1. Purpose

The U.S. Army, Project Manager Armored Fighting Vehicles (AFV), herein after referred to as the United Stated Government (USG), is releasing the following draft program documentation and information in support of the potential upcoming Mobile Protected Firepower (MPF) Request for Proposal (RFP):

· Scope of Work Executive Summary

· Summary of Evaluation Criteria

· Performance Specification (PSpec) (FOUO) including the Classified portion

· Bid Sample Evaluation Plan (FOUO)

· Government Furnished Equipment (GFE) List (FOUO) Please note: The draft information released with this announcement is notional and subject to change before the final release of the RFP. The draft Section L&M language is not included in this announcement. However, the USG intends to release that information via FedBizOpps (FBO) in the future. Additional notional program information will continue to be updated and released in the upcoming months.

The USG is requesting industry to provide feedback on the released draft documentation. Please provide PSpec comments within the attached correlated Comment Matrix format. Any other comments can be submitted in contractor format. (See Section 5 - Instructions for Requesting Information and Responding to this Announcement).

The USG intends to hold one-on-one sessions with potential prime offerors in the near future. Please continue to check FBO for future announcements.

This notice does not constitute an Invitation to Bid or Request for Proposal and is not to be construed as a solicitation, and no award shall be made on the basis of this notice. There is no formal solicitation available at this time, no solicitation will be issued against this notice, and this request for information does not obligate the Government to issue a solicitation.

2. MPF Scope of Work Executive Summary The Government intends to award up to two EMD contracts. The MPF vehicle shall provide Infantry Brigade Combat Teams (IBCTs) a protected, long range, cyber resilient, precision direct fire capability for early/forcible entry operations. IBCTs require this capability to be employed in austere and unpredictable locations allowing them to avoid the enemy’s strengths and rapidly transition to offensive operations and exploit the initiative.

This brief summary of the MPF Scope of Work (SOW) highlights unique events specific to the MPF program during the three-year Engineering Manufacturing and Development (EMD) phase. This fixed-price type EMD contract will include two fixed-price type Low Rate Initial Production (LRIP) options. LRIP option quantities are TBD. The contract may include limited cost type CLINS. The EMD contract and LRIP options will include significant logistic development scope to support transitioning to full organic logistics at First Unit Equipped (FUE).

The contractor shall utilize a systems engineering approach to complete the design of the MPF vehicle system based on the Government-provided MPF Performance Specification (PSpec) and produce pre-production vehicles and pre-production Ballistic Hull and Turret (BH&T). The contractor utilize its proposed Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) during EMD and LRIP.

The contractor will be required to conduct a Design Maturity Review (DMR) approximately six months after contract award. The DMR will assess the maturity and likely effectiveness of the contractor’s vehicle design and the health of the overall program. Technical, cost, and schedule progress, performance compliance, risks, and issues will be addressed as will be the contractor’s readiness for manufacturing of pre-production vehicles.

During the review, the contractor shall present information demonstrating how all of the following factors have been addressed:

System Design (e.g., Lethality, Survivability, Mobility, VETRONICS) System Performance Software Development and Planning Cybersecurity Concept/Planning Specialty Engineering (e.g., MANPRINT) System Safety Unit Manufacturing Cost (UMC) and Life Cycle Cost Estimates Logistic Supportability & Transportability Requirements Compliance Developmental and Pre-Production Vehicle Test Planning Technical, Integration, and Manufacturing Readiness Assessment Configuration Management (Reconciliation) Production Readiness and Schedule (through LRIP) Program Protection Program Cost and Schedule Program Risk and Risk Management

Following the completed DMR, the contractor shall submit a DMR report detailing the presented data and reconciled action items. A successful DMR serve as entrance criteria for approval to build the pre-production vehicles.

The Government will conduct a Test Readiness Review (TRR) prior to the initiation of any Government testing effort. The contractor shall deliver and manage the System Support Package (SSP) and provide Field Service Representatives (FSRs) at the Government test site(s) for each of the tests identified below. Anticipated USG testing includes: Ballistic Hull and Turret (BH&T) Testing, Pre-Production Prove-out Testing (PPT), Soldier Vehicle Assessment (SVA), and Limited User Test (LUT). The SVA will assess the operational capability of the MPF system in the hands of the end user in accordance with an established training plan based on Operational Mode Summary – Mission Profile (OMS-MP) of the vehicle. The LUT will take place immediately after the SVA, and will focus on obtaining early user assessments of systems/equipment with respect to higher-risk technical areas, human factors or other operational suitability objectives and issues structured operational test. The contract shall also include a Logistics Demonstration (Log Demo). The contractor shall provide all facilities, spare parts, tools, storage space, fault insertion methodology and other support items to conduct the Log assessment.

After testing is complete, the Government will then conduct a merged Functional Configuration Audit (FCA), System Verification Review (SVR), and Production Readiness Review (PRR) event. This merged review will determine if the vehicle meets the system performance specification and if sufficient production planning, quality management, inventory management, and supplier management has been accomplished to support the transition to LRIP.

If the Government opts to exercise LRIP option(s), the contractor shall be responsible for all production-related activities required to successfully execute the LRIP in accordance with the Government approved Manufacturing Plan. The contractor shall update TBD quantity pre-production vehicles to the LRIP configuration design. LRIP Testing will include contractor support to Full-Up System-Level (FUSL) Testing, Production Verification Test (PVT), and Initial Operational Test and Evaluation (IOT&E). During the option period(s) the contractor shall continue logistic development to meet the USG requirement to have full organic Army Logistics support by the First Unit Equipped (FUE) through the duration of the contract.

3. Summary of Notional Evaluation Criteria
