) NSN: 5411- 01-092-0892
6. QUESTION: Section C.8.2.2 indicates the following “The Government shall witness all testing unless a specific waiver to this requirement is granted by the contracting officer.” How can we request a waiver for FAI? There is not a waiver form in the solicitation.
ANSWER: The waiver is not a FAI waiver, this statement is in case the Government for one reason or another cannot physically be present to witness a First Article Test. The Government does not intend to waive First Article Testing on this contract. Section C.8.2.2 revised to state the following in forthcoming solicitation amendment 0001:
“The Government shall witness all testing unless government personnel are physically unable to attend, for then the Contracting Officer will grant written permission for the absence of government attendance.”
7. QUESTION: Section M.2.1h mentions an administrative volume. I do not see a requirement to submit an administrative volume.
ANSWER: M.2.1h revised to state in forthcoming solicitation amendment 0001 “… IAW Volume IV: Proposal Terms and Conditions of L.6.2.” Section L.3 Evaluation Factors 4. is revised to remove “Administrative” and change to “Proposal Terms and Conditions Volume IV”.
8. QUESTION: Please consider providing a 2 week extension to the solicitation.
ANSWER: The solicitation closing date is extended to 08 July 2020.
**NOTE: REVISED WITH AMENDMENT 0002: THE SOLICITATION CLOSING DATE
IS CHANGED TO 26 JUNE 2020. SORRY FOR ANY CONFUSION THIS MAY HAVE
CAUSED**
9. QUESTION: We are working on S-280 C/G Solicitation, we need your assistance with the shock mounts:
SMC-947237
SMC-555515-3
SMC-947230
In the past we contacted with Fenner that is supplier that mentioned on the drw but they told us they are not manufacturing these shock mounts anymore.
Can you assist us in finding another manufacturer in the US?
ANSWER: No, the government cannot assist with finding another manufacturer in the US. The drawings state "AS SUPPLIED BY WINFIELD INDUSTRIES, BUFFALO, N.Y. OR EQUAL".
Winfield Industries is a suggested, not mandatory, source. The shock mount must meet the properties as listed on the drawings.
