EXECUTIVE SUMMARY
A.1 Introduction
Request for Proposal (RFP) W56HZV-15-R-0069 is hereby issued by the U.S. Army Contracting Command (ACC), Warren, for the Landing Craft
Utility (LCU) 2000 Service Life Extension Program (SLEP) and On-Condition Cyclic Maintenance (OCCM) contract requirements.
A.2 Acquisition Strategy
A formal Best Value source selection will be conducted. Award will be made on a FAR Part 15 Source Selection Trade-off basis to the offeror whose proposal represents the best overall value to the Government. The LCU SLEP and OCCM contract will be a two-year
Indefinite Quantity Indefinite Delivery (IDIQ) contract, which will utilize both Firm-Fixed Price (FFP) and Cost Reimbursement (Cost
Plus Fixed Fee completion form) Contract Line Item Numbers (CLINs). Orders will be issued for all equipment and service requirements.
The minimum and maximum order quantity is specified in Section B of the contract.
A.2.1 All proposal submission requirements are located in Sections K and L of this RFP.
A.2.2 Assertion of Restriction
DFARS 252.227-7017 is included in the solicitation. Offerors shall make and submit a signed assertion (as to the restrictions on technical data rights) as an attachment as part of its proposal. The information shall be in the format specified in DFARS 252.227-
7017(d); otherwise, the offeror may be ineligible for award. The assertions will become an attachment to the resulting contract.
A.3 Master Agreement for Repair and Alteration of Vessels (MA)
Offerors are required to have an approved Master Agreement for Repair and Alteration of Vessels (referred to as an MA) in place with ACC-
Warren in accordance with DFARS 217.71 prior to award. Offerors can request MA applications from ACC Warren at the following email address: usarmy.detroit.acc.mbx.wrn-lcu-2000-slep-and-occm@mail.mil.
A.4 Vessel Survey Opportunity
A survey opportunity of the vessel(s) located at Joint Base Langley-Eustis (JBLE), Ft. Eustis, Virginia will be offered. The Government will arrange inspections periods for all prime offerors within 30 days of the final RFP release. Each interested prime offeror will be assigned a specific date and time period to survey the vessel(s). Each prime offeror will be allowed no more than three representatives to attend (to include subcontractor representatives).
Interested prime offerors who would like to survey the LCU 2000 vessel(s) shall submit an email to: usarmy.detroit.acc.mbx.wrn-lcu-2000-slep-and-occm@mail.mil, no later than 5 business days following the final RFP release. The email shall be titled, LCU 2000 Survey
Opportunity, and shall contain the prime offeror's request to take part in the LCU 2000 vessel survey opportunity (and to include names of each member of your party).
Interested prime offerors who fail to submit the above referenced email by the suspense date will not be permitted to attend the survey opportunities. The Procuring Contracting Officer (PCO) will inform all interested prime offerors of the timing and details of the survey event(s) within 10 business days of final RFP release.
All interested prime offerors will have the ability to survey multiple ship variations for the impacted SLEP areas. All interested prime offerors will be assigned a Government escort. The Government escort will accompany the interested prime offerors to ensure compliance with vessels rules and regulations.
Interested prime offerors will be given the opportunity to survey the vessel(s), take measurements, and record written data as desired.
The Government will attempt to make available a limited number of vessels so that interested offerors can go inside different configuration(s) of vessels; however, there is no guarantee due to mission requirements and the limited time available.

A.5 EPA Compliance
As part of the SLEP for the LCU 2000, vessels will be repowered to be compliant with Tier III Environmental Protection Agency (EPA) diesel engines. Tier III engines will represent the latest emissions standards in effect at the time of the completion of the first of the SLEP vessels. Tier IV requirements, slated to be phased in over several years, will become available prior to the completion of
SLEP on the US Army fleet. However, Tier IV engines will not meet the US Army's requirements. For that reason, appropriate exemption(s) will be obtained by the Government prior to the required implementation of Tier IV emissions standards. All LCU 2000 vessels will be fitted with Tier III engines.
A.6 Other Requirements
Unless otherwise specified, the revisions of the military standards (MIL-STD), any Regulations and Publications called out in the RFP are those listed in the ASSIST database at http://assist.daps.dla.mil and in effect on the date the RFP is issued. ASSIST is the official source for all Defense Standardization Program documents and contains the most current revisions of all government standards.
A.7 Controlled Unclassified Information (CUI)
The LCU 2000 RFP contains CUI that is not available via the Internet. However, CUI will be made available to the offerors upon an approved request. You will find the procedure for obtaining CUI on the LCU 2000 website at https://www.fbo.gov/. Search
Keyword/Solicitation#: W56HZV-15-R-0069 click on "LCU 2000 Service Life Extension Plan (SLEP) & On-Condition Cyclic Maintenance (OCCM)".
The LCU 2000-CUI instructions are located under "ALL FILES". The Government reserves the right to request additional information to support releasing documentation.

C.1.2.6.2. The CMP shall address:
a. Coating systems and process instructions detailing material inspection, surface preparation, application of coatings, sealants, and other corrosion prevention compounds during installation, sustainment and maintenance cycles (process/finish specification).
b. Corrosion protection for the hull and propulsion system (coatings, Zincs and cathodic protection). Design data and life-cycle maintenance requirements for changes to the cathodic protection systems (including sacrificial and impressed current systems).
c. Methods proposed to eliminate corrosion between mixed metals (e.g., aluminum, bronze, steel, and stainless steels).
d. Minimization of water collection or entrapment and collection of debris to mitigate corrosion in areas inaccessible to cleaning.
