18 C.5.6
a) How does the "Information Assurance (IA)/Information Technology (IT) Training" requirement apply to a small business?
b) Is this in reference to a business internal, a higher classification computer, or access to the US Army’s secure network?
c) Do small business company or contactor IT administrators have to meet all requirements as specified in DoD 8570.01?
a) The IA/IT Training requirement (Section C.5.6) applies to all businesses regardless of size classification. All offerors must complete the IA/IT training on an annual basis to gain and maintain access to the Army's secure network.
b) Access to the US Army’s secure network
c) Small Businesses and contractor IT administrators are only required to following the requirements as specified in DoD 8570.01 if, and only if, the Offeror requires an IT Admininistratirve account(s). As such, only IA training is currently required for this effort since only normal user accounts are currently required. B.5 / Section J Attm
RFP Section B.5 identifies estimated ordering quantities that do not match the evaluation quantities shown in RFP Attachment 0026 (Table 1). Is this discrepancy on purpose? If so, can the Government explain the reasoning behind the difference so that we can account for that in our pricing strategy? If not, which quantities are correct, those in Section B.5 or those in Attachment 0026?
No, the discrepancy is NOT on purpose. Section B.5 displays the correct estimated quantities. Attachment 0026 will be updated to reflect the quantities as shown in B.5 on forthcoming amendment 0002.

Question and Answers (Q&A) on Solicitation W56HZV-19-R-0193 for the Family of Heavy Tactical Vehicles (FHTV) Protection Kits (Armor)
20 Section J Attm 0026
RFP Attachment 0026 identifies two quantity ranges for each of the armor CLINs. In previous FHTV Armor Protection Kit contracts, there were anywhere from two to four quantity ranges for each of these CLIN. Given that the estimated order quantities tend to fall at the extreme boundaries of the current ranges, is there a reason that the Government chose to reduce the number of ranges? Further, weighted averages in Order Year 2 (OY) through Order Year 5 are all shown as 50%/50%, which also does not correlate with the expected order quantities. What is the Government’s logic behind this lack of correlation? Would the Government consider adding additional ranges and weighting correlated to estimated order quantities in order to receive more accurate pricing?
The Government chose two ranges for this RFP after evaluating the procurement history for the FHTV Protection Kits. All quantities included in Attachment 0026 are considered ESTIMATES. The Government assigned a 50%/50% evaluation weighting for all items in OY 2 through OY 5 since the Government forecasts that it is equally likely to order quantities in either range for those ordering years.

21 N/A
If an Offeror currently has existing stock of FHTV Armor Protection Kits already built to the requirements of the previous contract and in storage ready for delivery, then would the Government consider these kits as part of the Offeror’s overall offer?
No
1/6/2020 1/21/2020
22 Section J Attm 0029
Will the Government add a PLSA1 Vehicle to the GFP List (Attachment 0029) for purposes of evaluation and calculating rental costs for the vehicle?
No, the Government will NOT provide a PLSA1 vehicle as GFP for this effort. The HEMTT 978A4 and M915A5 vehicles currently listed on the Attachment 0029 - GFP List are the only items that will be provided as GFP for purpose of the Offeror fitting up the Offeror's produced Protection Kits to the vehicles. Also, the Government erroneously included Line Items 3 through 7 on the GFP list. Please disregard these items on the GFP List. The Government will remove these items from the GFP list via Amendment, 0003, to Solicitation W56HZV-19-R-0193.

Question and Answers (Q&A) on Solicitation W56HZV-19-R-0193 for the Family of Heavy Tactical Vehicles (FHTV) Protection Kits (Armor)
Section J Attm 0005 and 0019
Attachment 0005, "HEMTTA4/PLSA1 Underbody Kit TDP," consists of four sub-kits which include the Common Armor Kit, PLSA1 Push Kit, HEMTTA4 Push Kit, and Fixture Kit which together encompasses NSN 2540-01-591-9452 according to several references to the Underbody Armor Kit throughout the solicitation .
However, the Special Packaging Instructions (SPI) included within Attachment 0019 only provides packaging instructions for the Common Armor Kit and references the same aforementioned NSN and Part Number 57K7666. Is the Government only intending to order the Common Armor sub-kit or all four sub-kits as provided in Attachment 0005?
The HEMTTA4 and PLSA1 Underbody Kit consists of all four sub-kits as currently shown in Attachment 0005 dated 16 Oct 2019. The Government is currently in process of re-provisioning NSN 2540-01-591-9452 to match Attachment 0005 dated 16 Oct 2019. Attachment 0005, "HEMTTA4/PLSA1 Underbody Kit TDP" dated 16 Oct 2019 is the requirement for the HEMTTA4 and PLSA1 Underbody kit. The Government will be removing Attachment 0019 (AK15919452 HEMTTA4 and PLSA1 Underbody SPI) from the RFP and will add packaging instructions for the Underbody Kit directly into Section D in a forthcoming Amendment, 0004, to Solicitation
W56HZV-19-R-0193.

C.2.2 , E.2.14.4, E.2.16.1.3
The RFP language refers to MIL-DTL-32375 in Section E.2.14.4 and MIL-DTL- 32375B in Section E.2.16.1.3. Which version is applicable to this effort?
Please refer to Section C.2 which states "The Contractor shall adhere to the latest versions of references to MIL-STDs, Army Regulations, and guidance unless otherwise stated." The Government refers to MIL-DTL-32375 under Section C.2.2 without the "B" which indicates that the Offeror shall adhere to the latest version of MIL-DTL-32375 unless otherwise stated.
(a) Section E.2.14.4 (Component First Article Testing (CFAT)) refers to MIL-DTL- 32375 which means the Offer shall adhere to the latest version.
(b) Section E.2.16.1.3 (First Article Inspection (FAI)) refers specifically to MIL-DTL- 32375B which is an error.
The Government will remove the "B" from Section E.2.16.1.3 in forthcoming Amendment, 0004, to Solicitation W56HZV-19-R-0193.The Offeror is required to adhere to the latest version of MIL-DTL-32375. 2/3/2020 2/4/2020
25 Section J, Attm 0005
Drawing number 12575842 of Attachment 0005, "HEMTTA4/PLSA1 Underbody Kit TDP," has many components that call for 7085 Aluminum per MIL-DTL-32375 with no alternate material listed on the drawings. Is there an approved alternate material that could be more cost effective?
No, there is NOT an approved alternative material.
2/3/2020 2/4/2020
26 Section J, Attm 0019
Amendment 0005 changed the title and date of Attachment 0019 as follows:
FROM: "HEMTTA4/PLSA1 UNDERBODY SPI AK15919452" dated 19-APR-2017.
TO "RESERVED" dated 10-FEB-2020.
Is this an additional attachment or an attachment in lieu of the original Attachment 0019?
The original Attachment 0019 was removed from the RFP. There is NO Attachment 0019 as of Amendment 0005. Attachment 0019 is now "RESERVED".
