Solicitation: W56HZV-10-R-0015

NSN: 1670-01-097-8816

Noun: M-1 Cargo Release

April 04 2019

Question 1: Dwg 11-1-4138, Rev B, changes RT requirements to SAE-AMS-2175. Does this change also apply to other parts of the M1 that reference RT, like 11-1-1493 (which currently still calls for ASTM E94 AND ASTM E192)?

Response from Government Engineering: For the purpose of this solicitation, any drawing note that references 100 percent radiographic inspection of raw casting only shall use the following statement. IAW SAE-AMS-2175, Class 2, Grade C before machining.

Question 2. Dwg 11-1-4138, Rev B, states MPI requirements for raw casting only. Are there any NDE requirements for this part, if manufacturing from alternate material options other than a casting?

Response from Government Engineering: Based on the proposed alternate material, non-destructive testing may or may not be applicable and will be identified at that time.

Question 3. Several different MPI requirements are required by different M1 parts (some examples below). Will these all be changed to reflect a single MPI requirement for all?

* 11-1-1490, Rev R : MAGNETIC PARTICLE EXAMINATION WET FLUORESCENT METHOD IN ACCORDANCE WITH ASTM E1444.THE ACCEPTANCE/REJECTION CRITERIA SHALL BE PER MIL-STD-1907, GRADE A. NO REPAIR PERMITTED.

* 11-1-4139, Rev B: MAGNETIC PARTICLE EXAMINATION, WET FLUORESCENT METHOD IN ACCORDANCE WITH ASTM E1444AFTER HEAT TREATING. THE ACCEPTANCE /REJECTION CRITERIA SHALL BE PER MIL-STD-1907, GRADE A. NO REPAIR IS PERMITTED.

* 11-1-1500, Rev U: MAGNETIC PARTICLE EXAMINATION, WET FLUORESCENT METHOD IN ACCORDANCE WITH ASTM E1444AFTER HEAT TREAT. NO CRACKS ARE ALLOWED AND NO REPAIR IS PERMITTED. (No mention of MIL-STD-1907, GRADE A)

Response from Government Engineering: For the purpose of this solicitation, any drawing note that references magnetic particle examination shall use the following statement. Magnetic Particle Examination Wet Fluorescent method in accordance with ASTM E1444. The acceptance/rejection criteria shall be per MIL-STD-1907, Grade A. No repair is permitted.

Question 4: A request was made to change the First Article Test (FAT) CLIN (CLIN 0016) from not separately priced (NSP) to a priced CLIN.

Government response: The FAT CLIN is changed to a priced FAT CLIN. The FAT CLIN is changed from CLIN 0016 to 0018 on Amendment 0001 to the solicitation. The solicitation close date is extended to 21 April 2019. FAT CLINs on a long-term contract, IDIQ, should be created as a priced CLIN. This was an error on the solicitation.

March 25 2019 Question 1: Drawing 11-1-1499 is missing from the TDP.

Response from Engineering: Drawing 11-1-1499 was missing from the TDP and is added to FBO.

Question 2: Document 11-1-4112 Test Procedure is missing.

Response from Engineering: Document 11-1-4111 is the document for the Test Procedure.

Question 3: Can the components listed as a “Suggested Source” being procured from other vendors?

Response from Engineering: This is a performance based vendor item drawing, but is not a source controlled drawing. Several attempts have been made in the past to acquire additional vendors with no success. Those are the only two vendors that have shown any interest and Capewell is the only one that has produced over the last several years. Any prime vendor of the M-1 Cargo Parachute Release is allowed to seek out new manufacturers of the timer and stem assembly as long as they meet the performance and interface requirements listed on the drawing.
