About this file
This document contains a technical data package (TDP) requirements appendix and related appendices for the production of Heavy Tactical Vehicle (HTV) Protection Kits. The TDP shall follow revision requirements and contain applicable elements and drawing types per MIL-STD-31000, with fully dimensioned parts and appropriate government CAD parameters. Native CAD solid modeling shall be used for 3D models and associated 2D drawings, which must be associative and use driving dimensions sourced from models. Material assignment, indentured bills of materials, and TDP deliverable file formats are specified. Geometric validation property checks and other CAD modeling requirements are also defined. Appendix A provides a TDP option selection worksheet and Appendix B outlines required minimum CAD parameters. Appendix C contains a CAD model and drawing validation checklist. Appendix D provides an example indentured bill of materials format.
The related opportunity is a Request for Information (RFI) posted by the Department of the Army to determine small business capabilities for cost and software data reporting and configuration management tasks related to producing and delivering HTV Protection Kits for specified tactical vehicles. Responses are due by the required response date to the listed point of contact.

APPENDIX E
Attachment 0007
Technical Data Package (TDP) Requirements The Contractor shall follow the TDP revision requirements in the TDP Option Selection Worksheet and Tailoring Checklist, Appendices A and B respectively, and shall contain the applicable TDP elements and drawing types listed below and per latest version of MIL-STD-31000. All parts and assemblies shall be fully dimensioned, and include appropriate Government CAD parameters per Appendix C. The Contractor shall perform the validation Checklist before submitting TDP deliveries to the Government per Appendix E. CAD solid modeling software application shall be native to the existing TDP. Version of CAD software used for CAD data delivery will be agreed upon at the Start Of Work Meeting (SOWM). The Contractor shall not update CAD versions or change CAD software without prior Government approval. The Contractor shall verify that TDP opens without errors before each delivery.
Material Assignment in CAD Models The contractor shall assign material files to all parts within the native CAD models. The material files used on the part shall match the material called out in the notes and be the same applied to 2D drawings. Alternate material files shall be included in the CAD file and noted on drawings.
Indentured Bill of Material (IBOM) The Contractor shall reference Appendix D for an example of an IBOM.
TDP Deliverable File Formats

All models for new or modified parts/assemblies shall be per design intent. Models shall be parametric, feature-based, fully dimensioned and include appropriate tolerances, notes, and parameters. The 3D CAD models and 2D CAD drawings shall be associative. Dimensions in 2D CAD drawings shall be driving dimenions sourced from 3D CAD models sketched dimensions. Any change in either the 3D or 2D shall be automatically updated in the associated files. All dimensions needed to unambiguously define the product shall be called out in the 2D drawings.
All Source Control and Vendor Item Control parts shall be modeled with sufficient information for procurement. The Contractor shall assign Army Ordnance Part Numbers (AOPNs) to components with Government-Purpose or Unlimited data rights.
2. Shrink-wrap Solid Models.
Proprietry items, legacy items, and installation higher assemblies shall be modeled the least for form, fit and function with sufficient envelope, mounting and mating features. Weight and center of gravity shall be sufficiently defined for the intended purpose.
3. 2D PDF.
All 2D CAD drawings shall be fully dimensioned, shall meet the latest revision of MIL-STD-31000 requirements for a production level TDP, shall contain applicable MIL-STD-31000 elements, shall contain all applicable drawing types in accordance with ASME Y14.24, and shall be exported to 2D PDF with at least 300 dpi resolution utilizing “TrueType Fonts” and “Searchable Text” option. All 2D PDF files shall have text recognition capability.
