Contractor Questions Below are questions received from industry and USG answers for Mobile Protected Firepower Market Survey (W56HZV16R0244):
1) Is there a specific G-Force that the MPF is expected to handle when touching down under Low Velocity Air Drop (LVAD)?
Response: LVAD designs are specific to a vehicle solution. A good starting point for determining your vehicle's design characteristics for LVAD would be to review the Requirements for Tie down, Suspension and Extraction Provisions on Military Materiel for Airdrop, MIL-STD-814D disregard section 5.3. In addition use MIL-HDBK-669 as design guidance. These documents gives the basic definitions and provide references to design criteria which should aid you in development of your system.
2) Is it possible for foreign based vendors to receive a copy of the CDD?
Response: There are currently no mechanisms in place for us to distribute FOUO or Classified information to foreign vendors. Contractors can work through the State Department to get international assistance agreements such as Technical Assistance Agreements (TAAs) in place to enable foreign collaboration. These agreements will dictate how and what can be shared with the foreign company. The USG recommends getting in touch with the State Department to determine what would be the most expedient and advantageous method to work with your foreign partner.
3) Is there any interest in conducting Modeling & Simulation (M&S) of the concepts our company presented within its Mobile Protected Firepower (MPF) Sources Sought response?
Response: Yes, this may be of interest. The USG may include the M&S as one of the concepts in the MPF Analysis of Alternatives (AoA). The AoA analyses the performance of the alternatives to inform the requirements and does not choose a system. Therefore, a Computer-Aided Design (CAD) model of the presented concept would be useful. ProE/Creo is the preferred model file type. Material information is critical to the analysis either as an attribute assigned within the CAD or as an external document. Additionally, part names or nomenclature attributes are highly desired. The USG would run the model provided through a series of simulations assessing performance regarding force protection, mobility, maneuverability, and lethality.
In addition to the model provided, the USG would use the system specifications provided in the MPF Sources Sought responses. Any additional data that can be provided from the list below will be useful in properly simulating the system:
-Weight breakout of the major sub-systems -System and/or subsystem description of functionality (how it works/operates) -Architecture schematics -Interconnect and pin-out schematics -Installation and Component drawings including internals -Fault Tree or Failure Modes and Effects Analysis (FMEA) -Results of Controlled Damage Experimentation/Tests -Results of Component Ballistic Experimentation/Tests -Results of any ballistic tests to include armors, spall liners, underbody hull events, seam/edge exploitation, behind armor debris.
