About this file

This document package includes a Cost and Software Data Reporting (CSDR) Plan template and related Request for Information (RFI) for heavy tactical vehicle protection kits.

The CSDR Plan template outlines reporting requirements for a potential five-year indefinite-delivery/indefinite-quantity contract to acquire enhanced ballistic protection kits for heavy expanded mobility tactical trucks, palletized loading systems, and line haul tractors. It specifies cost, software, and technical data reporting for integration, assembly, testing, hardware, packaging, systems engineering, program management, and other work breakdown structure elements. The template includes details on submission events and due dates, definitions, a work breakdown structure dictionary, and instructions for the contractor business data report and resource distribution table.

The related RFI from the Army Contracting Command seeks small business capabilities information for performing the CSDR and configuration management requirements for the family of heavy tactical vehicle protection kits. Responses are due by the specified date to the listed point of contact. The opportunity is designated as a small business set-aside for the production and delivery of armor protection kits for heavy expanded mobility tactical vehicles.

COST AND SOFTWARE DATA REPORTING PLAN
15. REMARKS
Family of Heavy Tactical Vehicles Protection Kits
**Special Remark**
Cost for items listed within the protection kit Tech Data Packages (TDP), shall be mapped into the specified protection kit "Hardware" Work Breakdown Structure (WBS) lines. All additiional items shall be mapped to the other WBS lines and per agreement with the CWIPT, during the Post-Award CSDR Conference.
1. Program Overview:
The Family of Heavy Tactical Vehicles (FHTV) Protection Kit contract is in support of a Department of Defense (DoD) requirement to acquire enhanced tactical vehicle ballistic protection under the LTAS that integrates armor protection into the Tactical Wheeled Vehicles (TWV), including the FHTV. Used to supply and support troops serving during wartime and in civil disaster environments.
2. Contracting Approach:
Small business set aside Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract consisting of five (5) ordering years.
3. CSDR Submission Dates
A. Dates identified in block 14.d are for planning purposes only.
B. Initial Report: Submission event 1 will have an “As of Date” on the last day of the contractor’s accounting period that is seven months after contract award.
C. Reports: Submission events two (2) through six (6) shall include all costs associated with the protection kits purchased within each ordering year. Ordering years are relative to the contract award (CA) date. Specifically, ordering year 1 covers the period from CA through 364 days after CA, ordering year 2 covers the period from the day after ordering year 1 ends through 364 days after the start of ordering year 2, and so forth. Costs reported in each submission shall be mutually exclusive of costs reported within other submissions. Reports shall be submitted when final end item has been delivered and accepted by the government (e.g., as evidenced by a completed DD 250).
D. Final Report: Submission event 8 shall be submitted when all end items ordered on the contract have been delivered and accepted by the government (e.g., as evidenced by a completed DD 250) and 95% or more of total contract costs have been incurred.
E. Due Dates: All "Due Date" requirements are equal to the "As of Date" plus 60 calendar days. If the calculated "Due Date" does not fall on a regular business day, the "Due Date" will be the next regular business day on the contractor's accounting calendar.
4. Special Contractor Instructions:
A. Delivery Order (DO) and Contract Line Item Number (CLIN) Assignment: The contractor shall specify which DOs and CLINs are included in the reported costs within the Remarks section of each Cost Data Summary Report (DD Form 1921).
B. These CSDR contract plans shall include reporting of any and all costs incurred by the contractor in order to perform the scopes of work associated with this contract, irrespective of contract type (e.g., firm-fixed price, cost-plus fixed fee) or funding source (i.e., via contract, via internal research & development). With the exception of report 7, cost reported for each submission shall be mutually exclusive of costs reported within other submissions.
C. Bill of Materials (BOM): The Contractor shall deliver the BOM, CDRL A008, to DCARC with each cost report submission, as indicated in Block 14 of DD Form 2794 CSDR Plan. The Contractor shall provide the BOM in accordance to the Governement provided Work Breakdown Structure (WBS) structure and BOM template. The BOM shall provide data at the part level by WBS. The contractor shall submit the BOM as a "other document" choice within the DCARC's CSDR Submit-Review System with each submission of cost reports by Ordering Year.
5. Non-Recurring/Recurring Definitions:
The contractor shall utilize the specific definitions and requirements in the CSDR Manual (DoD 5000.04-M-1) and the definitions in the DIDs for the forms 1921 and 1921-1 to segregate Recurring and Nonrecurring costs discretely and not as an aggregate.
6. WBS Dictionary:
A. The WBS dictionary shall contain overarching descriptions/definitions of nonrecurring costs, recurring costs, cost accounting standard variances, DD Form 1921-1 row calculation methodologies, and cost/labor hour allocation methodologies, and specific descriptions of each WBS element. The dictionary shall contain a disclosure statement detailing any differences between the CSDR reporting methodology and the contractor's Cost Accounting Standards. The dictionary shall include a section detailing how parts are procured under this contract and any limitations of the parts procurement cost data or allocation of cost data into the WBS. Details in the CWBS dictionary sufficient to describe the differences between kits.
B. The WBS dictionary shall be maintained and updated by the contractor and will be delivered in accordance with the submission events outline in this CSDR Plan. Changes to the WBS Dictionary made between submissions shall be identified using red font.
7. DD Form 1921-3 Contractor Business Data Report:
A. The Contractor Business Data Report is prepared by and for the business entity (e.g., business unit, segment, or site) responsible for submitting the Forward Pricing Rate Proposal (FPRP) representing the basis for Forward Pricing Rate Agreement (FPRA) negotiations with the government.
B. Reports are submitted annually at the end of the contractor's fiscal year.
C. Data for Future Years should be reflective of the number of years contained in the most current document, i.e., the FPRP or the FPRA. If the document applies to more than three future years, attach additional future year sheets as required. In the absence of these documents, estimates should be provided for three future years.
8. Resource Distribution Table (RDT)
A) A copy shall be delivered seven calendar days before the "Post-Award Cost and Software Data Reporting Conference" and shall represent the contractor's final contract proposal value using the maximum allowable contract quantities, hours, or options (as applicable). This copy of the RDT will be used during the "Post-Award Cost and Software Data Reporting Conference" in order to establish which subcontractors will be required to provide CSDR reporting and electronic submission of deliverables directly to the Defense Cost and Resource Center (DCARC) and which subcontractors may qualify for a CSDR direct reporting subcontractor waiver.
B) A copy shall be delivered within thirty calendar days after the contractor identifies that a subcontractor who, at the time of contract award, was not anticipated to qualify for direct subcontractor CSDR reporting and electronic submission of deliverables directly to the DCARC but is now anticipated to meet the CSDR direct reporting subcontractor criteria due to changes to scopes of work, design, supplier, or subcontract price changes since contract award (unless that subcontractor has already been issued a subcontractor reporting waiver associated with this contract).
9. Period of Performance
If the contract period of performance is extended by more than six months, or if the scope of work is modified to include work not otherwise covered by the current CSDR plan, the government may modify the CSDR plan to require additional submission events and WBS elements in order to ensure the accurate and complete collection of cost data associated with the modified contract. The contractor might be required to host an additional CSDR Post Award conference to review its plan to collect and report costs associated with the additional scope of work.
10. **TBD** Cost Accounting Standards (CAS) Disclosure Statement Differences:
A. The contractor shall complete DD Form 1921 and 1921-1 reports by complying with the company's CAS disclosure statement and will respond to the government with any differences between their CAS Disclosure Statement and the reporting requirements within each DID. Describe significant accounting changes from previous accounting period in the Remarks section of the reports, if applicable.
B. Contractors are required to follow the accounting procedures specified in their CAS Disclosure 13 Rev 1, 20071213 Statement. As part of the pre/post award conference, the CWIPT and the contractor will review the CAS Disclosure Statement in conjunction with the reporting requirements contained in the DD Form 1921 and 1921-1 Data Item Descriptions and related formats. This review will address the need for mapping from the contractor's accounting system into the required CSDR categories.
