1. Environmental Considerations

0. Waste Reduction: Contractor shall abide by NSSC’s commitment to reduce natural resource consumption and solid waste generation through resource recovery, re-use, and recycling. Integrate source reduction into all activities, to include minimizing all packing and packaging materials for items being shipped to NSSC.

0. Collection and Disposal of Construction and Demolition (C&D) Waste Streams:

1. C & D waste consists of all non-hazardous waste streams generated during construction, renovation, maintenance, repairs, and demolition projects. Waste streams include, but are not limited to the following materials: lumber, reinforcing steel and other metals, piping and wiring, concrete, brick, plaster, wall board, roofing material, insulation, plumbing fixtures, doors, windows, and asphalt. Of these materials, asphalt pavement, brick, concrete, wood, metal, glass, and clean gypsum wallboard are subject to the Massachusetts waste ban (310 CMR 19.017) and shall be segregated for recycling, reuse, or disposal in accordance with 310 CMR 19.017, no exceptions.

The waste management plan shall include a characterization of wastes to be generated (types and quantities and plans for maximizing the diversion of waste through recycling and re-use).

1. The Contractor shall achieve a minimum performance requirement of sixty (60) percent diversion for all C&D waste, by weight, from landfill disposal. It is the Contractor’s responsibility to arrange collection and delivery of all C&D waste materials to the appropriate recycling center or transfer station that accepts C&D waste for the purpose of recycling.

The location and removal time-frame of all dumpsters requires approval from the government and shall be coordinated with the COR at the pre-construction meeting or a minimum of five (5) business days in advance of use of any dumpster. Dumpster locations shall also be coordinated with NSSC Department of Public Works (DPW), Roads and Grounds division, for protection of the landscape and sprinklers and to negate any impact to snow plowing. Dumpsters shall be a minimum of eighty (80’-0”) from all occupied buildings. The COR shall be responsible for coordinating dumpster locations with DPW, Command Group and Security Police.

1. The Government reserves the right to retain possession of any items designated to be removed and disposed of by the Contractor.

1. All waste streams generated from any work related to this project shall be the responsibility of the Contractor to separate on site and properly dispose in accordance with the NSSC “Integrated Solid Waste Management Plan” (See Attachment 4).

1. The Contractor dumpster shall be emptied the same day it is filled to the top. The Contractor dumpster shall not have any loose debris that can be blown out by windy conditions or being moved.

Should the EHO determine that reporting by the Army on behalf of the Contractor is required, the fact that the Army has reported the release shall not in any way relieve the Contractor of their financial liability to complete the cleanup at no additional expense to the Army.
