APPENDIX D
DISTRIBUTION STATEMENT A. Approved for public release. Distribution is unlimited.
Technical Data Package (TDP) Requirements
The Contractor shall prepare and deliver production level TDP that consists of TDP elements necessary to provide the design, engineering, manufacturing, inspection, packaging and quality assurance provisions information necessary to enable the procurement or manufacture of an item. The product shall be defined to the extent necessary for a competent manufacturer to produce an item, which duplicates the physical, interface, and functional characteristics of the original product, without additional design engineering effort or recourse to the current design activity. Production data shall reflect the approved, tested, and accepted configuration of the defined delivered item.
TDP shall follow requirements in TDP Option Selection Worksheet, Appendix A, and shall contain the applicable TDP elements and drawing types listed below. All parts and assemblies shall be fully dimensioned, and include appropriate Government Computer Aided Design (CAD) parameters per Appendix B. The Contractor shall perform the validation Checklist before submitting TDP deliveries to the Government per Appendix D. Contractor’s CAD solid modeling software application is acceptable. Government preference is PTC’s Creo software. The version of CAD software used for CAD data delivery will be agreed upon at the Start Of Work Meeting (SOWM). The Contractor shall not update CAD versions or change CAD software without prior government approval. The Contractor shall verify that TDP opens without errors before each delivery. The Government will make these documents available to the Contractor at the Start of Work Meeting: latest CAD parameters list, latest Indentured Bill Of Material (IBOM) sample, and latest TDP validation checklist.
Types of drawings These types of drawings shall be included in the TDP.
· Layout Drawing
· Detail Drawing
· Assembly Drawings
· Installation Drawing
· Modifying Drawings (includes Installation Instructions)
· Arrangement Drawing
· Control Drawings
· Interface Drawing
· Identification Cross-Reference Drawing
· Mechanical Schematic Diagram
· Electrical and Electronic Diagrams
· Special Application Drawings
· Drawing Tree
TDP Elements

· Commercial models
· Special Inspection Equipment (SIE) drawings and models along with all required associated lists
· Special Tooling (ST) drawings and models along with all required associated lists
· Specifications
· Software documentation
· Special Packaging Instruction (SPI) drawings and models along with all required associated lists
· Quality Assurance Provisions (QAP) integral within the drawings and models (Or QAP documents for legacy product data)
Routing Diagrams-Cabling, Wiring Harnesses, and Plumbing The Contractor shall deliver detailed wiring diagrams, schematics, and physical routing diagrams (harnesses, cables, and plumbing) as part of the TDP of all designed integration cables and lines for both the Route Clearance and Interrogation System (RCIS) High Mobility Engineer Excavator (R-HMEE) and Buffalo Mine Protected Clearance Vehicle (MPCV) Control Vehicle. This information shall be available to the Government and discussed at Integrated Product Team (IPT) meetings and formal technical reviews. This information shall be available to the Government and discussed at IPT meetings as well as formal technical reviews.
Indentured Bill of Material (IBOM)
The Contractor shall submit an IBOM to accompany and reflect each TDP delivered sequenced down to the lowest purchasable component. The Contractor shall include in the spreadsheet at a minimum the IBOM fields per Appendix C.
TDP Deliverable File Formats
1. Parametric 3D and associated 2D Native CAD Models.
All models for new or modified parts and assemblies shall be parametric, feature-based, fully dimensioned and include appropriate tolerances, notes, and parameters. The 3D CAD models and 2D CAD drawings shall be associative. 2D CAD drawings shall be fully dimensioned utilizing driving dimensions that are sourced from CAD models. Any change in either the 3D or 2D shall be automatically updated in the associated files. The Contractor shall assign Army Ordnance Part Numbers (AOPNs) to components with Government-Purpose or greater data rights. All Source Control and Vendor Item Control parts shall be modeled with sufficient information for procurement. The Contractor shall assign Army Ordnance Part Numbers (AOPNs) to components with Government-Purpose or greater data rights.
2. Shrink-wrap Solid Models.
All Military/Industry standard parts and installation higher assemblies shall be modeled the least for form, fit and function with sufficient envelope, mounting and mating features. Models shall be sufficient to provide adequate visualization, interface characteristics, and accurate weight and center of gravity. Associated drawings are not required to be generated for standard hardware.
3. 2D Portable Document Format (PDF).
All 2D CAD drawings shall be exported to PDF with at least 300 dpi resolution.
4. Excel spreadsheet.
Each TDP shall be accompanied with the Indentured Bill of Material (IBOM) in excel format.
Material Assignment in CAD Models
All parts shall be assigned material files in the native CAD models. The material files used on the part shall match the material called out in the notes and be the same applied to 2D drawings. Alternate material files shall be included in the CAD file and noted on drawings.
File Naming Convention
Parts and assemblies shall be named using the Commercial and Government Entity (CAGE) Code and the following convention: CAGE_Part Number.prt i.e. 19207_12345678.prt
Associated 2D CAD and PDF files shall have the same filename with appropriated file extensions.
Security Markings
The Contractor shall apply the applicable Department of Defense (DoD) Technical Distribution Statement and Export Control Warning to all technical data produced or delivered in accordance with Department of Defense Instruction (DODI) 5230.24, required by the contract. All statements, notices, and data rights legends shall be applied to all drawings on each sheet, directly above or adjacent to the title block. Associated lists and other related documents that are primarily of a textual nature shall have markings applied to each page. On models, all markings shall be applied to initial layer at opening.
Data Rights Markings on Tech Data Deliverables
In accordance with the DFARS, the Government has unlimited rights to technical data for Form, Fit, Function, Operation, Maintenance, Installation, and Training (FFFOMIT), regardless of who paid for the development of the item(s). The Contractor shall correctly mark all technical data delivered in accordance with 252.227-7013, 252.227-7015, and the Assertions Table submitted in accordance with DFARS 252.227-7017. FFFOMIT data delivered shall not contain data rights or other Contractor imposed restrictive legends. If FFFOMIT data or Government funded designs, changes or modifications is commingled in a model, drawing, or document, with data that is limited or restricted, the Contractor shall mark only the specific portions, sheets, or pages of data subject to the limitation or restriction.
Referenced Documents
The Contractor shall furnish all documents referenced in TDP.
Part Number Assignment: Army Ordnance Part Numbers (AOPNs)
Components other than standard hardware and commercial items shall be assigned Government-issued AOPNs. Refer to “File Naming Convention” in this attachment. Components identified as vendor item control or source control drawings shall be assigned AOPNs that are called out on higher up assemblies. The Contractor shall request AOPNs from the Contracting Officer Representative (COR). The Contractor shall request additional blocks of numbers on an as needed basis via e-mail to the COR. AOPNs will be assigned based on the following:
a) End Item Top Assembly: 87Txxxx
b) Kits : 57Kxxxx
c) All others Parts and Assemblies, Instructions, BII, Installations, etc: 1xxxxxxx Attachment 0022
